Specifications/Salient Characteristics For

Charlie Site-Primary Purchase

(Bravo Site-Option Purchase)

Maintenance Facility at

Eielson AFB, Alaska

29 July 2021

1. Scope of Work: Contractor shall provide all personnel, labor, equipment, materials, supervision and tools necessary for the purchase and installation of a Tension Fabric Structure at the Joint

Pacific Alaska Range Complex near Eielson AFB, Alaska. The contract will comply with commercial and industry standards, and all applicable federal, state, and local regulations and procedures to include OSHA Guidance part 1910 General Industry and National Fire Protection

Association (NFPA).

2. Place of Performance: Performance shall take place at the Joint Pacific Alaska Range Complex located approximately 13 miles east of Eielson AFB, Alaska. The worksite shall be available for access via Johnson Rd weekdays and weekends.

3. Points of Contact: The contractor will identify personnel by name and their telephone number who can be contacted regarding contract activities. The contractor will provide this information within seven (7) calendar days after Contract Award and anytime there is a change to this information. The Government will provide contact information after the contract award.

4. Government-Furnished Property: An 80ft x 170ft gravel pad at Charlie Battery available for work on 23 July 2021 or earlier.

5. Hours of Operation: The worksite shall be available for access via Johnson Road weekdays and weekends. Work is permitted during and after normal business hours. Quality inspections will be conducted on weekdays between 0730 - 1630. If the Contractor requires a government representative to be present, the Contractor shall make his/her request to the Contracting Officer five (5) calendar days in advance.

6. Security Considerations: The contractor shall be responsible for and shall pay for obtaining all necessary clearances, cards, passes, decals, or other items required for access of contractor personnel and vehicles to the base or other areas where work will be performed. The contractor shall be required to apply for vehicle and personnel identification media at the Eielson AFB Pass and Registration Section. Upon completion or termination of the contract, the contractor shall ensure all vehicle and personnel identification media are surrendered to the Base Pass and

Registration Section. The contractor shall obtain Eielson AFB Vehicle Passes for each vehicle that will be required to enter the base.

7. Travel & Lodging: Meals and/or lodging will not be provided by the government.

8. Special Material Requirements: Contractor shall provide any materials, equipment, and tools as necessary to perform delivery and installation. Facility will be vacant for staging materials.

9. Period of Performance: Product ordering/manufacturing shall begin upon receipt of contract award. Delivery and installation shall be completed no later than 15 Oct 2021 unless otherwise notified by the Contracting Officer.

10. Primary Project Requirements: One (1) Tension Fabric Structures (TFS):

a. (1 each) Charlie Site Shelter must be a minimum of 60ft X 150ft Long

b. Tension Fabric Structure should have the following salient characteristics:

i. Design: Any reference to State Government, Federal Government, or Industry

Standards or specification made herein shall form a part of this specification to the extent referenced thereto and all materials and workmanship under this contract shall comply with or exceed these standards and references. All referenced standards shall be the latest edition. All work shall be done in strict accordance with Unified Facilities Criteria (UFC), Unified Facilities Guide

Specifications (UFGS), the International Building Code (IBC), International plumbing code (IPC), National Electrical Code (NEC), National Electrical Safety

Code (NESC), National Fire Protection Association (NFPA), National Electrical

Contractors Association (NECA), and Eielson Air Force Base Standards.

ii. Doors: This structure shall have 2 electrically powered garage doors on each end of the facility (total of four garage doors). The garage doors shall be 14 feet wide by 16 feet tall. Additionally each end of the facility shall have one man door 3 feet wide by 7 feet tall.

iii. Electrical: The facility shall be configured to accept 480 VAC power from available electrical lines. The long edges of the facility shall each have 10 electrical receptacles with 2 connection points (total of 20). Transformers, circuit breaker panels, and other electrical hardware shall be installed to meet code requirements.

Install 2 headbolts at each end of the facility

iv. Ventilation: Each end of the facility shall have a 42 in or greater ventilation fan with louvers and weather hoods.

v. Lighting: The facility shall have a minimum of Twenty (20) 180 Watt Equivalent

LED High Bay lights.

vi. Heating: Hanging electrical heating units shall be supplied to support heating to 65 degrees Fahrenheit within the facility. Each heating unit shall have its own thermostat.

vii. Insulation: Insulation shall be installed to meet an R25 standard or greater.

viii. Snow Load: The facility should be designed to shed snowfall and have a ground snow load of 70 pounds per square foot or greater.

ix. Wind Rating: The facility shall withstand wind speeds up to 110 miles per hour or greater.

11. Option Project Requirements: (1 each) Bravo Shelter must be a minimum of 60ft X 190ft

Long. An 80ft X 220ft gravel pad will be available at the Bravo Maintenance Complex.

a. Tension Fabric Structure should have the following salient characteristics:

a. Provide all tools, labor and equipment needed to install tension fabric structure.

b. Provide drawings and color/finish options prior to purchase and delivery.

c. Deliver to Eielson AFB.

d. Install according to direction of POC.

e. Clean Work Site.

f. Coordinate final inspection with POC.
