Questions for Eielson Refuse Contract

1.1.1.1 If the schedule for the number and frequency of pickups changes. How will the pricing be adjusted, or will it be negotiated?

Government Response: Pricing will be Firm-Fixed upon award. Tables A2 and A3 list the planned frequencies. Upon completion of first 30 days of service, if adjustments are required to container size, routes, or frequencies that data will be incorporated into the PWS as a modification, as either a ‘No Cost’ or ‘Cost’ depending on changes required and Contracting Officer approval. Large variances outside of the initial scope are not anticipated.

1.1.2.4 Appears to be missing part of the Paragraph.

Government Response: Check the version. It should only state reserved. Attachment 1 Amendment 1 PWS dated 31 May 2024.

CLIN 0010 You should break up unscheduled/special events and placement of container. Not all situations will require a delivery. But with this we would have to assume that they all do when we quote it.

Government Response: Provide a single rate for unscheduled pick-ups/special events.

CLIN 0011 Does This include Delivery and haul fees for 1 lot? Dumpster rental fees and landfill fees?

Government Response: This should be billed as placement and f/debris. Assume quote will include placement of a 40yard dumpster and the removal of. Landfill tipping fees will be billed to the landfill tipping fee CLIN OUTSIDE of the costs for the dumpster placement/removal).

CLIN 0017 Over and Above roll off services; Should this have said “Not including tipping fees”? If it does include tipping fees then we would have to assume that the dumpster is full and assume the weight. The only way to do this would be to have historical data to give estimates.

Government Response: Removed verbiage from CLIN. All tipping fees will be billed off CLIN 0019.

CLIN 0019 Tonnage of trash; Fairbanks North Star Borough Landfill land fill adjusts the price per ton on a yearly basis. How will this affect the bid as the bid is due before the July 1st price increase.

Government Response: Landfill tipping fees have historically been paid in full by Eielson AFB. A CLIN is loaded with the money required, and each fee is billed at cost from the contractor and reimbursed via CLIN payout. If prices are adjusted at FNSB Landfill, alert CONS and the rates will be updated.

Table A4: Roll of Dumpster Location and Frequencies; What are the sizes and frequencies of the roll off containers?

Government Response: Roll-offs are typically 30-40CY dumpsters, prior year included 51 roll-off dumpster utilizations.

Appendix A-X017 - Is container maintenance price per individual unit or is it a lot price? What criteria should be used for maintenance if it is bid by lot price?

Government Response: Container Maintenance will be a ‘lot’ price which will not require a price provided until work is required. An estimate at time of need will be submitted to CO and COR, prior to repairs for approval.

Appendix A2 - Tasks & Estimated Frequencies – It appears that the following locations are duplicated:

Yukon Club, Satellite Dining Facility, Dining Hall, Bowling Alley, Commissary, Child Development Center Government Response: Appendix 2A, separate listing is a high use list, duplicated services are not required.

Unsure what ** and the * mean on a few of the locations

Total Number of Dumpsters With the 11 Duplicates172
Total Number of cans off site and seasonal (included in total count)10
Total number of seasonal cans on Base (included in total count) 4Government Response: The *’s are sites that are off of the main base.
