STATEMENT OF WORK

SECTION 1

GENERAL A-E INVESTIGATION AND DESIGN SERVICE REQUIREMENTS FOR

FTQW 17-1009, RENOVATE NOSE DOCK 1, BLDG. 1120

1.01 GENERAL SCOPE: The A-E shall perform professional architectural and engineering services such as planning, investigation, study, surveying, design, and provide labor and materials to accomplish the work specified in this contract. The A-E shall be responsible for all travel and lodging arrangements and expenses involved in the performance of work under this contract. The A-E shall furnish the Air Force with complete and usable products to include: planning documents, investigative reports, study reports, design analyses, project drawings, technical provisions (specifications), equipment layouts, cost estimates, submittal registers, quality assurance plans, construction bidding amendments (resulting from design omissions), construction contract modifications (resulting from design omissions), and other documents required under this contract to provide complete engineering services for Eielson AFB, Alaska.

1.02 TYPE OF WORK: Work on the project may involve any or all disciplines including, but not limited to:

architectural; civil, structural, mechanical, electrical and fire protection engineering; drafting; surveying;

geotechnical; hazardous materials testing, abatement and remediation; cost estimating; and computer word processing.

1.03 ADMINISTRATION: The Eielson AFB Contracting Officer (CO) is responsible for the administration of the contract. No change shall be made in the provisions of this contract without written authorization from the CO.

The Base Civil Engineer (BCE) monitors the work and services furnished, and evaluates the performance of the

A-E as the Contracting Officer’s Technical Representative (COTR). The COTR is not a CO and has no authority to Contractually bind the Government or modify the contract.

1.04 GENERAL DESIGN CRITERIA: The Air Force requires complete and functional designs that are appropriate for the sub-arctic environment of interior Alaska. Design and construction shall conform to the most recent issue of the following standards and publications. The following shall be considered a partial list and not limit the standards which may apply to the project.

1.05 REFERENCES: All Air Force Manuals, Publications, and Guide Specifications will not necessarily be furnished. The A-E may acquire them from the Defense Printing Service Detachment Office, Standardization

Document Order Desk, 700 Robbins Avenue, Philadelphia, PA 19111-5094 or other Federal agencies. The Special

The A-E may review any Air Force Manual or publication available at the Base Civil Engineering offices. The Eielson AFB design guides are attached as appendices to this statement of work.

1.06 GOVERNMENT DOCUMENTATION: The A-E will have all “As-Builts” currently available for the existing building provided to them prior to the start of design. "As-builts", shop drawings, and operation and maintenance manuals that the Government may have are not guaranteed to be either accurate or complete. It shall be the A-E’s responsibility to verify any information or data that is given to them by the Government.

1.07 WARRANTY: The A-E shall bring any questions concerning the design to the attention of the Government during the design phase. The A-E shall verify that the final documents have been field checked to eliminate conflicts and interferences and shall provide interpretation of construction documents to clarify any omissions and/or errors to the CO.

A. DISCREPANCIES: The A-E shall be responsible for the professional quality, technical accuracy, and the coordination of all design, drawing, specification, and other services furnished by the A-E under the resulting contract. The A-E shall, without additional compensation, correct or revise any errors or deficiencies in design, drawings, specifications, and other services in a timely fashion to avoid construction delays.

B. INTERPRETATION: During the construction bidding and the construction periods of the project, the

A-E shall be available, at no additional cost to the government, to interpret or clarify his plans and specifications, should questions arise. An appropriate number of hours for this effort may be negotiated with the design contract.

1.08 CONCEPT LIMITATIONS: General information and criteria provided to the A-E shall not prevent the A-E from suggesting or using improved methods and designs with functional or cost-saving advantages.

1.09 GOVERNMENT FURNISHED MATERIALS: The government shall furnish the A-E with the following:

A. A description of the specific requirements of the investigation and design of this project. See Section

4 of this Statement of Work.

B. An estimated construction cost range.

C. Access to existing drawings of facilities as needed to perform design.

D. Eielson AFB specific Division I specifications (to be tailored by the A-E for specific project requirements). These specifications are attached to Section 4 of this Statement of Work.

E. Pertinent Eielson AFB Design Guides (appendices to this Statement of Work).

F. Examples of applicable government forms to be completed by the A-E such as AF Form 66, Waste

Disposal/Borrow Pit Coordination Review Form, AF Form 103, etc. These are attached to Section 4 of this Statement of Work.

1.10 ENERGY EFFICIENCY: The A-E shall provide life cycle cost analysis as applicable and to include energy conservation measures and payback. A-E shall provide designs that best help the Air Force meet the greenhouse gas reduction and energy efficiency goals set forth by Executive Orders 13423 and 13514.

