Questions for Project FTQW 08-1036
Renovate Permanent Party Dorm (Bldg 2262)
Q1. Attachment 2 Evaluation Factors, Section 1, Sentence 2 states: “In addition, recent and relevant performance in designing projects valued 4M and higher (A-E Fees) may result in a higher rating and should be addressed accordingly”. Attachment 2 Evaluation Factors, Section 3, Selection Criteria Evaluation Factors, b.1. states: “The evaluation board will be placing emphasis on the following items when evaluating this factor: Cold climate (sub-arctic or arctic) design experience; experience with design of building renovations (more specifically – for aircraft hangars, operational / maintenance facilities and office spaces, dormitories, billeting, public housing and high density residential) and associated HVAC, electrical, communications and plumbing systems; experience in designing seismic requirements for facilities; experience in surveying existing facilities and sites for hazardous materials and contamination, and design including remediation of such hazards as necessary to complete the work of the project.
Experience in design of projects that include the above elements and whose design fees were $400,000 or higher will be considered very advantageous.”
Please clarify if the submission of recent and relevant projects with A-E Fees above $4 Million may result in a higher rating. The $4 Million figure for A-E Fees seems high since the published Disclosure of Magnitude for the subsequent construction project is in the $5 Million to $10 Million range. The $400,000 or higher design fees, highlighted above, seems more applicable to this project.
A1. There is an error in the Evaluation Factors, Section 1, Sentence 2. The sentence should read: "In addition, recent and relevant performance in designing projects valued 4M and higher may result in a higher rating and should be addressed accordingly." The "(A-E fees)" should be removed. The intent of this sentence is to state that a higher rating may result for submission of recent and relevant projects with a total budget above $4 Million, including A-E fees.
Q2: Attachment 2 Evaluation Factors, Section 1, Sentence 1 states: “2. Selection Criteria: Each firm must demonstrate their (including subcontractors’) qualifications with respect to the selection criteria listed below. Evaluation criteria (a) through (e) are of equal importance; criterion (f) is of lesser importance than criteria (a) through (e), and criterion (g) is of least importance and will be used as a tiebreaker among technically equal firms.”
Please confirm that highlighted text will be deleted since there is no criterion (f) or criterion (g) below.
A2. Yes. The highlighted text will be deleted due to lack of criterion (f) and criterion (g).
Q3: Attachment 2 Evaluation Factors, Section 3, Selection Criteria Evaluation Factors states: “a.
Professional Qualifications: SF-330, Part I, Block E.” “c. Capacity: SF-330, Part I, Block H. Demonstrate how the firm(s) will manage, coordinate and administer the work within the prime and among any teaming partners. Teaming partners to be included by the prime firm in their response should be clearly identified as such for evaluation purposes and will later be agreed to during negotiations of any resultant contract. SF-330, Part II, Block 11 will also be evaluated to assist in determining this factor. SF- 330 Part I Blocks C, D, F and SF-330, Part II will also be evaluated to support this criterion.“ “d. Past
Performance: SF-330, Block H.” “e. Geographic proximity: Geographic proximity to the general area of the requiring activity as well as knowledge of the area of Eielson AFB, Alaska. SF-330, Part I, Block H.”
Please confirm that the highlighted references to ‘Block’ are references to a ‘Section’ in the SF-330 Part 1.
Please confirm that ‘Block E’ means ‘Section E’, that ‘Block H’ means ‘Section H’, and that ‘Blocks C, D, F’ means ‘Sections C, D, F’.
A3. Yes. The highlighted references to ‘Block’ are references to Sections in the SF-330 Part 1; Block E means ‘Section E’, Block H means ‘Section H, Blocks C, D, F means ‘Sections C, D, F’.
Q4:
Attachment 2 Evaluation Factors, Section 3, Selection Criteria Evaluation Factors states: “c. Capacity: SF- 330, Part I, Block H. SF-330 Part I Blocks C, D, F and SF-330, Part II will also be evaluated to support this criterion.“
Please confirm that the SF-330, Part II, Block 11 will be evaluated only for the Prime Design Firm and not the subconsultant design firms.
A4: SF-330, Part II, Block 11 will be evaluated only for the Prime Design Firm.
Q5: Attachment 2 Evaluation Factors, Section 3, Selection Criteria Evaluation Factors, d. Past Performance, Sentence 3 states: “In addition to the narrative described above, forward the Past Performance Questionnaire (PPQ) of this synopsis, to each project point of contact. Completed PPQ forms shall be submitted as part of the firms’ proposal package.”
Please confirm that since it has become difficult for A-E firm’s to get past client representatives to repeatedly fill out these PPQ forms (for relevant design project examples), that it is acceptable to use PPQ forms (for relevant design project examples) that have previously been filled out and signed by these same client representatives.
A5. The intent of this requirement is that the company being requested to complete the PPQ will return the completed document directly to the Contracting Office. In addition to the submitted PPQ’s, the Evaluation Board will be utilizing the PPIIRS and CPARS systems to obtain past performance information.
Do not submit forms that have been previously completed for other requirements.
Q6. Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number.
A6. This is a new requirement and does not have an incumbent contract number.
Q7. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
A7. Yes.
Q8. Attachment 2 Evaluation Factors, Section 3, Selection Criteria Evaluation Factors:
Assumption 1: In SF-330 Section H in addition to the stated requirements to discuss Capacity, Past Performance and Geographic proximity we may also provide general information about the Prime Firm and its team members.
Assumption 2: In SF-330 Section H, c. Capacity: SF-330, Part I, Block H there is no page count maximum for this Selection Criteria.
Assumption 3: In SF-330 Section H, d. Past Performance: SF-330, Block H we are to provide a single page narrative for each of the up to five (5) example design projects. This Selection Criteria has a five (5) page count maximum for the up to five (5) example design projects for inclusion in Section H, but no page count maximum for the Past Performance Questionnaires (PPQ) or any ratings, letters of appreciation or performance, awards etc., for relevant experience.
Assumption 4: In SF-330 Section H, e. Geographic proximity: SF-330, Part I, Block H there is a single page count maximum for this Selection Criteria.
Please confirm that all four (4) of these assumptions are correct and if not then what should we assume.
A8. All four (4) assumption are correct.
Q9. Asbestos containing materials (ACM), if present in Building 2262 (Permanent Party Dorm), would be limited to the mechanical room/basement only, as this building was renovated in 1997. The A-E shall anticipate the potential presence of hazardous materials in the design project, and sub-contract with firms who perform testing for hazardous materials and prepare project documents for their remediation. Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations.
Please confirm that a copy of the 1997 hazardous materials survey for Building 2262 will be provided.
A9. Copies of hazardous materials surveys for Building 2262 will be provided.
