Questions and Answers- Tension Fabric Structures
1. Is this requirement based on a previously purchased shelter? If so, what brand? Did you have any problems with specified brand?
No, this is not based on a previous purchase.
2. What type of foundation will this be installed on?
The structures are being placed on a gravel pad only. Anchoring solutions are at the discretion of the vendor.
3. Will this structure ever be relocated? If so, how often?
There is currently no plan to relocate the structure.
4. How long would you like this structure to last?
15+ years
5. Are there any requirements for the temp control?
65 degree Fahrenheit within the facility
6. Should there be a temp this structure should maintain at all times?
65 degree Fahrenheit within the facility
7. When would you like this structure to be installed?
By 15 Oct 2021.
8. What will be stored in this structure?
Military equipment
9. Does the fabric need to be Berry Compliant?
Yes
10. Does the building require fire suppression system?
No
11. What is the minimum sidewall “interior clearance/height” requirement?
16 feet high at 10 feet in from the wall
12. Is this project tax exempt?
Per Federal Regulation, the Government does not pay taxes on purchases.
13. Does this project require a concrete slab floor with a drainage system (including environmental protections i.e. oil water separator)?
No, the structures are being placed on a gravel pad only.
14. Is the Completion Date of 10/15/21 correct? With a bid date of 8/20/21, there is no way to get design, procurement and delivery by 10/15/21. Please confirm if this date is correct.
Please propose a suggested available time for completion of the project.
15. Would the Government be willing to accept a used fabric structure that is currently in the
Fairbanks area? We purchased a 80’x150’ fabric structure for a project on Eielson in
2019 that is currently in storage and would meet the structure requirements. This would allow the structure to be up by the 10/15 date, please advise? Pictures can be provided and physical inspections may be scheduled.
This could possibly work. The provided pad is 80’ by 150’. The contractor would need to guarantee that the wider structure is compatible with the existing pad.
16. Overhead doors would be 8-12 weeks out after design and submittal approvals. With the current COVID environment, deliveries have been lagging. Would the Government be willing to accept temporary doors until materials could be delivered and installed?
17. Foundation: Please specify foundation requirements (treated wood footer at perimeter, poured concrete, temporary insulated floor, etc.).
18. Electrical: Please describe existing power at site. Will we be required to provide a new power pole? What is the distance between the site and the nearest power pole? Who is the governing AHJ for power at that site (Eielson or Golden Valley)?
The contractor is not responsible for power poles or electrical connections to existing power lines. Final power connections will be performed by Air Force personnel. The contractor is responsible for having a standard connection point available. Power is provided by GVEA.
19. Heating: Electrical is an extremely inefficient way to heat this structure, and it won't be able to keep up with opening and closing the garage doors. We recommend diesel or propane heat.
Electrical heat is the required option. Due to air quality regulations operating with diesel or propane would require a new environmental permit delaying the approval of this project. Current facilities similar to this project operate with electrical heating and meet the requirements.
20. Shipping Delays: Are you aware our vendors are indicating lead times for 8 to 14 weeks for this structure? Electrical lead times are similar.
21. Please confirm that after receipt of PO, any awardee shall be required to provide complete design drawing package to include PE stamps ensuring compliance with all applicable codes and regulations.
Drawings are desired but PE stamps are not required
22. Please confirm that drawings should be complete engineering drawings, detailing how the design meets all applicable building codes and PE stamped to ensure compliance with the code requirements.

23. As post-production hot dipped galvanization is the only process to ensuring longevity in these structures, please confirm that the steel structure shall be post-production hot dipped galvanized.

24. To ensure durability and maximum lifecycle in proposed construction area, the fabric membrane will need to be a 28oz PVC product in order to last 20 years. Please confirm that the exterior cladding shall be a minimum of 28oz PVC coated.

25. Please confirm that the material used to construct this building shall be Berry compliant and the awardee shall provide proof of compliance with the Berry amendment.

26. Confirm that the intent is for the building itself to maintain in insulation factor of R25. If only the insulting material used is required to be R25, the building itself will be much lower than that, as the steel beams touching the exterior cladding offer no insulating properties.
The building must maintain an R25 insulation factor.
27. Are you planning to operate vehicles inside the facility? If yes, confirm that the building shall have exhaust and emission evacuation functionality.
Vehicles will be driven in and out of the building but not continuously operated inside.
As stated in the contract documents “Each end of the facility shall have a 42 in or greater ventilation fan with louvers and weather hoods.”
28. Is there a requirement now, or in the future for a Gantry crane inside the building.
29. Is there a requirement for a fire suppression system now or in the future in order to comply with UFC and local building code?
30. Will the electrical power be brought by DPW or its representatives to the vendor supplied power panel at the newly constructed building?
Final power connections will be performed by Air Force personnel.
31. Confirm whether customer or vendor will provide grade beams, footings, or similar.

33. Are there any prevailing wage rates I should include?
No- This is Commercial with install
34. Can you provide a plan holders list or list of general contractors who’ve expressed interest in this project?

36. Will the Bravo shelter option be ordered, delivered and installed at the same time as the
Charlie site building, should you decide to include?
Ordered at the same time delivery and install at Bravo can be next summer.
37. Approximately how far apart are the Charlie site and optioned Bravo shelter?

38. Do you have any building drawings or height requirements we should meet?

39. Are there any preferred foundation types?

48. Are the HBO receptacles supposed to have controls of any sort?
Headbolts are for parked vehicles in the winter
49. Could a map detailing the locations of these fabric structures be provided and if possible, contact information for Range Control or someone who could arrange access for a site visit to see the location?
