About this file

This document is a Questions and Answers (Q&A) file for a Continuous Emissions Monitoring Systems (CEMS) contract at Eielson Air Force Base. The Q&A provides technical details about the emissions monitoring requirements, including the specific gases to be monitored (O2, CO, SO2, and NOx) and the monitoring location (a room on the 4th floor fan deck). The existing equipment will be used for the contract, with the contractor responsible for purchasing spare parts and software upgrades, except for the DAHS system computer tower.

The related federal contract opportunity (Solicitation FA500425Q0016) is for 24/7 maintenance of CEMS and CEMADAS equipment monitoring environmental emissions for boilers 5A and 6A at the Central Heat and Power Plant. The contractor must comply with commercial, industry, federal, state, and local standards and regulations. The solicitation is issued by the Department of the Air Force Pacific Air Forces, with requirements detailed in accompanying documents including a Performance Work Statement (PWS), Wage Determination, and Standard Form 1449.

Question and Answers #1

Q1.) Are they looking for reference equipment or non-reference equipment? Is it going through the EPA?

A1.) Our Air permit person gets monthly reports and sends them to ADEC and the EPA, she also works hand in hand with our IC techs and the contractor on this service contract.

Q2.) What gases are they looking to monitor? Is it C02, SO2 etec?

A2.) O2, CO, SO2 and Nox

We have spec gases used to calibrate the equipment that test these daily

Attached is a list of gases used in the calibration of the equipment as well

Q3.) Are you looking to monitor 2.5 or 10? Are you monitoring particulates?

A3.) No, we have a separate opacity monitoring system

Q4.) Where is the equipment going to be housed? Do you have to purchase an enclosure to put into a sight?

A4.) There is a room on the fan deck, 4th floor, that houses the installed equipment

Q5.) Doesn't mention if we have to purchase equipment, do we have to?

A5.) We have equipment in house already, listed in the SOW, and we purchase the spares and replacement. The one that we do not supply is the DAHS system software upgrades and the vehicle for that, I.E computer tower.