1.11 LEADERSHIP IN ENERGY AND ENVIRONMENTAL DESIGN (LEED): Current Air Force policy requires that all new building construction projects and all major building renovations comply with LEED Silver certification. New industrial facilities or those undergoing major renovation are expected to earn a minimum of

28 LEED points. The A-E design shall include a LEED specification tailored for the project if applicable.

SECTION 2

A-E INVESTIGATION SERVICES FOR

2.01 SCOPE OF WORK: A-E investigation services shall include, but not be limited to, participation in the Pre-

Investigation meeting and submission of meeting minutes, the planning, study, field reconnaissance, materials testing, site survey and investigation, and work required to obtain the engineering information and data necessary for the accomplishment of this contract. The A-E shall determine the condition and type of existing utility services, structures, pavements, and soils involved in the project design. The A-E shall place particular emphasis on making an accurate estimate of the location and quantity of hazardous materials affecting the project design. The A-E shall perform topographic surveys, prepare documents showing existing conditions, conduct fact finding investigations, collect and review project data and records, create alternative design concepts, preliminary estimates of cost and construction timelines, and prepare and present a written investigation report.

2.02 PRE-INVESTIGATION MEETING: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel and request any assistance that may be required. Record the proceedings of the meeting, and submit a written summary report (meeting minutes) to the CO.

2.03 COST AND SCHEDULE ESTIMATE: A preliminary construction timeline and cost estimate shall be included with the investigation report. The A-E shall develop initial estimates of construction timelines and submit for each alternative considered. Any minor construction costs (new work as defined by the Air Force) in the project has a limit and therefore must be tracked separately. The A-E shall separate the cost of minor construction work for ease of tracking. If the estimated construction cost differs significantly from the range shown in the Contract, or exceeds the statutory limit (if one exists), or exceeds the Programmed Amount (PA), the A-E shall notify the CO as soon as practical and shall not proceed until advised to do so by the CO.

2.04 INVESTIGATION REPORT: The A-E shall prepare an investigation report detailing the findings of the investigation and submit it to the CO for approval. Included in this report shall be all soil boring logs, site plans, photographs, hazardous materials surveys and test results, documents describing existing conditions prepared by the A-E, inspection results, engineering data, cost and construction estimates, product literature and technical data required to support their findings, etc. required to perform the requested engineering services. If applicable to the project, the report shall include recommendations for design and estimated design and construction schedules. After review of the report by the CO, the A-E shall present the report at an investigation review meeting at Eielson AFB.

Changes resulting from the investigation review meeting shall be incorporated into the first design submittal.

A. A Site Specific Sample and Analysis Plan (SAP) shall be submitted to the CO for approval prior to soil disturbance (soil borings for geotechnical analysis, contamination sampling/testing, etc.) in areas that are known to be contaminated. The Site Specific SAP will have to be approved by Air Force Environmental, ADEC and the CO prior to soil disturbance. Site Specific SAP approval can be a 60 day process.

B. The investigation report shall include the conceptual phase design analysis. See Section 3.04A of this

Statement of Work for requirements of the design analysis.

2.05 INVESTIGATION REVIEW MEETING: At the meeting the attendees will discuss the investigative report, consider design alternatives, and give technical guidance for proceeding with the design. The A-E shall attend the investigation review meeting at Eielson AFB, take attendance and minutes, and answer review comments. The investigation review meeting shall be scheduled through the CO. The meeting will be attended by the Government’s project engineer, engineering staff, representatives of the reviewing and using agencies, interested parties, and shall

be attended by the A-E’s project manager and necessary staff. Reviewers will submit written comments on the design prior to the investigation review meeting. The A-E shall provide responses to the comments at the investigation review meeting.

2.06 DOCUMENTS SUBMITTED: The exact number of documents required for each review submittal, and time frames for their development and review are described in section 4 of this Statement of Work.

2.07 CONTRACTOR’S FURNISHED PRODUCT: The A-E shall provide complete investigation report to the government as specified elsewhere in this statement of work. The investigation report shall be of the highest professional quality and shall provide the basis of as well as options for the design.

SECTION 3

A-E DESIGN SERVICES FOR

3.01 SCOPE OF WORK: The A-E shall perform all services required to prepare and furnish complete construction documents, with addenda and contract modifications as required, for the accomplishment of this contract.

3.02 DESIGN SERVICES: Design services shall include all aspects of design required to provide a complete and accurate set of project documents to be used for obtaining contract construction services. This includes, but is not limited to the following:

A. Familiarization with the scope of the project, general conditions governing the performance of the work, and the conditions under which the project will be constructed.

