About this file
This document is a Single Source Justification for Simplified Acquisition that outlines the requirement for HF radios, accessories, and software to support long-range, secure, and encrypted military communications in austere environments. The key details are:
The requirement is for AN/PRC-160(V)1 HF manpack radios, antenna couplers, antennas, and tactical chat software from L3Harris Technologies. This brand name justification cites L3Harris as the sole source provider of tactical radios meeting the USAF's encryption, interoperability, and performance requirements. The estimated contract cost is included. The contracting activity is the 35th Contracting Squadron at Misawa Air Base, Japan. The contracting officer has determined that L3Harris is the only reasonably available source in accordance with FAR 13.106-1(b)(1). The document outlines the efforts to obtain competition and steps to prevent future single-source procurements.

Section C: Justification for Soliciting from a Single Source or Brand Name
The HF radio system we seek must provide long-range communications capabilities to transmit signals over vast distances in austere environments or adverse weather conditions. It must be capable of secure and encrypted communication for military applications, while also supporting interoperability with existing systems and other bases worldwide. The radio must adhere to military specifications and standards, including encryption requirements, electromagnetic compatibility (EMC), and environmental durability (MIL-STD-810G), The Harris PRC-160 radio is ideal for our requirements due to its HF capabilities. Its frequency range from 1.6 MHz to 60 MHz to support our operational needs and global HF bands. Its encryption for secure communication, meets the requirements for USAF use and its interoperability ensures integration with existing communication systems.
1. L3 Harris provides tactical radios specially designed for military long-haul communications and are the only radios compatible with USAF encryption requirements.
2. SFS already has assets on hand. Purchasing the same brand device would ensure seamless communication
3. L3Harris radio has the ability to communicate across multiple AORs
Section D: Efforts to Obtain Competition
After conducting targeted market research, we identified L3Harris Technologies radios stand out as the primary vendor chosen by military units because it meets the USAF standards for encryption, design, interoperability and performance.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
