About this file
This is a Statement of Work (SOW) for the 354th Security Forces Squadron at Eielson Air Force Base, Alaska, requiring a complete, turn-key interview and surveillance recording system to replace an outdated legacy system.
The contractor must provide a fully integrated digital recording system supporting three interview rooms and one monitoring station. The central system shall include a PC-based recording server with modern processor, minimum 16GB RAM, and SSD for the operating system, along with minimum 8TB of usable video storage configured in RAID 1 mirrored array for data redundancy, providing at least 750 hours of high-definition recording capacity. The management software must include bookmarking/flagging capabilities, time-shifted playback for live monitoring on delay, secure export to common digital formats (.mp4) with visible time/date stamps and watermarks, and physical media creation via DVD-RW drive. Each of the three identical interview room kits shall include minimum two HD IP cameras, at least one high-quality wall or ceiling-mounted microphone, a simple one-touch remote recording control, an illuminated "Interview in Progress" sign, and one discrete flagging button. The monitoring station requires a dedicated workstation, minimum 40-inch HD monitor, keyboard, mouse, and full-ear-cup headphones.
The contractor shall perform complete on-site professional installation at Eielson Air Force Base in Building 3134 (Rooms 112, 113, 143, 144, and 145), conduct full system functionality testing with the Contracting Officer, provide a single comprehensive on-site training session for up to ten government personnel covering system operation and maintenance, and provide minimum three-year warranty on all hardware and software components including technical support for updates and remote troubleshooting. Deliverables include the fully functional system, on-site installation and verification, on-site training session, system documentation and manuals, and a warranty and support plan. Specific due dates and contract award dates are to be determined by contract award. The government will provide facility access and standard electrical power only.

Interview and Surveillance Recording System
354th Security Forces Squadron (SFS/S2I)
1.0 BACKGROUND
The 354th Security Forces Squadron (SFS) currently utilizes an outdated interview and surveillance system for its investigations section (S2I). This legacy system suffers from poor audio quality, unreliable video playback, and a lack of modern data management features, which compromises the integrity of investigations and impedes operational efficiency. To remedy these deficiencies, a new, fully integrated, state-of-the-art digital interview recording system is required.
2.0 SCOPE
The Contractor shall provide a complete, turn-key interview and surveillance recording system.
The scope includes the provision of all required hardware, software, and licenses, as well as on-site professional installation, system configuration, integration, and user training. The system must support a minimum of three (3) separate interview rooms and one (1) monitoring station.
3.0 PERFORMANCE REQUIREMENTS
The furnished system shall meet the following minimum performance requirements:
3.1. Central Recording & Management System:
• The system shall include a central, PC-based recording server with a modern processor, a minimum of 16GB of RAM, and a Solid-State Drive (SSD) for the operating system.
• The server must provide a minimum of 8 Terabytes (TB) of usable video storage, configured in a RAID 1 mirrored array for data redundancy, providing a recording capacity of at least 750 hours of high-definition video and audio.
• The system's software must allow for secure, time-synchronized recording of audio and video from all interview rooms simultaneously.
• The management software must include, at a minimum, the following capabilities:
• Bookmarking/Flagging: Ability for an interviewer to press a discrete button within the room to create a digital "flag" or bookmark in the recording timeline.
• Time-Shifted Playback: Ability for monitors to watch a live interview on a delay.
• Secure Export: Ability to export recordings to a common digital format (e.g., .mp4) with a non-proprietary, secure, visible time/date stamp and watermark.
• Physical Media Creation: The system must include a DVD-RW drive and software capable of creating physical copies of recordings.
3.2. Interview Room Components (Total of 3 identical room kits required):
• Video: Each room shall be equipped with a minimum of two (2) high-definition (HD) IP cameras.
• Audio: Each room shall include at least one (1) high-quality, wall or ceiling-mounted microphone designed to capture clear, intelligible audio.
• Recording Control: Each room shall feature a simple, one-touch, remote-start/stop recording control mechanism.
• Status Indication: An illuminated "Interview in Progress" sign must be provided for installation outside each room.
• Flagging Device: Each room must contain one (1) discrete flagging button.
3.3. Monitoring Station Components:
• A dedicated monitoring workstation capable of managing live feeds and recorded playback.
• At least one 40-inch (or larger) HD monitor.
• All necessary peripherals: keyboard, mouse, and full-ear-cup headphones.
4.0 INSTALLATION, TRAINING, AND SUPPORT
4.1. Task 1: Installation and Configuration: The Contractor shall perform complete, on-site professional installation of all components at the locations specified in Section 6.0. The Contractor shall coordinate all on-site work directly with the Contracting Officer. Upon completion, the Contractor shall conduct a full system functionality test with the Contracting Officer or their designated technical point of contact (POC) to verify that all requirements have been met.
4.2. Task 2: Training: The Contractor shall provide a single, comprehensive on-site training session for up to ten (10) Government personnel. The training must cover system operation, recording, evidence export, and basic user-level maintenance.
4.3. Task 3: Warranty and Support: The Contractor shall provide a minimum of a three-year warranty on all hardware and software components, effective from the date of final Government acceptance. This warranty must include technical support for software updates and remote troubleshooting.