B. Coordination with base civil engineering and the using agencies to develop functional relationships and detailed requirements.

C. Production of the required design documents.

3.03 STATUTORY DESIGN COST LIMIT: See contract.

3.04 DESIGN DOCUMENTS: The contract drawings to be furnished shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type and extent of work to be performed. The drawings shall clearly distinguish new and existing work. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Each drawing shall have a graphic scale. The

A-E shall use a standard sheet format and fonts conforming to Eielson’s Drafting Standards. Lettering shall be large enough to ensure legible half-size reduction. Each discipline’s group of drawings shall contain a detailed legend defining all applicable symbols appearing on that discipline’s sheets. The legend shall appear on the first sheet of each group. Standard building material indicators, and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible.

A. DESIGN ANALYSIS: The A-E shall prepare a complete and accurate design analysis to support the project design. Each sheet of the design analysis shall be sequentially numbered and shall carry the title of the project, date of analysis, and the designer’s name. The analysis shall be bound and prepared (typed or legibly printed) on 8-1/2”x11” bond paper or standard company form, with 1” left and right margins. The design analysis shall cite specific code references, assumptions, calculation sources, data sources, etc. Calculations and data shall be presented in a neat and logical progression.

The analysis shall include but not be limited to: a brief description of the desired project outcome, anticipated construction schedule, description of existing conditions, site descriptions, existing facility features such as age and type of construction, utilities location and access, photos as necessary or required, electrical-load and lighting-level calculations, structural computations, foundation determinations, plumbing and HVAC calculations, fire hydrant flow tests and fire suppression hydraulic calculations, fire protection features such as but not limited to: egress, fire alarm, fire rated construction, life cycle cost analysis, facility energy analyses, computer modeling, etc. A constructability report shall be incorporated into the 95% design analyses (see section 3.08). An updated design analysis shall be submitted at each design / review stage to describe and justify each decision made at that stage. The final design analysis shall present a clear and logical picture of the final design and shall be edited to exclude reference to changes made during the design process.

1. For facilities projects UFC 3-600-01, para 1-4 states a fire protection design analysis is required for all designs and must address the fire protection requirements of the project as required by the

UFC. Summarize the fire protection design analysis and submit with the first design submission separate from other disciplines. Where applicable, discuss the following minimum fire protection provisions (include required vs. provided):

a. Building code analysis (i.e., type of construction, height and area limitations, and building separation or exposure protection)

b. Classification of occupancy,

c. Compliance with this document and National Fire Codes,

d. Requirements for fire-rated walls, fire-rated doors, fire dampers with their fire-resistive ratings, smoke compartmentation, smoke barriers

e. NFPA 101, Life Safety Code

f. Analysis of automatic sprinkler systems and suppression systems and protected areas, including hydraulic analysis of required water demand,

g. Water supplies, water distribution, location of fire hydrants,

h. Smoke control methods and smoke control systems,

i. Fire alarm system (the type of alarm system and location of the fire alarm equipment),

j. Fire detection system (the type of detection system and location of detectors),

k. Standpipe systems and fire extinguishers,

l. Interior finish ratings,

m. Connection to and description of base fire alarm reporting system.

n. Identify the various occupancies and hazardous areas associated with the facility,

o. Coordination with security and antiterrorism requirements,

p. Fire Department access.

Note: When directed by the cognizant fire protection engineer (FPE), projects with little or no fire protection considerations may not require a fire protection design analysis.

B. BID SCHEDULE: The A-E shall provide a detailed bidding schedule in the format specified by the government.

C. DRAWINGS: The A-E shall prepare and furnish drawings to show existing site conditions, general layout of facilities, and the extent, type, and detailed requirements of the work to be performed. The preferred full scale drawing size for Eielson AFB is ANSI D (22”X34”), but other drawing sizes may be accepted upon prior approval of the CO. Separate drawings shall be prepared to cover all needed phases of architectural, hazmat, civil, structural, mechanical, fire suppression, fire alarms and mass notification systems, electrical, etc. work to be accomplished. The A-E shall provide a detailed schedule of drawings in the format specified by the government for each design project. In addition to hard copy drawings, the A-E shall provide electronic copies of the drawings on CD-ROMs in the

Government’s most recent version of AutoCAD (version 2014 or later) and in read-only Adobe Acrobat

Reader (.pdf file) format. Actual number of required copies of drawings to be submitted is described in Section 4 of this Statement of Work.

