Q. Part 1 PWS 1.6 describes Hours of Operation as Mon-Fri 7:30-4:30pm, but Part 2 PWS 2.3.2 describes Emergency Service Calls with on-site response within 12 hours. Does Contract require on-site response on Saturday/Sunday?

A. Hours of Operation in accordance with Paragraph 1.6 of the PWS are the business hours in which a contractor is to perform routine and regular services, maintenance, and repairs. Those hours of operation are Monday – Friday, 7:30 a.m. to 4:30 p.m., except Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

Due to the nature of Emergency Service Calls which constitutes any potential danger to personnel, the contractor shall respond, assess and survey the equipment within 12 hours after receipt of a call from the Contracting Officer Representative (COR) or Contracting Officer (CO). This is regardless of time, day, weekend, holiday, etc.

Q. We have a question on the elevator service contract, it is concerning the type of contract and what parts are included and what parts are paid for by EAFB. Service and maintenance contract or full maintenace contract?

In attachment 1 VTE Bid Schedule, it has a line item for parts costs.

In attachment 2 VTE PWS EAFB, 2.3.1, Page #8 & 9, in this paragraph it states "full Maintenance Service Contract" 2.4.3, Page #9, it states "Basic Repair & Maintenace Service"

A. In accordance with PWS Paragraph 1.1, Description of Services and Paragraph 1.3, Scope, the contractor shall perform inspection (periodic inspections), testing, preventative maintenance, adjustments, and repair of elevators, lifts, and platforms to ensure continuous, safe, and reliable operation of the systems.

Performance of all of the functions outlined in the PWS are considered to be part of a full-service maintenance. Preventative routine inspection or periodic inspections and maintenance are service of the of the elevators, lifts, and platforms full-maintenance contract.

The term “basic” as utilized in PWS Paragraph 2.4, Excluded Services, refers to basic repair(s) such as any repair(s) that falls within the scope of a full-maintenance contract. The term is not to be mistaken with a Basic Maintenance Plan.

Any repair, parts, and materials not covered under a full-maintenance contract shall be reimbursed by the Government at contractor cost only after an estimate of time and cost of repair(s) is provided to and approved by the CO. The contractor is responsible for and shall provide all other equipment, materials, and supplies outlined in the PWS to provide full-service of the elevators, lifts, and platforms located on EAFB, including their components and subassemblies.
