Reference Question Submitted by Prospective Offerors Gov't Response/Clarification
1 Solicitation Section L, page 34, para. B.1.(c) “Amendments will not be counted against the page limits.” Since no page limitations were provided for PART I, can the government clarify/quantify this statement?
Page limitation does not apply to PART I ‐ Summary and Miscellaneous Data as indicated in the proposal submission summary table in Section L.
2 Solicitation Section B Can the government confirm that Option Line Items 1001 ‐ 1004 are considered Option Items vice Base Items?
CLIN 1001 ‐ 1004 are option items. Base item is CLIN 0001 for the first 30‐day phase‐in/transition period.
3 Solicitation Section L, page 36, para. C.4.(g) “The Price Part shall be submitted in EXCEL spreadsheet format and MS WORD for price narrative.”
This sentence is the only mention of a price narrative in the RFP. Per Section L, Part II – PRICE PROPOSAL only requires a completed Section B. Is a price narrative optional or required? If required, what information does the Government wish to see in the price narrative?
Price narrative is not required. Follow the instruction in Section L, para. L‐100.B.2.
"PART II ‐ PRICE PROPOSAL".
4 Solicitation Section L, page 34, para. B.1.(e) “If applicable, provide a copy of the letter from the Small Business Administration (SBA) showing proof of Section 8(a) status.” Can the government confirm this solicitation is not set‐aside for small business and/or 8(a) companies? Since offerors are being asked to provide proof of 8(a) status, will some level of preference be given during the source selection phase to companies that propose as small business and/or 8(a)?
This solicitation is not set‐aside for small business concerns. No preference will be given to small business and/or 8(a) companies during the source selection phase.
5 Solicitation Section L, page 35, para. B.3.(d) Section M, page 39, para. M‐ 900 B.
“The evaluation of past performance information (i) will take into account past performance regarding predecessor companies”. “Past performance regarding predecessor companies of the offeror…will be rated as highly as past performance information for the principal offeror.” For purposes of this solicitation, are recently graduated sister companies who pass work on to 8(a) companies, under the same parent company, considered predecessor companies?
Predecessor companies are defined under FAR 52.204‐20 as “an entity that is replaced by a successor and includes any predecessors of the predecessor”. The common definition of “Sister Companies” is as a company with close affiliations to another company with a separate name and personnel. Therefore, past performance submitted under a sister company will not meet the definition of a predecessor company.
6 Solicitation Section B, Option Line Item 1004 / 2004 / 3004 / 4004 /
“Extended Work Hours. Government is not obligated to pay for any payment request exceeding the not‐ to‐exceed (NTE) amount of the CLIN. Government has the unilateral right to increase or decrease the quantity and NTE amount of this CLIN during the contract period.” The Section B table does not list a NTE amount for the Extended Work Hours CLINs. However, the description for the Extended Work Hours CLINs mentions that there is a NTE amount associated with this CLIN. Will the government please clarify whether or not the Extended Work Hours CLIN does not have a NTE amount associated with it?
The Government will have a Not to Exceed (NTE) amount under the CLIN. Question 12 in this document extends the Government intent.
7 PWS Para. 1.4.5.5.1.2, page 21 “Manage equipment maintenance action utilizing Integrated Maintenance Data System (IMDS).”
Will the contractor be required to maintain IMDS or just manage actions within the system?
The contractor will be required to maintain Threat System maintenance data contained with‐in the IMDS system. No IMDS system maintenance is required.
8 PWS Para. 1.2.1, page 5, Operating Locations
a. Where are the projected off‐site locations and deployed locations?
b. Will the contractor be expected to keep the same operations tempo at Misawa when Draughon employees are deployed to another location?
i. If so, will backfilling from one of our other locations in order to retain the operations tempo at Misawa be reimbursable?
a. U.S. Government is working with Government of JAPAN with a possible site location approximately 10 miles north of Draughon Range Proper. Contractor is not expected to be deployed with system as the system is remotely controlled.
b. If the U.S. government works out a location with U.S Government of Japan, there would be one system 10 miles south (Misawa AB) of Draughon Range proper and one system 10 miles north of Draughon Range proper. Ops Tempo of UMTE system are controlled at the Misawa Operation Center (Bldg 928). Maintenance actions would be scheduled around Operations schedule.
Therefore Operations Tempo would remain the same. Operations projection is defined in Appendix 7 – Annual Utilizations.
i. Described above.
9 PWS Appendix 7, page 1 “The Operational Support Summary: FY18” table shows 1321 sorties flown for the 35 FW, which matches the number of DBEAR/JDEWR sorties. This implies that only the 35 FW utilized the DBEAR/JDEWR. Can the government please clarify if this data is correct (that is, no other users utilized the DBEAR/JDEWR)?
DBEAR/JDEWR is composed of multiple sub‐systems including the ground radios, pod data and threat emitters. Radios & Pod‐data are used on every mission for 35 FW aircraft even if the threat emitters are not used, hence why the JDEWR/DBEARS usage is equal to 35 FW usage. See note:
DBEAR (Draughon Bombing and Electronic Attack Range)/ JDEWR VULS consist of simulated or actual Air‐to‐Air, Air‐to‐Ground, and/or UMTE emitter training conducted remotely from bldg. 928.
Page 1 & 2 has FY18 data. During FY18, no non‐35FW users used the range for emitters or carried pods. FY19 was when outside entities began using the threat emitters. Page 3 – Typical Threat System engagement time per user was based upon FY19 users at the current time and the projection of their increased needs. Page 3 is the more accurate representation of required threat emitter operations support.
10 PWS Table 1 – Contractors Plans, page 11
“Contractor Financial Management Plan: Include summary listing of all cost reimbursable expenses.” All CLINs listed in Section B are Firm Fixed Price. Can the Government please clarify what expenses are anticipated to be cost reimbursable on this contract?
The Government provides a Not to Exceed (NTE) cost of $30K for Contractor Acquired Parts.
11 PWS Para. 2.3.4.1.3, page 46 “…be paid on a cost reimbursable basis.” All CLINs listed in Section B are Firm Fixed Price. Can the Government please clarify if the “Travel and TDY” CLINs are cost reimbursable as opposed to FFP as currently shown in Section B?
The Government provides a Not to Exceed (NTE) cost of $10K for Temporary Duty (TDY) as required.
This TDY process is only approved by the Government for a TDY to take place for a specific reason.
12 PWS Para. 1.2.2.1.1.6, page 6 “Extended Work Hours ‐ with Government approval IAW the MOUI extended hours periods. This only applies outside normal operation hours.” Is it the intent of the Government that “Extended Work Hours” are considered “Overtime” hours?
Yes. The Government intention is pay for overtime up to maximum of 128 hrs. The Government has the sole authority to authorize any overtime.
