About this file
This document contains questions and answers for a Warehouse Ramp Solicitation (Solicitation: FA500025Q0060) for Joint Base Elmendorf-Richardson (JBER) in Alaska. The solicitation seeks a relocatable warehouse ramp with specific requirements, including a metal grate surface (preferably serrated bar grating), mobility by forklift/skid-steer, 4-8 inch curbs or removable handrails, and a powder-coated finish. Key clarifications include acceptance based on visual inspection at delivery, no minimum warranty required, and no GSA procurement method.
Detailed specifications indicate the ramp must allow small materials to fall through, have wheels that can support the ramp's weight (not hard castor wheels), and be suitable for asphalt or gravel surfaces with towing speeds under 15 mph. Vendors can submit design drawings with their quote, though stamped engineering drawings are not mandatory. The delivery address is 8515 Sharp Ave, Warehouse Bay 13, Joint Base Elmendorf-Richardson, Alaska 99506. Vendors are encouraged to include wheel kits for improved mobility, though they are not a strict requirement.

QUESTIONS FROM WAREHOUSE RAMP SOLICITATION:
Solicitation: FA500025Q0060
Q1:
- Reference Example / Image Does the Government have a photo, sketch, or drawing of the current ramp (or a representative example) that can be provided to illustrate the desired design intent for vendors?
A:
Q2:
- Engineering / PE Stamps Will the Government require engineered drawings and calculations stamped by a licensed Professional Engineer (PE), or is a commercial off-the-shelf (COTS) ramp that meets the salient characteristics acceptable?
A: A Commercial-off-the-shelf (COTS) ramp that meets the salient characteristics is acceptable.
Q3:
If stamped drawings are required, should they be submitted with the quote or after award during submittals?
A: Stamp drawings are not required, but you may submit designs with your quote.
Q4:
- Ramp Surface Specification The salient characteristics state “metal grate or equivalent.” Would options such as expanded metal grating, serrated bar grating, or diamond plate with a traction surface be considered acceptable equivalents?
A: Serrated bar grating would be acceptable, expanded metal grating would be questionable, and diamond plate metal with a traction surface would be inadequate. We require a surface that will allow small material to fall through.
Q5:
- Mobility Requirement The requirement specifies the ramp must be relocatable by forklift/skid-steer or ground transportation.
Is the Government expecting forklift pockets only, or is there a preference for built-in wheel kits/tires to assist in mobility?
A: While built-in wheel/tire kits are beneficial, they are not a hard requirement. JBER CE currently has two (2) ramps that meet our requirements and Ground Trans has relocated this ramp before (pictured in Q1). Wheels would be preferred.
Q6:
- Safety Features The spec requires 4–8 inch curbs/rails. Would handrails (removable or fixed) be acceptable in addition to, or in place of curbs if they provide equal or better fall protection?
A: As long as the handrails did not reduce the interior operating width, they would be acceptable. Removable railing would be preferred; however, we feel that a 4-8in curb will be sufficient.
Q7:
- Finish / Coating The spec requires painted steel or aluminum. Would a powder-coated finish meet this requirement, or is a specific industrial coating preferred due to Alaska’s weather conditions?
A: Powder coating will be sufficient.
Q8:
- Acceptance & Inspection Will acceptance be based on visual inspection at delivery, or does the Government require a load-capacity demonstration/test as part of acceptance?
A: Acceptance will be based on visual inspection at delivery.
Q9:
- Warranty Is there a minimum warranty period (e.g., 1 year) required for the ramp materials and workmanship?
A: No minimum warranty required.
Q10:
- The solicitation states you plan to purchase off GSA. Is there any other procurement method available as an option?
A: The award will be made from the responses to this solicitation. GSA will not be utilized.
-(PS-The statement about this being a GSA buy has been removed from the COMBO)
Q11:
Can you provide more details on "Must be able to be relocated...". We can add legs and wheels to our Ramps for mobility - is there a specific type of wheel that is needed for the surface of the base?
A: Wheels that are rated to hold the weight of just the ramp would improve mobility.
Regarding speed rating, this ramp will not be towed at speeds greater than 15mph. The surface will be asphalt or gravel, so hard castor wheels are not recommended.
Q12:
Can you provide the delivery address?
A: 8515 Sharp Ave Warehouse Bay 13 Joint Base Elmendorf-Richardson, Alaska 99506
