STATEMENT OF WORK
FOR
INSPECTION, TESTING, AND MAINTENANCE OF INSTALLED
FIRE SUPRESSION SYSTEMS
1. DESCRIPTION OF SERVICES. The intent of this contract is to inspect, test and maintain existing fire suppression systems and does not include and is not intended for upgrade of the current systems. The Contractor shall provide all management, tools, supplies, equipment and labor necessary to inspect, test, recharge and maintain fire suppression systems at Eielson AFB
Alaska in a manner that will ensure their serviceability and operation. These systems shall be serviced in accordance with the most up to date Unified Facilities Criteria (UFC), National Fire
Protection Association (NFPA) Standard 12, NFPA Standard 12A, NFPA Standard 13, NFPA
Standard 15, NFPA Standard 17, NFPA Standard 17An, and applicable manufacturer’s data. In the event of a conflict between regulatory data, the UFC shall take precedence. The systems listed in table 1.5.2 will receive service through this contract.
1.1. INITIAL STATUS REPORT. The Contractor and the Government Contracting Officer
Representative (COR) shall review the current inspection, test, and maintenance status of all installed fire suppression systems included in this contract. The Contractor shall submit a planned work schedule for the entire Period of Performance (PoP) to the Contracting Officer
(CO) and COR for approval within 15 calendar days after contract start date.
1.2. INSPECTIONS/PREVENTIVE MAINTENANCE. Initial inspection of all systems must be completed by 16 March 2015. All option years must have their inspections/certifications completed by March and September of that year. The contractor shall inspect, perform preventative maintenance, and certify the operability of all systems. Preventative maintenance tasks are listed in Appendix A. The Contractor must schedule the inspection/preventive maintenance with the 354 th
CES Contracting Officer’s Representative (COR) prior to performing work. As part of the preventive maintenance (PM), the Contractor must also test any battery backup devices attached to the systems, and replace batteries as they become inoperable. After completion of preventative maintenance and certification, the Contractor shall submit a detailed report to the CO and COR detailing work performed, components replaced as part of PM, and recommendations for repairs to damaged or non-PM components. The report shall be due within
15 calendar days after inspection. If repairs are necessary, the Contractor must supply a detailed quote with the report listing the cost of each part, their part numbers, nomenclature, and estimated time of completion. If the total cost of parts exceeds $2,500, the Contractor shall submit three separate quotes to aid in determining price fair and reasonableness. The CO will review the report, and may direct the Contractor to perform repairs according to the quote. The
Contractor must notify the COR, Eielson AFB fire department and facility occupants before proceeding with any preventive maintenance on installed fire suppression systems. At the conclusion of preventive maintenance, those previously notified shall be further notified that the work is completed. The Contractor must submit a final report detailing the work performed separately by facility. Battery replacement in the report must have the replacement date and the technician’s name who conducted the replacement. If unable to turn over the reports prior to leaving Eielson AFB, the reports must be faxed to 377-1234 or emailed to the COR.
1.2.1. TESTING. The Contractor shall perform functional operation tests on installed fire suppression systems IAW applicable NFPA Standards and manufacturer’s instructions. If the system is connected to the fire department alarm system, the Contractor shall notify the fire department that the system test is to be conducted and that an emergency response is not desired.
All personnel at the end-user’s facility shall be notified that a test is to be conducted and instructed as to the sequence of operation. Installed fire suppression systems located in areas that are inaccessible for safety considerations, such as continuous process operations, shall be tested during scheduled operation shutdowns at intervals approved by the COR and coordinated with the user.
1.3. (Reserved)
1.4. CORRECTIVE MAINTENANCE. Repairs that are not covered by the UFC and require corrective maintenance must be submitted in writing to the CO and the COR in a detailed, line by line quote that lists the part description, price, part number, manufacturer’s name and estimated time of completion. Once reviewed and approved by the CO, the Contractor will be notified by the CO or the COR to proceed with the repairs. The Contractor must notify the COR, Eielson AFB fire department, and facility occupants before proceeding with any corrective maintenance on installed fire suppression systems. At the conclusion of the corrective maintenance, those previously notified shall be further notified that the work is completed. The
Contractor must recharge and return to full service all installed fire-suppression systems after use or as indicated by an inspection, functional test, or maintenance work. The Contractor must submit a final report detailing the work performed separately by facility when the corrective maintenance has been completed. The final report shall provide a list of work accomplished including labor, parts, and materials that will be billed within 15 calendar days after completion.
1.5. REPLACEMENT PARTS. The Contractor shall furnish all replacement parts, fire suppressant agents and expellant gases required for PM of the systems. A detailed quote as described in para. 1.2 must be sent to the COR and approved by the CO prior to any repairs.
Contractor quotes shall be valid for a minimum of 30 days. The Contractor will be reimbursed
100% for these items per CO approval. All replaced parts shall remain the property of the government and shall be turned over to the 354 th
Civil Engineer Squadron.
1.5.1. Fire suppressant agents shall only be paid for in the event of suppression system activation or to replenish chemicals due to system leakage. If no activation(s) or leakage occurs, the
Contractor shall still be required to perform and shall still be paid for all other maintenance, service, and inspections in accordance with this statement of work.
