About this file
This Memorandum for Record (MFR) documents a Request for Information (RFI) issued by the 354th Contacting Squadron at Eielson Air Force Base for a 4-Passenger Arctic All-Terrain Vehicle (ATV). The RFI is part of solicitation RFQ FA500425Q00560001 and was conducted to clarify technical requirements before issuing a formal quote. The document specifically highlights a technical requirement for independent suspension with 14 inches of ground clearance, which was raised by a potential vendor as potentially requiring aftermarket modifications that could void manufacturer warranties. The Air Force's response indicates the ground clearance is necessary to navigate deep ruts in Arctic terrain.
The RFI was issued on 03 September 2025 by the Pacific Air Forces at Eielson Air Force Base in Alaska, with the primary point of contact being Vanessa Gray (Contacting Officer) and 2d Lt Jose Jimenez. The memorandum serves as an official record of the vendor's technical question and the government's clarifying response, and will be included in the contract file for future reference. Contact information is provided for follow-up questions, with email addresses for both Vanessa Gray and Jose Jimenez listed.

MEMORANDUM FOR RECORD
FROM: 354th Contracting Squadron/PKB 2310 Central Ave Bldg. 2258 Eielson Air Force Base, AK 99702
SUBJECT: RFQ FA500425Q00560001 - 4-Pax, Arctic, All-Terrain Vehicle (ATV) – Request for Information Response
1. The purpose of this Memorandum for Record (MFR) is to document the Request for Information (RFI) of the subject solicitation for 4-Pax, Arctic, All-Terrain Vehicle (ATV). This RFI was conducted to clarify technical requirements, validate the scope of work, and ensure alignment with the government’s objectives prior to issuing the requested quote. The questions from the vendor and responses from the requiring activity are documented below as follows:
Question 1: (IAW Salient Characteristics: Independent suspension with long-travel capability (≥ 14 inches front and rear)) - This feature is not typically a stock requirement from manufacturers and is often an aftermarket upgrade. For example, a stock vehicle from Polaris would require a long-travel suspension kit from a company like Highlighter, which would then void the manufacturer's warranty.:
Response 1: We are looking for 14” ground clearance because of the deep ruts we need to drive through.
2. This MFR serves as documentation of the questions and responses exchanged during the RFI process and will be included in the contract file for reference. If there are any questions, please contact the undersigned at vanessa.gray.3@us.af.mil or 2d Lt Jose Jimenez at jose.jimenez.16@us.af.mil @us.af.mil.
