About this file

This is a Brand Name or Equal Justification memorandum from the Department of the Air Force, Headquarters Joint Base Elmendorf-Richardson, dated 10 September 2026. The 962 Aircraft Maintenance Unit (AMU) requires nine custom-fabricated On-Board Spares (OBS) storage containers to secure and transport over $4.0 million in high-value, serialized aircraft spare parts during off-station E-3 aircraft deployments. These containers are essential for enabling rapid remediation of common maintenance discrepancies and maintaining aircraft mission-capable status. The OBS containers must be installed in pre-designated, physically restricted structural locations within the E-3 aircraft with strict dimensional and weight-bearing requirements.

The salient characteristics specify that all proposed items, whether manufactured by Pelican Products or an approved equal manufacturer, must meet minimum technical, dimensional, and performance standards. Required specifications include: exterior dimensions not exceeding 27.5" L x 19.5" W x 28.0" H with minimum interior dimensions of 25.5" L x 17.5" W x 26.0" H; high-impact heavy-duty polypropylene polymer construction with minimum 1.5" nominal wall thickness to support 250-pound internal payloads without deflection; fully removable lift-off lids secured by all-catch latches (hinged lids are non-compliant); heavy-duty corrosion-resistant black latches and strikes; integrated 1.0" high-density protective foam impact liner; and airtight/watertight elastomeric gasket seals with automatic pressure equalization capability. The justification document was signed by MICHAEL J. MANGUM, SSgt, USAF, Contracting Officer.

DEPARTMENT OF THE AIR FORCE

HEADQUARTERS, JOINT BASE ELMENDORF-RICHARDSON

JOINT BASE ELMENDORF-RICHARDSON, ALASKA

CUI

10 September 2026

MEMORANDUM FOR RECORD

FROM: 673 CONS

SUBJECT: Brand Name or Equal Justification

1. REQUIREMENT IDENTIFICATION

Item Description: Custom Rugged On-Board Spares (OBS) Storage Kits

Quantity: 9 EA

Statutory / Regulatory Authorities: RFO Parts 11 & 12

2. JUSTIFICATION

The 962 AMU requires nine (9) custom-fabricated On-Board Spares (OBS) containers to secure and transport over $4.0M in high-value, serialized aircraft spare parts during off-station flight missions. These kits are required on all off-station deployments to permit rapid remediation of common maintenance discrepancies and maintain aircraft mission-capable status.

The OBS containers are secured inside pre-designated, physically restricted structural locations within the E-3 aircraft, necessitating strict dimensional limits. Furthermore, each container will house high-density, sensitive components weighing up to 250 lbs. Containers must provide verified impact attenuation, structural rigidity, and watertight/airtight environmental protection to prevent component degradation or damage during flight and ground handling.

3. SALIENT CHARACTERISTICS (BRAND NAME OR EQUAL)

To be deemed technically acceptable, any proposed item—whether manufactured by Pelican Products or an approved equal manufacturer—must satisfy or exceed the following minimum technical, dimensional, and performance criteria:

CUI

Parameter Minimum / Maximum Specification Requirement

Reference Make / Model

Pelican Custom Ruggedized Container or Equal

Exterior Dimensions Maximum: 27.5" L x 19.5" W x 28.0" H (Must interface with fixed aircraft tie-down envelopes)

Interior Dimensions Minimum: 25.5" L x 17.5" W x 26.0" H

Material Construction

High-impact, heavy-duty polypropylene polymer

Wall Thickness Minimum 1.5" nominal wall thickness to support 250 lb internal payload without structural deflection

Lid Design Fully removable lift-off lid secured by all-catch latches (Note: Hinged lids are non-compliant due to aircraft access constraints)

Hardware Heavy-duty, black corrosion-resistant latches and strikes

Handles Heavy-duty molded polymer carry handles

Environmental Seal Airtight and watertight elastomeric gasket seal with automatic pressure equalization capability

Interior Lining Integrated 1.0" high-density protective foam impact liner
