About this file

This document is a Questions and Answers (Q&A) file for a Continuous Emissions Monitoring System (CEMS) contract for Eielson Air Force Base. The Q&A addresses technical details about the monitoring system, including the specific gases to be monitored (O2, CO, SO2, and NOx), equipment location (a room on the 4th floor fan deck), and ownership of the existing Data Acquisition and Handling System (DAHS). The contractor is required to provide yearly software updates, while Eielson will cover replacement and repair parts for hardware and analyzers. The monitoring system interfaces with both ADEC (Alaska Department of Environmental Conservation) and EPA, with monthly reporting requirements. The contract does not involve purchasing new equipment, as the DAHS system is already in place and owned by Eielson Air Force Base.

Question and Answers #1

Q1.) Are they looking for reference equipment or non-reference equipment? Is it going through the EPA?

A1.) Our Air permit person gets monthly reports and sends them to ADEC and the EPA, she also works hand in hand with our IC techs and the contractor on this service contract.

Q2.) What gases are they looking to monitor? Is it C02, SO2 etec?

A2.) O2, CO, SO2 and Nox

We have spec gases used to calibrate the equipment that test these daily

Attached is a list of gases used in the calibration of the equipment as well

Q3.) Are you looking to monitor 2.5 or 10? Are you monitoring particulates?

A3.) No, we have a separate opacity monitoring system

Q4.) Where is the equipment going to be housed? Do you have to purchase an enclosure to put into a sight?

A4.) There is a room on the fan deck, 4th floor, that houses the installed equipment

Q5.) Doesn't mention if we have to purchase equipment, do we have to?

A5.) The DAHS system is in place and wholly owned by Eielson listed in the SOW. The

Contractor is to provide yearly software updates but, the replacement/parts for the repair of the hardware (tower, etc.) should be at Eielson’s expense, the same as the parts for the analyzers.
