Q & A #5 PROJECT FTQW 15-1021

REPAINT HANGAR FLOOR (B1232)

Spec. Section or Reference Questions

1. General Amendment #3, with the deletion of ETL 96-5, appears to have removed the requirement for a Manufacturers Technical Representative to be on-site during floor preparation and coating application. Is a Manufacturers Technical Representative still required on the project? Technical representative is no longer required.

2. General With the removal of both ETL 96-5 and 096723.15,1.3.2.2, "Flooring System Applicator

Qualifications," Performa cannot find anywhere in project documents that require the prospective bidders to show any previous installation experience, necessary manpower and equipment to meet the goverments schedule, or financial resouces to complete this project. It appears that the only QC requirement is a NACE 3 inspector on site.

Is this what the Government wants for this project? Yes. NACE 3 inspector is required.

3. General Amendment #3 changes the coating system from a thin-film to a 5- coat, thick-film system.

Is the safety seal (clear urethane top coat) still required, effectively making this a 6-coat system? The urethane top coat is the safety seal. They are the same.

4. 096723.15 Questions have been asked and answered confirming that the allowable MVE (moisture vapor emission) for the slab be 3.0 lbs or less. The specification in Amendment 3 indicates in numerous locations that 4.5 lbs/24 hours/1000sf is acceptable. Please clarify as none the manufacturers will warrant coatings on slabs above 3.0 lbs without the application of a moisture mitigating primer. Changed. See Amendment 00004

5. 096723.15 Section 1.3.2.5 "Warranty," under "..The following conditions are excluded from warranty:"

Item "D) application to concrete with a rate of Moisture Vapor Transmission (MVE) greater than 5.0 pounds moisture per 24 hours.." needs to be changed to 3.0 pounds per manufacturers and industry standards. See question 4.
