QUESTIONS AND ANSWERS

SUBJECT: FA5004-16-Q-0026, South Gate Arch Shelter Questions and Answers

Q: “What are the minimum salient characteristics of the fabric cover?”

- The fabric cover must be made out of a material that will last the entire four years (surviving all four winters in Alaska’s interior) of this structure’s service life. There is no insulation requirement for the fabric cover as the vehicle bay will not be a heated space.

Q: “What are the minimum dimensions of the ECU ports?”

- It has been decided that the vehicle bay within the search pit will not be heated, so there is no longer a requirement to have ECU ports. If the standard design includes ECU ports, that is ok. But there is no requirement that the shelter have ECU ports.

Q: “What are the minimum dimensions of the electrical ports?”

- Electrical ports need to be a minimum of 2 inches in diameter (or 2in X 2in).

Q: “What are the minimum salient characteristics of the metal roll doors?”

- The metal doors must be at least 20 ft wide and 16 ft high. Both doors must be capable of being opened and closed with the use of an electric motor. Both doors must also have the capability of being opened and closed manually should the electric motor fail or there is a power outage. There are no insulation requirements for the roll-up doors.

Q: “What are the minimum salient characteristics of the shelter frame?”

- The shelter frame must be structurally capable of withstanding sustained wind loads of 70 MPH and gusts up to 90 MPH. The shelter frame must also be capable of withstanding snow loads up to 50

PSF. There are no requirements regarding the frame’s material type or weight.

Q: “What is the minimum side wall/eave height required?”

- The minimum side wall/eave height requirement is 12 feet; however, the minimum clearance required for the roll-up door is 16 feet. Truck heights of up to 16 ft will need to pass through the search pit, so the minimum clearance for the 20 ft center swath through the search pit is 16 ft.

Q: “What are the minimum salient characteristics of the 42” exhaust fan?”

- The only important characteristic of the exhaust fan is that it should be capable of providing adequate circulation to keep exhaust fumes from building up within the tent when commercial tractor-trailer vehicles will be idling in the search pit and the roll-up doors are closed. There are no quantifiable requirements of air exchange rates, but the fan should be sized such that the occupants who work within the search pit are not put at risk to due to excessive exhaust fume build-up within the search pit. As long as this requirement is met, the exhaust fan can be of any dimension (does not need to be exactly 42 in).

Q: “Are stamped engineering calculations required with the stamped drawings?”

- Yes, stamped engineering calculations are required with the stamped drawings.

Q: “Is a structural engineer licensed in the State of Alaska required to stamp the drawings and engineering calculations, or will you accept a structural engineer from out of state?”

- Engineering calculations and drawings must be stamped by a structural engineer licensed in the

State of Alaska.

Q: “Are the stamped engineering calculations and drawings required with the quote?”

- Stamped engineering calculations and drawings are required with this quote.

Q: “What date is the installation of the Shelter required to be completed?”

- The shelter must be installed by 03 APR 2017.

Q: “Will the award be made to the lowest-priced acceptable offer, or does the Government reserve the right to award to a higher priced offer with superior capabilities? If price is not the only award factor, please identify all of the factors the Government will consider and provide their respective weights.”

- The award factor for this solicitation is PRICE. A quote must match the specifications labeled in the Performance Work Statement.

Q: “Is there a Service Contract Act wage determination for the installation services covered by the

Solicitation? If not, is the Contractor permitted to pay its employees the same wages they receive on commercial projects, or is there some other minimum applicable wage for this project?”

- A wage determination will not be included in this requirement. This will be awarded as a firm-fixed commercial contract.

Q: “Would you accept the metal cover in lieu of fabric due to the weather?”

- A metal cover would be accepted in lieu of a fabric covering, but there is no requirement for the cover to be metal, so whatever solution is cheapest will be used.

Q: “Will we be able to get into the South Gate location using the locked gate already in place at that location, or will we have to travel through the Eielson AFB Front Gate?”

- A Government Representative can be contacted at least two weeks prior to the arrival of the guard shack, he will be able to open the gate on the Richardson Hwy and provide direct access to the site.

Q: “The size in the solicitation request is 40’x 80’. Is it acceptable that we can bid a 42’ or 44’ wide as this is more standard for us compared to the 40’ size requirement?”

- A shelter that is 42 ft wide would be acceptable, but a shelter that’s 44 ft wide will not be acceptable. The reason for this is that the asphalt pad was sized such that a 40 ft wide tent can be placed over the concrete pad where the trucks will be searched. If the shelter is 44 ft wide, the edge of the structure will hang over the shoulder on the asphalt pad. A 42 ft wide shelter will just barely fit, so that width is acceptable.

Q: “Can we provide a round profile or a round profile with a straight leg column? This type of design will be more efficient than a standard gable profile based on useable interior space and will be able to handle a better load requirement.”

- A round profile with a straight leg column providing a minimum eave height of 12 ft is acceptable, but there will be interior rooms that are constructed (2X4 and plywood) to fit along one side of the shelter’s interior, so a completely round profile will make it difficult to achieve the necessary height clearance to place these rooms flush with the shelter’s interior wall. For this reason a completely round profile will not be accepted. If the shelter had vertical walls with a 12 ft eave height, the roof could have a round profile.

Q: “Where will the power source be coming from for the shelter?”

- There is an underground service that is stubbed up to the concrete pad where the guard shack will be bolted in place. The power will come from this underground service.
