Single Source Justification (Simplified Acquisition)

Page 1 of 1Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: 354 CONS

Project/Program Name: IDS Upgrade

Purchase Request/Identification Number:

Estimated Contract Cost (including Options): $353,454.95

Section B: Description of the Supplies/Services Required

Replacement of existing Eielson AFB Honeywell / Vindicator IDS equipment that is running non-upgradeable version 5.5 software. The purchase also upgrades software and licensing for existing Honeywell / Vindicator equipment that is currently upgradeable. This is necessary for the base IDS equipment to be fully compatible with all the new Honeywell / Vindicator equipment being installed as part of construction projects related to activation of F-35 squadrons.

Section C: Justification for Soliciting from a Single Source or Brand Name

Subject matter experts state that for equipment to be fully compatible with existing Honeywell / Vindicator systems, all new equipment, software, and protocols require the same brand of equipment as currently installed. The existing base Honeywell / Vindicator equipment cannot accept the amount of information from the new equipment currently being installed in new F-35 facilities. As buildings for the F-35 project come on line, error messages are being received at the annunciating equipment in the Base Defense Operations Center (BDOC). These errors will continue to increase as additional buildings come on-line which will begin to crash the IDS system. An upgraded system will mitigate these errors.

Section D: Efforts to Obtain Competition

Market research has identified multiple vendors capable of upgrading the Honeywell / Vindicator system which will provide price competition, however; brand name components are essential as this equipment must be fully compatible with the existing Honeywell / Vindicator systems located throughout the installation, including all the new secure areas of the F-35 build. If the entire system was replaced for all of Eielson AFB to allow for other brands of IDS systems to participate, it would result in a cost of several million dollars and not meet schedule demands.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The only way to avoid the brand-name justification for procuring IDS equipment upgrades is to have a retrofit of the system to include every building with existing alarms and all annunciating equipment at the BDOC and Alternate BDOC. As stated above this type of replacement would cost several millions of dollars and result in mass interruptions in protection of all secure facilities on the installation and cause users to watch their facilities 24/7 and jeopardize bed-down of F-35 aircraft.