D. SPECIFICATION TECHNICAL PROVISIONS: The A-E shall prepare detailed specifications for each category of work for each building trade to meet government standards for competitive bidding.

Included shall be a list of all government-furnished equipment (GFE). If no GFE is to be used, the specifications shall state no GFE is to be used. Specifications shall be written utilizing industry and government standards. Specifications shall conform to the CSI system with CSI-format page numbers centered at each page bottom. The header of each page shall include the project title and project number on the left-hand side and the section number and section title on the right hand side. The specification

Table of Contents shall indicate in the CSI format which sections are utilized and shall include a listing of the number of pages in each section. Brand name references in specifications shall be avoided and may only be used when no suitable standard is available. Such cases must be justified on a case-by-case basis and be approved by the CO. If a brand name is used without a CO approved sole source justification letter the term “or approved equal” shall be used with the basis of design. Specifications shall be tailored to the project and be clear; concise; free of typographical, grammatical, and spelling errors; etc. Specifications shall be typed on 8-1/2” x 11” bond paper with 1” left and right margins. In addition, the complete specifications shall be submitted on a CD-ROM, and in a form compatible with the Government’s most recent version of Microsoft Word (2010 or later). Actual number of required copies is described in Section 4 of this Statement of Work.

E. COST ESTIMATE: The A-E shall prepare a detailed construction cost estimate. Estimates shall be broken down into line items by individual task and grouped into major construction categories such as architectural, hazardous material abatement, civil, structural, mechanical, fire protection, electrical, contractor mobilization(s), general contractor requirements, etc. showing labor (man-hours), material costs and equipment costs. Cost estimate shall be marked “FOR OFFICIAL USE ONLY”. Cost estimate shall be prepared using accurate data reflecting construction costs in the Fairbanks, Alaska area. The estimate shall also reflect accurate costs associated with the particular requirements of constructing on Eielson AFB. The cost estimate shall be prepared assuming construction in Spring /

Summer 2017. Also include an “estimating contingency” line item amount appropriately sized per the level of design, with no estimating contingency costs included in the 95% and 100% submittals. If the construction cost estimate will exceed the amount programmed by the Government, the A-E shall notify the CO as soon as that determination is made. If applicable, the cost estimate shall be broken down into “minor construction” and/or “repair and maintenance”. The final cost estimate forms shall be signed as official by the A-E. In addition to the hard copy, the final cost estimate shall be submitted on

CD-ROM in the Government’s most recent version of Microsoft Excel (2010 or later). Actual number of copies is described in Section 4 of this Statement of Work.

3.05 DESIGN REVIEW: Design reviews shall normally be held at the 35%, and 95% design stages. After each review, the A-E shall not proceed to the next design stage until given Notice to Proceed (NTP) in writing to do so by the CO. Each review will take up to three (3) weeks, or as arranged/modified during the negotiations of the contract. The A-E shall allow for a total of eight (8) to twelve (12) weeks for government design review on each project. Reviewers will submit written comments on the design prior to each review meeting. The A-E shall provide responses to the comments at the review meetings.

A. DESIGN REVIEW MEETING ATTENDANCE: The A-E shall attend design review meetings at

Eielson AFB, take attendance and minutes, and answer review comments. The review meetings shall be scheduled through the CO. The review meetings will be attended by the Government’s project engineer, engineering staff, representatives of the reviewing and using agencies, interested parties, and shall be attended by the A-E’s project manager and necessary staff. Reviewers will submit written comments on the design that will be provided to the A-E for response.

B. 35% REVIEW: The 35% design package shall be submitted to the CO for approval. Included shall be a preliminary design analysis with basic computations and selection of material types for construction, outline specifications, a Waste Disposal/Borrow Pit Worksheet, preliminary drawings showing planned layouts and indicating layout and content of final drawings, preliminary cost estimate, and the A-E shall also submit the approved investigation review meeting minutes to include investigation review comments and A-E’s response to those comments.

C. 65% REVIEW: The 65% design package, which should be the A-E’s final design package, shall be submitted to the CO for final government review and acceptance. Included shall be the final design analysis, drawings, drawing schedule, specifications, calculations, material selection types, bid schedule, AF Form 66, cost estimate, final estimate of required construction schedule, and the approved

35% design review meeting minutes to include the 35% comments and responses. The A-E shall have performed and completed Quality Assurance reviews of the design, and thoroughly proofread the specifications.

