About this file
This document is a Clarification Questions and Answers file addressing six key inquiries regarding a trommel screen procurement and deployment to Tinian Island.
The requirement centers on supplying and installing a trommel screen with associated services. No security clearances or base access restrictions apply to contractor personnel performing on-site assembly, commissioning, and training; coordination with ERHS personnel on site suffices. The Government will provide fuel for the trommel screen and raw screening material (aggregate/soil), while the contractor must supply lubricants for operational testing. The primary evaluation factor after technical acceptability is the contractor's capability to deliver within 60 days After Receipt of Order (ARO) to Tinian Island—delivery must reach the final destination, not merely a West Coast port. This is classified as primarily a supply requirement with incidental services, so the Service Contract Act wage determination does not necessarily apply. FAR 52.225-1 Buy American—Supplies is the applicable domestic sourcing clause. The contractor bears full responsibility for transporting the trommel screen to its final location and must coordinate with ERHS personnel on site to move equipment from the Tinian port to the material sifting site; no Government-Furnished Equipment, staging areas, or military logistics assets are available for contractor use, requiring independent sourcing of all necessary equipment and transportation assets.

Clarification Questions
1. What are the specific base access, security clearance, and foreign national entry requirements for contractor personnel performing the on-site assembly, commissioning, and training at Tinian North Field? There are none. They will just need to coordinate with the ERHS personnel on site at the time.
2. For the operational testing and the one week of operator training, will the Government provide the necessary fuel, lubricants, and raw screening material (aggregate/soil), or is the contractor responsible for sourcing and providing these consumables? The Government will provide fuel for the Trommel Screen and raw screening material. The contractor is responsible for providing the lubricant necessary for the operational testing.
3. Given that the scope of work requires on-site assembly, commissioning, and training services on Tinian Island, does the Service Contract Act (SCA) apply to this requirement? If so, will the Government incorporate the applicable Department of Labor Wage Determination? The scope of the requirement is primarily a supply requirement with incidental service for assembly, commissioning and training on the product. Wage determination is not necessarily required.
4. The evaluation criteria requires the ability to 'deliver within 60 days after receipt of order,' while the Period of Performance is listed as 12 months. Does 'delivery' within 60 days mean arrival at the final destination on Tinian Island, or does it refer to delivery to a West Coast port/freight forwarder? Delivery is requested for within 60 Days ARO to Tinian Island. The primary evaluation factor after technical acceptability is your capability for delivery time frame.
5. Could the Government clarify which specific domestic sourcing clause applies to this procurement (e.g., FAR 52.225-1 Buy American—Supplies, or DFARS 252.225-7001 Buy American and Balance of Payments Program)? FAR 52.225-1 Buy American—Supplies applies
6. Are there any Government-Furnished Equipment (GFE), staging areas, or local military logistics assets (such as heavy-duty cranes or forklifts) available for rent or use by the contractor during unloading and assembly, or must the contractor source and transport 100% of these assets to Tinian independently?
The contractor is responsible to get the trommel screen to the final location. They will need to coordinate with the ERHS personnel on site to get the equipment from the Tinian port to the material sifting site.
