Repaint Hangar Floor (B1232)

Q1. Since the specified product is not easily obtainable within state and the grit size is only selected after the Notice To Proceed, can the CLIN delivery date be extended to allow for delivery of products?
A1. Yes, delivery date may be adjusted due to the test spots that must be applied before construction.
Q2. Do you want all cracks filled in?
A2. Yes, all cracks shall be filled in with an epoxy material to prevent any FOD if it starts to chip or break.
Q3. Is it acceptable to epoxy over painted caulk in expansion joints?
A3. Yes this is acceptable.
Q4. Is there on-site storage available?
A4. Yes, contractor may use the bays as storage. If contractor does not want to use bays, there is no other storage on site.
Q5. Can we turn off the air-handling system during work so we don’t suck up dust/debris?
A5. Yes, air handling unit may be turned off during construction. Contractor must coordinate with the Eielson AFB HVAC shop before shutting down the air handling unit.
Q6. Can we use on-site power?
A6. Yes, Contractor may use on site power.
Q7. Can we use toilet facilities?
A7. Yes, toilets may be used. If toilets are used, contractor shall ensure bathrooms are clean when they are done using them. The bathrooms may still be used by facility occupants; therefore, it shall be kept in a clean manner.
Q8. Can we use a shop sink for clean-up?
A8. Yes, there is a shop sink located near the women’s restroom. Contractor shall ensure sink is cleaned at the end of each day if they use it.
Q9. If epoxy manufacturer allows for firmly bonded existing paint on the substrate for the new layer of epoxy to get applied over is this acceptable?
A9. No, contractor shall remove all existing primer and paint and repaint the floor. All existing paint shall be scrapped up and disposed of.
Q10. Can we have unlimited access hours/days once we get Notice To Proceed?
A10. Work hours shall be Monday-Friday 0730-0430. Contractor may request different hours to work, however, they shall request 3 days in advance to give the government time to schedule with building occupants.
Q11. Is a technical representative required for this project? Is the NACE inspector sufficient?
A11. Yes, a technical representative is required and the NACE inspector will suffice for the project.
Q12. In the engineering technical letter, it states that only one-half of the building will be turned over at a time. The walk-through led me believe that we had access to the entire space until the project was completed. What will actually be the case?
A.12 Both sides of the bay shall be completed all together.
Q13. Is there a hazardous material disposal site on Eielson?
A13. Yes, contractor may use the HAZMAT for disposal.
Q14. Is there a non-hazardous material disposal site on Eielson?
A14. No, there is no “local” dumpsite on Eielson AFB anymore.
Q15. Has the existing paint been tested for lead, heavy metals, or other hazardous materials that may require containment and disposal of the hazardous waste?
A15. Yes, the material test negative for lead.