D. 95% REVIEW: The 95% design package, which should be the A-E’s final design package, shall be submitted to the CO for final government review and acceptance. Included shall be the final design analysis, drawings, drawing schedule, specifications, calculations, material selection types, bid schedule, AF Form 66, cost estimate, final estimate of required construction schedule, and the approved

65% design review meeting minutes to include the 65% comments and responses. The A-E shall have performed and completed Quality Assurance reviews of the design, and thoroughly proofread the specifications.

E. 100% PACKAGE: The 100% package shall be the 95% package with those changes necessitated by the 95% design review. Included shall be the 100% drawings, drawing schedule, AF Form 66, synopsis of work, specifications, design analysis (including calculations, recommended material selections, constructability report), bid schedule, cost estimate, and the approved 95% design review meeting minutes to include the 95% comments and responses.

3.06 DOCUMENTS SUBMITTED: The exact number of documents required for each review submittal, and time frames (though subject to negotiation) for their development and review is described in section 4 of this Statement of Work. All of the architectural and engineering design, design analysis, specifications, and drawings shall be developed into a uniform level for each review submittal. All review plans and specifications shall be boldly marked on each page “FOR ENGINEERING REVIEW ONLY, ___% REVIEW, NOT FOR CONSTRUCTION”. The cover sheet of each document shall be boldly marked with the date submitted. Document packages shall include:

A. MINUTES AND REVIEW COMMENTS: The A-E shall submit minutes and the annotated review comments to the CO for written approval, within three (3) working days following each review meeting.

B. REVIEW DOCUMENTS: The A-E shall submit the required number of design packages for review to the CO at each review stage. See 3.04, 3.05 and Section 4 for specific requirements.

C. 100% SUBMITTAL: The A-E shall submit the required number of the 100% design documents to the

CO as described in Section 4 of this Statement of Work and meeting the requirements in 3.04, 3.05 and

Section 4 of this Statement of Work. Files shall be delivered and labeled clearly with typed project information, to include date, and shall be accompanied by a typed index. Each drawing file shall be made to stand-alone by binding all X-REFs. Include all special font files used, and only use standard

AutoCAD font files. Change all menus to standard AutoCAD prior to delivery. Include all *.ctb (plot configuration) files. If *.ctb files are not used, include list of pen weights.

3.07 CONTRACTOR’S FURNISHED PRODUCT: The A-E shall provide complete project designs to the government as specified elsewhere in this statement of work. The A-E shall provide any product literature and technical data required to support the design. Designs shall be of the highest professional quality and shall be certified by a registered architect, civil engineer, structural engineer, mechanical engineer, fire protection engineer, electrical engineer, or land surveyor, as appropriate. Each final plan sheet shall bear the seal of a Registered

Professional Engineer or Architect.

3.08 CONSTRUCTABILITY REVIEW: A review of the design for constructability shall be made by the A-E prior to the submittal of the 95% documents. The A-E shall make a site visit during the 95% design phase to determine whether the plans accurately and completely represent existing conditions and to verify that the construction can proceed as designed. The constructability review report shall be incorporated into the 95% design analysis.

3.09 DD FORM 1354, TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY: Prepare a draft

DD Form 1354. On the form, identify all items of new construction and associated values. Identify work classified as repair or maintenance and its total aggregate value in the “remarks” section of the form. Coordinate directly with Eielson’s Real Property office to ensure proper completion of the form. Include the completed form as part of the 95% and 100% design submittals.

SECTION 4

SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN OF

4.01. GENERAL:

A. The Architect-Engineer (A-E) shall perform the services as described in the previous Sections of this

Statement of Work and as described below:

B. The Air Force project engineer for this project is Dave Wilson. Mr. Wilson can be contacted in the

Eielson AFB Contract Engineering Flight office in bldg. 2258 (2310 Central Ave.), at (907) 377-1736, or david.wilson.16@us.af.mil to discuss any questions concerning the project requirements.

C. Besides the design and construction criteria listed in Section 1.04 this design effort shall include, but not be limited to NFPA 101 and 409; ETL 99-4 Fire Protection Engineering Criteria – Emergency Lighting and Marking of Exits; UFC 3-600-01 Fire Protection Engineering for Facilities; and other pertinent industry standards. Ensure repaired and modified systems will meet applicable State Department of

Environmental Conservation and EPA requirements.

4.02. BACKGROUND: Eielson Air Force Base (EAFB) is located approximately 23 miles southeast of Fairbanks, AK. Building 1120 was original built in 1954 and has undergone numerous interior projects. The building is now out-of-date. It is home to the 210th RQS (Rescue Squadron) and their HH-60G helicopters. The current state of building 1120 is not sufficient to support the long term use of the hangar by 210th RQS. This renovation will make building 1120 an adequate and modernized facility for long term use by the users. The

Building is a historical building and its renovation will require SHPO recordation.

