STATEMENT OF WORK

FOR

PROJECT FTQW 15-1021

Repaint Hangar Floor (B1232)

1.0 - INTRODUCTION: Eielson Air Force Base (EAFB) is located approximately 23 miles southeast of Fairbanks, AK. The airfield can be accessed from Flightline Ave. through the vehicle gates specified by the contracting officer.

2.0 - SCOPE: Furnish all labor, supplies, parts, transportation, tools, equipment, and facilities necessary to perform work required to complete project FTQW 15-1021 in strict accordance with this statement of work, specifications, and the contract.

3.0 - DESCRIPTION OF WORK: The work area will consist of the hangar bay floor of building

1232. Remove and replace 15,000 SF of hangar bay floor paint. Replace existing parking paint for the jets and other markings for equipment and safety zones.

3.1 - Dustproof all items in bay area.

3.2 - Prepare concrete floor and apply coatings according to manufacturer’s instructions and

UFGS 09 67 23.16 specifications. Ensure floor is leveled and all damaged concrete is patched as to be flush with the surrounding pavement. All pavement repairs shall conform to specifications.

3.3 – Apply the floor coating system in both bays using Tennant Eco-MPE (primer), Tennant

Eco-PT250 (mortar), Tennant Eco-PT (grout coat), Tennant Eco-HPS100 (topcoat), and

Polyspec T-2235SL (sealant) or equivalent products. Government requires submittal of all floor coating system components. The epoxy primer and topcoats will be white paint listed

IAW UFGS 09 67 23.16; material submittal required. The area to be coated can be found in

Tab-3 Nose Dock 7 Floor Plan (B1232). All coats shall be applied IAW quantities, thickness, and sequence specified by the coating manufacturer instructions.

3.3.1- Contractor shall apply a 10x10 foot section of a completed product before continuing work in the remainder of the bays. Contractor shall prepare the surface in this area first and apply each coat of primer, mortar, grout coat, topcoat, sealant, and grit while allowing each layer to sit and cure. Once the 10x10 foot section is complete and dry, the area will be assessed by a government representative to ensure it meets all specifications and customer needs before work will be continued. There shall be 3 different test patches within the 10x10 foot section, each sampling a different grit size.

The three grit sizes shall be 36, 46 and 54 grit. The government will then decide which grit size they prefer the contractor use throughout both bays. If this section is determined to be unacceptable, contractor shall remove 10x10 foot test spot and provide another

10x10 foot section to meet the requirements. Test spot shall be IAW UFGS 09 67 23.16

1.7 Patch Test Demonstration.

3.4 - Paint jet stop blocks and taxiway lines back in their existing positions using approved non-slip, yellow paint listed in specifications. Reference the drawing in Tab 2 Taxiway and

Stationary Line Markings, for the existing locations. All markings shall be painted after the first topcoat, but before the second topcoat.

3.4.1- Repaint all stop blocks markings with yellow paint IAW attached specifications.

Stop blocks are solid with dimensions of 2 foot by 1 foot.

3.4.1- Repaint all electrical box caution markings with yellow and black striped caution paint IAW attached specifications. Lines must be 2 inches in width.

3.4.2- Repaint all eye wash station lines with green and white paint IAW attached specifications. Lines must be 2 inches in width.

3.4.3- Repaint all caution markings around roll up doors with yellow and black striped caution paint IAW attached specifications. Lines must be 2 inches in width.

3.5 - Apply a safety seal (urethane top coat) to all fresh new paint. The safety seal shall be applied evenly as to have a uniformed appearance throughout the bay IAW manufacturer instructions and specifications UFGS Division 09 Finishes, Section 09 67 23.16. para 2.2.2 and Table Id (pg.29). Material Submittal Required.

3.6 - Work area shall be clean before the finished product is accepted by SABER.

4.0 - SUBMITTALS: As indicated in the attached AF Form 66, Schedule of Material

Submittals.

5.0 - GOVERNMENT FURNISHED MATERIALS: None.

6.0 - INSTRUCTIONS TO THE CONTRACTOR:

6.1 - Photography is restricted to personnel who have worked through the contracting officer to obtain required permissions.

6.2 - The airfield is a secure area of EAFB that also contains restricted areas with sensitive government property and equipment. The contractor shall follow all EAFB regulations and instructions for working in these different areas. There will be free zones established that allow the contractor to work in specified areas at scheduled dates and time to avoid conflicting with EAFB mission operations.

6.3 - The contractor’s daily work schedule shall be confined to 0600L to 1800L Monday through Friday except federal holidays. An expansion of these hours is possible if previously approved by the contracting officer at least 24 hours in advance.

6.4 - The Contractor shall keep the work area clean of all debris on a daily basis or more often as required. The Contractor shall keep storage areas clean and orderly at all times.

The Contractor shall dispose of combustible wastes at the end of each work day and under no circumstances allow them to accumulate.

6.5 - Building 1232 will not be occupied for a period of 30 days allowing the contractor to complete work.
