1) Attachment 1 for the WWTP permit expired on November 2, 2011. I don't recall running any samples identified in section 1.3 last October, so it appears as if these may not be required or has changed under a current permit. Did the priority pollutants replace these tests?
If these tests are required, should a new CLIN be included on attachment 8 since it does not appear as if there is a current line item for the groundwater monitoring well samples. These tests are also identified in attachment 4 (QAPP Pages 42 and 43), however that document has a similar expiration date of November 2, 2011 even though the QAPP was updated in April of 2018.
ANSWER: The sampling done for the monitoring wells is conducted by an engineering firm under contract through the CE Environmental Flight and are not part of this set of sampling for the water/wastewater plants.
2) Quantity of Wastewater Weekly Samples at 104 for CLIN 0001 and 52 for CLIN 0002. I am assuming the following:
Item 0001:
52 Primary Effluent samples for BOD and TSS 52 Final Effluent samples for BOD, TSS and Fecal Coliform
Item 0002:
52 Influent samples for BOD and TSS 26 Influent samples for TVSS
Are these numbers correct? This reflects the current monitoring that we have been providing for the weekly WWTP testing.
ANSWER: Those are possible maximum amounts that had to be accounted for in case they are needed. That amount differs from what is required per the individual permits for the water/wastewater treatment plants. The max amount of sampling is essentially double the amount than what is required per the discharge permit. Provide a ‘Unit Cost’ per sample.
For the WTP Analysis, it appears as if the quantities are doubled from what is required, but it could be interpreted differently. Does this quote reflect two years of monitoring? Below is a breakdown of what I'm seeing:
3) Item 0008:
Attachment 5 shows the breakdown of samples for the Monthly WTP Filter Backwash Pond. In the previous quote, I provided an estimate for 6 samples since the weir and slough are frozen for half the year. The price schedule (attachment 8) is requesting a quote for 12 samples. I will provide pricing for 12 unless otherwise directed.

4) Item 0009:
Annual WTP Filter Backwash Pond Sample Analysis. A single sample looks to be required, however a quantity of 2 are requested on the price schedule. I will include pricing for 2 samples unless otherwise directed.

5) Item 0010:
Semi-Annual Filter Backwash Pond Effluent/Weir Samples. A quantity of 4 samples is requested on the quote. Are these 2 samples for the Filter Backwash Pond and 2 samples for hardness on the Receiving Water or 4 total samples for the Backwash and Receiving Water combined? In 2023 I quoted for just 2 sets of Backwash and Receiving Water. For this quote, I will provide pricing for 4 sets of Backwash/Receiving Water samples unless otherwise directed.

6) Item 0011:
WTP Quarterly GAC TOC and PFAS samples would be 4 sets per year, but the quantity on the price schedule is requesting 8. I will provide pricing for 8 sets of PFAS/TOC samples unless otherwise directed.
