SUMMARY OF CHANGES

The purpose of this Amendment is to:

1. Publish questions and answers for solicitation FA500024R0020.

2. Provide revision to Attachment 2 Pricing Worksheet TE-1 Inv (REV1)

Q1. Does the technical requirement consist only of the Mission-Essential Contractor Services Plan

(MECSP)?

A1. Yes, the only requirement to the Technical Evaluation is the MECSP.

Q2. Are the compactors Government-owned, but Contractor serviced?

A2. Yes, the compactors are owned by the government and emptied by the contractor.

Q3. Is bin maintenance done at the Contractor building or off-site of JBER completely?

A3. The Contractor shall perform all cleaning, painting, and other maintenance tasks, to include vehicle and equipment, off-base. Minor repairs (lid replacement, adjustments/alignments/replacement of hinges, winches, latches, slider doors, and minor metal repairs) shall be performed on site or in-place as the mission and/or site conditions allow.

Q4. Does someone physically need to be at the Contractor building 100% of the time during business hours?

A4. No, but monitored communication is required to be maintained during business hours.

Q5. Are lids required on the roll-offs?

A5. Yes, all roll offs must have lids.

Q6. The PPQ (Attachment 4) references 12 August 2024 as the issuance day of the solicitation; however, GovWin shows the solicitation was released on 22 August 2024.

Will the Government please clarify if the PPQ (Attachment 4) should state, “past work is defined as contracts performed and/or being performing for any customer within the last three (3) years from the issuance day of the solicitation (22 August 2024)”?

A6. The Government recognizes the issuance day of the solicitation is 22 August 2024. Past work is defined as contracts performed and/or being performing for any customer within the last three (3) years from the issuance day of the solicitation 22 August 2024.

Q7. Since the solicitation was released on GovWin on 22 August 2024, would the Government please confirm completed PPQs should be returned no later than 12:00 P.M. Alaska Daylight Time (AKDT) on Monday, 23 September 2024 (to correspond with the proposal due date) rather than 13 September 2024?

A7. PPQs should be returned as soon as possible but not later than 12:00 P.M. Alaska Daylight Time (AKDT) on Monday, 23 September 2024.

Q8. Will the Government provide an electronic drop box service that provides an official receipt of successful submission instead of electronic submissions via email?

A8. All offers will be required to be sent via email to clifford.dockter@us.af.mil and zachary.braum@us.af.mil

Q9. Will the Government confirm receipt of the proposal documents via email to Offerors who submit in advance of the offer due date?

A9. Yes, all offerors will receive a confirmation of receipt of their proposal.

Q10. For email submissions, is there a preferred number of attachments per single email? For example, would the Government prefer a submission with “Email 1 of 3” etc. to reduce the total size of files within each email?

A10. As long as the submission doesn’t exceed the maximum space (10MB limit for Air Force system), it can all be in one email. DoD Safe is an alternate system but not used unless required.

Q11. Will the Government please confirm if their secure email gateway and/or inbound email rules will ensure that emailed proposal submissions will be delivered to the named Contracting Officer and/or Contracting Specialist and not be blocked, dropped, or held due to file size constraints for submissions that are under the maximum total file size?

A11. Recommend calling either the CS or CO after submitting to confirm receipt. TSgt Braum can be reached at 907-552-6660 and Mr. Dockter can be reached at 907-552-4867.

Q12. Is there a maximum total file size for email submissions?

A12. Yes, 10MB. DoD Safe is an alternate system but not used unless required.

Q13. Will the experience and past performance of parent or subsidiary companies be evaluated if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?

A13. Yes, Past-performance will be considered IAW FAR 15.305(a)(2) and more specifically FAR 15.305(a)(2)(iii) states “The evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.”

Q14. Are there any additional requirements that an offeror must address in its proposal in order to utilize parent or subsidiary company experience and past performance if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?

A14. Yes, for the past performance to be evaluated the entity must explain the relationship in sufficient detail to meet consideration under FAR 15.305(a)(2).

Q15. Are there specific or special evaluation criteria for rating the experience and past performance of an offeror who utilizes parent or subsidiary company experience and past performance if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?

A15. No, all past performance evaluations will be conducted IAW FAR 15.305(a)(2).

Q16. Will the Government please designate the size of the 20 bulk item pickups?

A16. The 20 bulk item pickups are an estimate of how many roll offs (full) of bulk items will go to the landfill in a year.

Q17. Will the Contractor be responsible for servicing the wet-dry compactors?

