Note: This is combo has been amended on March 1st, 2024. The purpose of this amendment is to: 1) to extend the deadline for submitting quotes from March 01st, 2024, at 12:00 PM AKST to March 05th, 2024, at 12:00 PM AKST. 2) Change item 0002 from TRAILER, HP-2C-388, ANALOG, 8T, MINI, 60Hz to TRAILER,HP-2C/358,IPT-V4,8T MINI,60Hz,GN.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA5004-24-Q-0004 and is a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) is 332439. Small Business Size Standard is 600 employees.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR) FAC Number 2024-02, Defense Federal Acquisition Regulation Supplement (DFARS) DFARS Change 12/22/ 2023, and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) DAFAC 2023-0707.

a. (3) 30A circuits with L6-30R outlets

b. (5) 20A circuits with L5-20R outlets

c. LED lighting

2) CDX-10 Dead Bolt

3) Magnetic lock with an electronic keypad

4) Caster Kit

5) Comm panel, including

a. (6) fiber connectors

b. (6) RJ-45 connector

6) Port & mount for an external camera w/ a view of the door

7) Velcro strapping along top & middle of the interior walls, and down the center of the roof

Special Notes and Instructions:

1. This is a notice that this order is a total small business set-aside under a brand name description using NAICS 332439. Only quotes submitted by small business concerns will be accepted by the Government. Any contractor that is not a small business under the brand name description will not be considered for award.

2. Questions. Any questions shall be submitted in writing via email to A1C Mouhamed Sarr at mouhamed.sarr.sn@us.af.mil and TSgt Lacey B. Sizemore at lacey.sizemore@us.af.mil no later than 5th March 2024 at 12:00PM AKST. All questions will be answered and sent through email.

3. Basis for Award. 354 CONS/PKB will issue a purchase order to the vendor through evaluation of total price to the Government. In accordance with Attachment 1, 52.212-1, Instructions to Offerors, and 52.212-2, Evaluation, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

4. Quote Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

5. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations).
