EVALUATION CRITERIA:
Evaluation of quotations will be completed in accordance with FAR 13.106-2. The Government will award the contract resulting from this solicitation to the responsible offeror whose offer presents the best value to the Government when considering price and technical performance. All offerors are reminded that contractor responsibility is also factored into the award decision. The Government intends to award this effort without discussions. Offerors are encouraged to submit alternatives, but offerors shall ensure that any proposed alternatives meet the criteria in paragraph (2) of this section.
(1) Price:
Offerors shall be ranked based on price. All offerors that are determined to be technically unacceptable as defined in Paragraph (2) of this section shall be removed from consideration for award.
(2) Technical:
The technical evaluation factor will be made based on an offeror's ability to provide the requested item IAW CLIN 0001. All specifications listed in CLIN 0001 shall be compared to the systems proposed by the offeror. If the system proposed by the offeror meets or exceeds all specifications listed in CLIN 0001, that offer shall be determined to be technically acceptable. Failure to meet any specification in CLIN 0001 shall result in a technically unacceptable rating and removal from consideration for award.
Once all technically acceptable offers have been identified, the lowest priced offer that meets or exceeds the criteria in CLIN 0001 and all technically acceptable offers that provide for:
1. A higher PFOS, PFHxS, and PFOA substance removal from water intake than what was requested in paragraph 1 of CLIN 0001.
2. Stainless steel filters that have an effective life greater than 5 years as requested in paragraph 2 of CLIN 0001. If non-stainless steel filters are being proposed, those filters may be accepted by the Government as long as the materials meet or exceed the 5 year effective life and all other specifications in CLIN 0001 are met.
3. A flow rater greater than 530 GPH or;
4. More than 6 months of chemicals as requested in paragraph 7 of CLIN 0001.
shall be considered for award. The Government shall then make a best value determination based on price and the technical factors listed above. Specifically, the flow rate is of greater importance to the Government than all other technical factors. Once the best value determination has been made, the offeror that presents the best value shall be offered the contract award.
(End of Paragraph)
Contractors shall be actively registered with the System Award Management (SAM). Lack of registration in the SAM database will make an offeror ineligible for award. The Contractor is required to confirm on an annual basis that its information in the SAM database is accurate and complete at https://www.sam.gov/. (IAW FAR 52.232-33 Payment by Electronic Funds Transfer- System Award Management, Oct 18)
Contractors must be registered in Wide Area Work Flow (WAWF). The WAWF system is the method to electronically process vendor payment requests and receiving reports, at http://wawf.eb.mil/.