A17. Yes, refer to Q2 above.

Q18. Will the Government please specify the number, location, model, and size of the wet-dry compactors?

A18. Number: 2 each Location: Commissary (Bldg 5800) Model: Marathon RJ-30 00 OB (Dry); Marathon RJ-250HT (Wet) Size: 30 cubic yard (Dry) 25 cubic yard (Wet) Note: The wet/dry compactors are taken to the landfill with a roll-off truck with hydraulic connections

Q19. Will there be a CLIN established for the wet-dry compactors?

A19. There will be a CLIN established for the compactors.

Q20. Will there be a CLIN established for overflow when the compactors are being serviced?

A20. A CLIN will not be established for overflow, please use the compactors CLIN.

Q21. Will the Government please clarify the terms for servicing the Government-owned compactors?

A21. To service the Wet and Dry compactors means to take them to the landfill, empty them and return them to the Commissary.

Q22. Hazmat is listed above in the examples of bulk items. The end of this section states that hazardous items include propane tanks, oil, and paints. Can the Government please clarify what is included in bulk items and if this does in fact include Hazmat?

A22. Bulk items are considered anything that does not go into a regular dumpster. Examples are:

• Appliances/Electronic Equipment

• Metal

• Auto Parts/Tires

• Furniture

• Concrete/Dirt

• Wood

• Mattresses

However, Hazmat such as oil, paints, refrigerators, hazardous chemicals and batteries, will not go into the roll-off and must be reported to Environmental Compliance Consultants (ECC) on base for disposal

Q23. Will the Government please specify the process for a negotiation for a cost proposal for over and above requirements in accordance with the Pricing Worksheet?

A23. The negotiation will be for work within scope of the awarded contract utilizing pricing on the awarded contract previously agreed to whenever possible. Otherwise, pricing will be negotiated utilizing up to date fair market values in the established performance area and industry standard like costs. The resulting modification will be a bi-laterally agreed to agreement.

Q24. The formula in cell F51 on the Pricing Worksheet does not include cell F49 for Option Year 3 Over and Above pricing. Would the Government provide a revised Attachment 2 with this formula updated to include all Option Year 3 CLINs in the total?

A24. Yes, this amendment contains Attachment 2 Pricing Worksheet TE-1 Inv (REV1).

Q25. The formula in cell F65 on the Pricing Worksheet does not include cell F63 for Option Year 4 Over and Above pricing. Would the Government provide a revised Attachment 2 with this formula updated to include all Option Year 4 CLINs in the total?

A25. Yes, this amendment contains Attachment 2 Pricing Worksheet TE-1 Inv (REV1).

Q26. The RFO instructs Offerors to provide any prompt payment terms. Where should this information be provided within the Offerors response?

A26. Please include it as an attachment labeled prompt payment terms.

Q27. Are Offerors required to submit any past performance information other than the completed Attachment 4 - Past Performance Questionnaires (PPQs) to be submitted by the Past Performance Point of Contact (PP POC)?

A27. Only the PPQs are required to be submitted. See page 7 of the COMBO for the additional sources of past-performance that the Government will utilize in the determination.

Q28. FAR 52.212-1 Subparagraph (4) instructs Offerors to provide, “A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation” but page 3 of the RFO only refers to a Mission-Essential Contractor Services Plan (MECSP).

Are Offerors required to submit any information other than the MECSP for the Technical Evaluation Factor?

A28. No. The language stated above is mandatory language in the FAR Clause that may be requirement specific.

Q29. The notes at the bottom of the "Pricing Worksheet" tab reference 200 tons estimated to go to the Anchorage Transfer station, with a $39/ton tipping fee. This cost does not appear to be included in CLIN 0005, where only the 4,924 tons to the Anchorage Landfill are included. Is this in addition to the Landfill Tipping Fees in CLIN 0005? And in what scenario is the transfer station required for use?

A29. The estimated 200 tons to the Transfer Station is already included in the total. The Transfer Station is used when icy conditions of the roads exist, or muddy conditions of the landfill are excessive.

Q30. Landfill Access - Is there access to the Anchorage Regional Landfill from the internal road out of Ft. Richardson (Davis Hwy), or must the trucks exit the base and use Hwy 1?

A30. Trucks must exit the base and use Hwy 1.

Q31. It is stated that all vehicles must use state certified public scales, either "on- or off-base". Is there an on-base scale that should be used, or just the scale at the Anchorage Regional Landfill?

A31. There are no certified scales on base at this time.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