4.03. SCOPE OF DESIGN PROJECT: The work required under this delivery order includes investigation and design services necessary to develop construction documents for a project to accomplish the work described below. Work included in the design is expected to include the following items: selection of equipment, and production of a complete set of documentation, to include specifications, drawings, etc., necessary for the

Government to advertise and award a construction contract for the work. The design requirements shall include (but are not limited to):

A. The A-E shall coordinate and accomplish HABS/HAER Documentation Level I for B1120.

a. The A-E shall coordinate the HABS/HAER requirements and documentation with Eielson AFB’s

Cultural Resource Manager. Product must be accepted by Eielson AFB’s Cultural Resource

Manager and Alaska State Historic Preservation Office (SHPO).

B. Investigation and testing for presence of hazardous materials (including but not limited to) soil contamination, asbestos and lead based paint.

a. Hazardous materials such as lead-based paint (LBP) and asbestos containing materials (ACM) are present. All available LBP surveys are in Attachment E to this Section of the Statement of Work.

All available ACM surveys are in Section 4, Attachment F to this Section of the Statement of

Work.

i. The A-E shall perform LBP and ACM surveys as required to create construction documents that are easily bid by Contractors.

ii. The A-E shall create construction documents that require the Contractor to perform their own screening, abatement and disposal of hazardous materials to protect their workers.

b. If excavation of soils is required to accomplish the scope of work the A-E shall incorporate the requirement to screen soil for contaminants following Eielson AFB’s specification section 01030 as well as ADEC’s requirements. The contract documents shall require the Contractor submit a

Sample and Analysis Plan for Eielson AFB and ADEC approval prior to excavation.

C. Investigate and design demolition of entire exterior corrugated metal siding and insulation, including exterior stairway enclosures, and replace with identical form to retain historical look.

a. Replace the steel members that are used to attach the siding to the building wherever necessary

(note: these are not the structural columns of the building, just the members used to attach the siding).

b. The new exterior metal siding shall have the same look and color as the existing metal exterior to prevent change of appearance of the historical building (as much as possible).

D. Investigate and design insulation of exterior walls (spray foam or insulated metal wall panels).

a. Skin interior over new insulation (if spray foam) with 0.30 gauge sheet metal.

E. Investigate and design insulation of the roof with spray foam.

a. Investigate and design additional support of roof with added load if needed.

F. Investigate and design the repair or replacement of the exterior stair wells.

G. Investigation and design of replacing all windows with energy efficient 3-pane windows.

H. Investigation and design of replacing all old roll-up garage doors and man-doors with new energy efficient doors.

I. Investigation and design of repairing plumbing systems as required.

J. Investigation and design of upgrade and repair of the building electrical systems to include, but not be limited to:

a. Repair and upgrade of the building electrical distribution (panels, conductors, conduit, receptacles, etc.) as necessary.

b. Installation of manual transfer switch and cannon plug for portable generator connection in case of a power outage to support operations and maintenance of the three HH-60G helicopters.

c. Ensure all electrical devices, receptacles and appurtenances in the hangar conform to aircraft hangar NEC Class I Division 2 and / or Division 1 as required.

K. Investigate and design of energy efficient interior lighting system for the hangar with LEDs.

a. Install I-beam LED Bay Lights in bay area with lens to diffuse light.

b. Conform to UFC 3-530-01 lighting and Controls.

L. Investigate and design for the office areas T-8 fluorescent light fixtures with prismatic flat lenses and 32 watt bulbs with a color temperature of 4100K. Lights shall be controlled with occupancy sensors and manual switches. Multi-level lighting and controls preferred.

M. Investigate and design communications systems repairs and upgrades as needed.

N. Investigation and design of a cost and energy efficient, state of the art repair of Nose Dock 1’s HVAC system to include replacement of the existing hydronic heating system with a new hydronic heating system.

a. Work includes, but is not limited to replacement of steam and hydronic equipment, piping, valves, pumps, unit heaters, air-handlers/fan coil units, other terminal heating devices, controls, etc.

b. Must have the capability of keeping the offices, work rooms and bathrooms at 72 ºF and storage rooms and the hangar bay at 65 ºF when outdoor temperature is -60 ºF.

c. Installation of proper ventilation in all the offices, work areas, bathroom and mechanical room.

d. Install new roof mounted thermal equalizers to reduce heat loss through roof and reduce heating recovery times when hangar doors are opened and closed.

e. HVAC controls shall be Direct Digital Controls (DDC) and shall be completely compatible with the existing base-wide system.

f. Repair the hangar door apron heat system (which will not hold pressure).

