Repaint Hangar Floor (B1232)

Question Answer to contractor questions

1. If the item does not have any relevance to the job, the contractor may ignore that part of the spec.

2. Yes, user would like the grate going down the middle of the hangar repainted yellow.

3. There is no evidence that the floor is not level, however, contractor shall ensure it is level before painting.

4. Pavement repairs refer to the concrete under the paint.

5. Due to a recent visit to Elmendorf AFB, CE and hangar user came to an agreement that white paint will best fit this project. Agreement was made that white was easier to clean and easier to see small items dropped on the floor from aircraft.

6. The two test areas may be combined as long as user and CE can see the adhesion and the different grit sizes to ensure we get the best product.

7. Government understands the timeliness it takes to get products up here from the lower

48. Test patch may be applied no later than 3 August, and we will figure out at construction start date as time gets closer.

8. The paint markings shall be applied after the topcoat and before the safety seal.

9. The 3 coat system is 1 coat of primer, 2 coats of topcoat, and then a safety seal applied after final topcoat.

10. Contractor, building occupants and project manager will communicate as the time gets closer on work schedules. If paint calls for certain times to be applied, we can adjust a schedule so someone is there with the contractor while they need to be working.

11. Contractor will be held accountable for their work and shall meet the minimum qualifications to apply coatings to the floor.

12. Project manager will be making site visits daily to ensure the project is going as planned.

Someone will be out there at least once a day to check on the projects.

13. There will be no building occupants working on the bay floors throughout the time construction is going on. However, building occupants may utilize their other rooms if necessary for computer access or parts to take to another hangar. Building occupants will not interfere with contractor construction.

14. The government will be held accountable for moving all the equipment out of the bays.

The bay floors shall be completely clear on the construction start date so the contractor can start painting.

15. If the contractor is going to open the hangar bay doors, there shall be barricades placed along the length of the door to prevent vehicles trying to go in and out of the construction site.

16. Yes, contractor may use the facilities toilets, water and power. The contractor must ensure the utilities used are put back to how they found them.

17. Contractor may use the bay where they will not be painting for storage. If they chose not to use the bay, they must provide a storage area for their materials. There is currently no storage area on site for material.

18. Government will be taking photographs periodically throughout the project to see the changes in the project. They will also be taking photos of any issues throughout the project, it is up to the contractor if they want to take photographs or not.

19. Any leftover painting material shall be taken with the contractor. The government has no intentions of touching up the paint themselves. If there is certain material that is required for cleaning that comes with the paint, the contractor shall pass that on to the building occupants so they have the proper material. Anything else shall be disposed of by the contractor.

20. This has not been performed by the government; however, based on visuals seen at the site visit, the concrete appears to be in good condition. If after the existing paint is removed and there appears to be a good amount of damage to the concrete, we will adjust the contractor to add fixing damaged concrete.

21. The MVE should be 3.0 lbs. /24 hours.

22. If after the project is awarded and the contractor finds the floor to exceed 3.0 lbs. /24 hours, the government will discuss the issue and change the order to add the MRS coating.

23. If there turns out to be spalls or severe deterioration, the contractor shall repair them with approved products. If the contractor presents an alternate plan that will suffice for concrete repairs on can with stand the amount of traffic and weight applied to it, the government may accept. The contractor shall pass this through the government for approval before making any repairs

24. Heavy forklift traffic does not exist in the hangar. The main vehicles in the hangar are aircraft, trucks and lifts.

25. Noted.

26. Government agrees that anything smaller than 1/8” does not need repaired. The floor seemed in good shape, estimate for small minor repairs if any.

27. User is ok with shot blasting since no aircraft will be in the hangar, however, the contractor must clean up all debris from shot blasting once they are finished.

28. Yes, contractor may check the floor 3 times a day, the beginning of the work day, mid-shift and the end of the day. The contractor is to ensure they test the floor at roughly the same time every day.

29. Yes, this refers to NACE CIP Level 3.

30. Contractor may use their NACE inspector if they are going to be the only contractors in there. If there are subcontractors working for the prime contractor, the NACE inspector may have no background or affiliation with the subcontractor.
