STATEMENT OF WORK

FOR

PROJECT FTQW 14-2011

Airfield Painting

1.0 INTRODUCTION: Eielson Air Force Base (EAFB) is located approximately 23 miles southeast of Fairbanks, AK. The airfield can be accessed from Flightline Ave. through the vehicle gates specified by the Contracting Officer.

2.0 SCOPE: Furnish all labor, supplies, parts, transportation, tools, equipment, and facilities necessary to perform work required to complete project FTQW 14-2011 in strict accordance with this Statement of Work, specifications, and the contract.

3.0 DESCRIPTION OF WORK: This project consists of painting airfield markings on the runway, taxiways and aprons to keep the airfield acceptable for flying operations.

3.1 Paint pavement markings as existing on the taxiways as shown on attached maps. The total of 6” lines to be painted shall be 160,768 LF.

3.1.1 Paint 149,424 LF, 6” yellow lines, shown by the green lines on the map.

3.1.2 Paint 11,344 LF, 6” black lines on both sides of the lines on Oscar Row shown by the black lines on the map at Tab 2.

3.2 Paint all of pavement marking as existing on runway as shown on attached maps. Remove and repaint a total of 55,776 SF runway edge lines. Edge lines to be removed and repainted are marked in purple on the attached map at Tab 2.

3.2.1 Remove and repaint the eastern edge line starting 350 ft. north of where the edge line begins on the 32 end of the runway, and go northward 9,821 ft. NOT painting the portions of the edge line mentioned in section 4.2.3 of this Statement of Work. The total for the eastern edge line removal and painting shall be 26,313 SF.

3.2.2 Remove and repaint the western edge line starting at the 32 end of the runway and go northward 9,821 ft. The total for the western edge line removal and painting shall be 29,463 SF.

3.2.3 DO NOT remove or repaint the eastern edge line 175 ft. on either side of the black line at the intersections of taxiways Bravo, Charlie, and Delta as indicated on the attached map at Tab 3.

4.0 SUBMITTALS: As indicated in the attached AF Form 66, Schedule of Material Submittals.

5.0 GOVERNMENT FURNISHED MATERIALS: None

6.0 INSTRUCTIONS TO THE CONTRACTOR:

6.1 Photography is restricted to personnel who have worked through the Contracting Officer to obtain required permissions.

6.2 The airfield is a secure area of EAFB that also contains restricted areas with sensitive Government property and equipment. The Contractor shall follow all EAFB regulations and instructions for working in these different areas. There will be free zones established that allow the Contractor to work in specified areas at scheduled dates and time to avoid conflicting with EAFB mission operations.

6.3 The Contractor’s daily work schedule shall be confined to evenings (2200L - 0700L) Monday through Friday except federal holidays. An expansion of these hours is possible if previously approved by Airfield Operations at least 24 hours in advance. All weekends except 2-3 August 2014 and 23-24 August 2014 can be scheduled for work from 0600L to 2200L to include federal holidays. The contractor may request to work the weekends of 2-3 August 2014 and 23-24 August 2014 from 0600L to 2200L at least 72 hours in advance of these dates but may be interrupted due to projected departures and/or arrivals during that timeframe.

6.4 Mission priorities take precedence over this work. Scheduling and coordination with the Government must be done to ensure there is no conflict with the mission. This may lead to the potential for non-normal work hours. The Contracting Officer shall be notified of any incidents or issues that may affect the work schedule or contract. On critical issues, oral notification should be made immediately, followed by written notification as soon as practical.

6.5 The Contractor shall keep the work area clean of all debris on a daily basis or more often as required. The Contractor shall keep storage areas clean and orderly at all times. The Contractor shall dispose of combustible wastes at the end of each work day and under no circumstances allow them to accumulate.