O. Investigate and design the repair or replacement of the existing bottom rolling sliding hangar doors.

Accomplish a life cycle cost analysis that compares repair of the existing hangar doors to replacing the hangar doors with vertical lift, fabric doors (Megadoor or approved equal).

a. Option 1: Repair existing doors to include new seals. Add insulation where possible/practical.

Repair operator system as required. Paint as required.

b. Option 2: Replace hangar doors with vertical lift, fabric doors.

P. Investigate and Design for preparations and resurfacing of entire concrete hangar flooring with a new non-skid coating. Use same coating specifications as was recently used in Nose Dock 7 (B1232).

a. Repair cracked concrete floor slabs as required in preparation for the non-skid coating.

Q. Investigate and design renovation of the building to include working/office, and storage spaces. Utilize the area below the existing plan north west mezzanine offices as much as possible. These renovations shall include, but not be limited to the following:

a. Update existing mezzanine office areas by modernizing and bringing up to a more “live-able” standard.

b. Construct a two story space beneath the north west mezzanine offices.

c. Construct a large conference room.

d. Construct a full breakroom with kitchen equipment.

e. Construct additional working / office spaces.

i. One office space shall be equipped for SIPR Net use.

f. Construct a supply room.

g. Either demolish or re-utilize/renovate the partitioned office space that is in the plan west location of the hangar.

R. Investigate and design seismic upgrades as required by UFC 3-310-04.

S. Investigate and design upgrades to the fire alarm and fire suppression system as required to accommodate/support the renovations.

T. Design of helicopter parking plan inside hanger for up to three helicopter HH-60G models.

a. Rotor Diameter: 53’ 8”

b. Length: 64’ 10”

c. Height: 17’ 4”

d. Fuel Tank Capacity: 612 Gals

U. HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:

1. Asbestos containing materials (ACM), lead base paint (LBP), polychlorinated biphenyls (PCBs), contaminated soils, and other hazardous materials may be present in and around Building 1120 (Nose

Dock 1). The A-E shall anticipate the potential presence of hazardous materials in the design project, and sub-contract with firms who perform testing for hazardous materials and prepare project documents for their remediation. Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and

ADEC regulations.

2. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the

Eielson AFB project engineer and the Eielson AFB Environmental Element of the Asset Management

Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements.

Mitigation of hazards to workers shall be included in this design project.

3. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities.

Project drawings shall also note the location of approved, permitted, on-base disposal areas if available for use during project construction. The most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area shall also be shown on the drawings. Construction contractor notification and permitting requirements shall be specified.

V. WASTE DISPOSAL/BORROW PIT PLAN: The design shall include a project specific Waste

Disposal/Borrow Pit section. The A-E shall complete the estimated quantities of wastes to be generated and borrow materials required on the Worksheet during the 35% design phase. The Eielson AFB Natural

Resource Manager will then produce a project specific Waste Disposal/Borrow Pit Plan section to be incorporated into the specifications at the 95% design phase. The Waste Disposal/Borrow Pit Worksheet is an appendix to Specification 01030 (which is in attachment A of this section of the Statement of Work).

W. Investigation and design shall include painting of all existing surfaces that are disturbed by new work where appropriate and painting of all new work where appropriate.

X. Design documents shall require a Construction Warranty – one year on all new work and longer warranty where it is industry standard.

Y. The identification and analyses of alternatives (including, but not limited to those discussed above) shall include scope descriptions, the costs and other associated impacts of each alternative.

Z. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller shall be bound with the report.

4.04. SCOPE OF WORK: The work includes, but is not limited to the following: attending pre-investigation meeting;

investigating site conditions, options, etc.; collecting and reviewing project data and records; developing design concepts and cost estimates; submitting an investigation report; attending review meetings; making the review revisions requested by the Government; submitting intermediate design documents; and producing a complete design based on the requirements specified above and based on comments received during the Investigation, 35%, and 95% design review meetings.

4.05. TASKS:

A. The investigation and design shall be divided into five tasks. The Contracting Officer will issue a Notice to Proceed for each task. The Government shall neither approve payment for a task nor issue Notice to

Proceed for the subsequent task until all work under the task is complete and the A-E has provided all of the listed Contract Deliverable Items applicable to the task (except draft meeting minutes which may not yet be complete).

