SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Publish revision to answers A13, A14, and A15 to questions and answers provided in Amendment 0001, removing references to FAR 15 and clarify that FAR 13 procedures as specified in the solicitation are being utilized. “Changes are in Bold.”

Q13. Will the experience and past performance of parent or subsidiary companies be evaluated if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?
A13. Yes, Past-performance will be considered IAW FAR 15.305(a)(2) and more specifically FAR 15.305(a)(2)(iii) states “The evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.”

A14. Yes, for the past performance to be evaluated the entity must explain the relationship in sufficient detail to meet consideration under FAR 15.305(a)(2).

A14. The relationship of past performance to be evaluated must be explained in sufficient detail and this is usually at the discretion of the evaluating agency. An offeror's affiliated company's past performance may be considered if the offeror's proposal clearly demonstrates a factual basis showing the affiliate will have a meaningful role in performing the contract and the nature of the planned relationship between the companies.
