About this file
This document is a Questions and Answers (Q&A) attachment dated 28 May 2025 for an Algae Removal/Pressure Washing Service at AB Won Pat International Airport. Key details include a total service area of 592,000 square feet requiring full pressure washing of the entire "Play Box" pavement area, with no site visit permitted due to time constraints. The service is a one-time requirement to be completed no later than 13 June 2025, with the contractor responsible for proper waste disposal in accordance with National, Air Force, State, and local regulations.
Historical context is provided through a reference to a similar service conducted in 2023, which was awarded for $86,868.00 and covered approximately 639,587 square feet. The document clarifies that wastewater cannot be discharged through airport facility drains, and the contractor must coordinate with the Airport Point of Contact (POC) to ensure the work area is clear for service performance. No specific waste treatment plant (WWTP) or preferred disposal site was identified, leaving disposal site selection to the contractor's discretion while maintaining regulatory compliance.

Attachment 05 Question and Answers 28 May 2025
• What is the total square footage of the designated “Play Box” area?
o 592k sq ft
• Can you provide more detail on the current condition of the algae growth (e.g., light, moderate, or heavy buildup)?
o We currently do not have access to the status of the algae growth. This is considered a routine service that is conducted. Previous military exercises have conducted this service. Please consider normal algae growth over that course of that time period.
• Will a site visit be allowed prior to submitting our quote?
o There is currently no planned site visit due to time constraints and urgency of the service.
• Do you happen to have any photos or diagrams showing the actual service area within the Playbox? We're trying to get a better feel for the actual square footage and layout to pinpoint where the algae buildup is, since the Playbox footprint looks to be around 200,000 sq ft.
o Attachment 03 – Algae Removal Service Area contains a diagram/layout of the surface area and dimensions for reference. The total square footage is 592K Sq Ft.
• Is this meant to be a spot treatment of algae-affected areas, or are you expecting the entire Playbox pavement cleaned?
o Entire playbox area must be pressure washed.
• Just checking — will the area be clear for access during the work? Or should we plan around any aircraft or apron movement?
o IAW PWS, coordination with the Airport POC to perform services will occur on contract award. Expectation is play area should be clear to conduct services.
• Where do you dispose of the waste-water/chemicals ? Is there a WWTP on the airport grounds or similar facilitates around the island?
IAW PWS, no wastewater/residue will discharged using facility drains on airport grounds. After inquiry, no specific WWTP or disposal facilities were
Attachment 05 Question and Answers 28 May 2025 identified/preferred. Disposal and specific sites are selected at the contractor’s discretion but must be conducted IAW all applicable National, Air Force, State, and local codes and regulations as per the PWS.
• You mentioned in the last Q&A that this service was performed in 2024, can you share the amount of award?
I’ve added clarification to the Q&A. This service was conducted in support of an exercise in 2023, and our market research was referenced from an exercise in 2024.
It’s unclear if there was an award for pressure washing services from the 2024 exercise. The 2023 service was awarded for a total price of $86,868.00 for approximately 639,587 square feet of service area. We are unable to acquire the potential award information from the 2024 service due to the requirement being conducted by another contracting office and we have no readily available access to that information.
• What is the frequency of the cleaning, (annual, semi, quarterly)?
This will be a one-time service, conducted following contract award.
• If completion is not completed by June 13th is there an extension?
The service must be completed No Later Than (NLT) 13 June 2025 to be IAW the
PWS.