B. Pre-investigation and review meetings shall be scheduled by the Contracting Officer and be held at

Eielson AFB. They shall be attended by the Government's Project Engineer, engineering staff, representatives of the reviewing agencies, invited interested parties, and the A-E's project manager and necessary staff. Reviewers will submit written comments on the investigation and design. Comments will be provided to the A-E for response. The A-E may make a presentation at each meeting. The A-E shall record the proceedings of each meeting and submit a written summary report (minutes) of those proceedings to the Contracting Officer for written approval. Draft minutes for each meeting, including the responses to each reviewer's comments shall be submitted to the Contracting Officer within three (3) working days following each meeting.

C. All contract deliverable items for each task (except draft meeting minutes) shall be submitted to the

Contracting Officer at the same time. Approval from the Contracting Officer shall be obtained prior to the submission of contract deliverable items separately.

D. TASK I: Task I includes, but is not limited to attending the Pre-Investigation Meeting and submitting draft and final minutes of the meeting; investigating the project site and applicable existing documents;

interviewing appropriate facility users and maintenance personnel; investigating options; investigating design concepts; producing the required Investigation Report; submitting these documents to the

Contracting Officer for review; attending the Investigation Review Meeting; and submitting draft meeting minutes of the Investigation review meeting to the Contracting Officer.

1. Pre-Investigation Meeting: The A-E and Government representatives will meet to discuss the objectives and requirements relating to the investigation. The A-E will have the opportunity to interview appropriate government personnel. The A-E shall record the proceedings of the meeting, and submit a draft meeting minutes to the Contracting Officer within 3 working days for approval.

2. Data Acquisition and Field Investigation: The A-E shall complete the necessary investigative field work and submit an investigation report to the Contracting Officer. The report produced shall include discussions of all aspects of the work required under the various options investigated -- identify each item of work and discuss any potential difficulties, alternatives to proposed work items, recommendations, construction cost estimate for each concept presented, etc.

3. Cost Estimate in the Investigation Report: The A-E shall prepare investigation cost estimates for the project with a sufficiently large contingency (30%) to ensure that costs do not increase as design proceeds. The cost estimates shall be in both hard copy and electronic format. Electronic format shall be in Excel.

4. Investigation Review Meeting: The meeting for discussing the investigative report will be scheduled by the Contracting Officer following receipt of the Investigation submittal, and will be held at Eielson AFB.

The meeting will be attended by the Government's Project Engineer, engineering staff, representatives of the reviewing agencies, invited interested parties, and the A-E's project manager and necessary staff.

Reviewers will provide the A-E with written review comments regarding his report for his response and action. The A-E may make a presentation at the meeting. The A-E shall record the proceedings of the meeting and submit draft minutes to the Contracting Officer for written approval. The draft minutes shall include the responses to each reviewer's comments and shall be submitted within three (3) working days following the meeting.

5. Contract Deliverable Items: The following items are deliverable as part of Task I:

e. The Draft Pre-Investigation Meeting minutes shall be submitted to the Contracting Officer by email within three (3) working days after the Pre-Investigation meeting. Corrections to the meeting minutes may be required by the Government.

f. Eleven (11) hard copies of the investigation report. This report shall include alternative design concepts, analysis, recommendations, construction cost estimates, and the approved Pre-Investigation

Meeting minutes and shall meet requirements specified in Section 2 of this Statement of Work. These requirements shall be submitted to the Contracting Officer for review and for presentation / discussion at the Investigation Review Meeting.

(1) Since B1120 is sitting on known contaminated soil sites the A-E shall submit a Site Specific SAP prior to geotechnical work (as described in 2.04 A. of this statement of work). Though their Site

Specific SAP must be approved by 354 CES Environmental and ADEC the A-E shall assume testing for contaminates stated in Section 4.03 of this document will be required before disposal of soil samples. Sampling and analysis of soils shall be at no additional cost to the Government.

(2) The A-E shall properly dispose of geotechnical soil cuttings at approved off-base facility at no additional cost to the Government.

g. Seven (7) copies of the entire investigation report on CD.

h. Three (3) hard copies and of the SHPO HABS Level I Recordation and three (3) CDs.

i. The draft investigation review meeting minutes shall be submitted to the Contracting Officer by email within three working days of the investigation review meeting. Corrections to the meeting minutes may be required by the Government.

E. TASK II: Task II includes, but is not limited to producing the required preliminary (35%) design documents;

submitting the required documents to the Contracting Officer for review; attending the 35% Review

Meeting; and submitting draft minutes of the 35% design review meeting to the Contracting Officer for review.

1. Contract Deliverable Items: The following items are deliverable as part of Task II:

a. Eleven (11) copies each of the required 35% design documents -- drawings, outline specifications

(including the waste disposal/borrow pit worksheet), cost estimate, design analysis, and…
