About this file

This document is a waiver request from the 35th Fighter Wing at Misawa Air Base in Japan to the Pacific Air Forces (PACAF) seeking approval to purchase Harris HF radios and associated equipment. The request details the capabilities of the PRC-160 radio, which operates in both HF and VHF bands to provide extended communication range and resilience. The total estimated cost for two units and related equipment is $177,704. The waiver is necessary to bypass the 2nd Generation Information Technology (2GIT) requirement, as no quotes were received from 2GIT contractors. The requestor outlines operational and supply chain risks, as well as maintenance considerations, to justify the waiver. PACAF approves the waiver request.

The related federal contract opportunity is a solicitation (FA520524QB068) for HF radios and antennas, with a NAICS code of 334111 and small business size standard of 1,250 employees. Quotes are due by 1:00 PM Japan Standard Time on 27 September 2024. The solicitation will be competed via the open commercial market under FAR 12.203 and FAR 13.5.

3. Operational/Supply Chain Risks, Other Considerations: To manage risks associated with acquiring PRC-160 HF radios, establish multiple supplier relationships to mitigate supply chain disruptions and maintain safety stock. Ensure compatibility by conducting thorough pre-acquisition assessments and integration testing. Address maintenance challenges by creating a detailed maintenance plan with training, securing service agreements, and scheduling preventive maintenance. Consider the total cost of ownership, including acquisition and maintenance, and budget accordingly. Implement comprehensive user training, ensure regulatory compliance, and evaluate scalability to meet future needs. This approach will enhance operational readiness and effective use of the PRC-160 radios.
