About this file

This document contains a set of Questions and Answers related to a federal contract opportunity for the Demolition of Fuel Station and Tanks B9565. The key details are:

The solicitation requires the removal of two 2,500-gallon JP-8 underground storage tank systems, including associated equipment such as automatic tank gauges, fuel piping, and dispensers. Any voids left in the ground must be filled, graded, and hydroseeded. The maximum excavation depth is approximately 72 inches. The government estimates 150 cubic yards of petroleum-contaminated soil will require transportation and disposal. The onsite work is to be completed by October 31st, with off-site work allowed up to 180 days after the Notice to Proceed. Questions addressed details around the proposal validity period, paving and hydroseeding timeline, existing concrete thickness, and coordination requirements near the hush house building. The agency involved is the Department of the Air Force, Pacific Air Forces.

Question # Question Response

The Solicitation documents require a proposal validity date of 60 days and the POP is 180 days. The 60-day requirement would extend proposal validity to early September.

With the required preconstruction plans per the SOW and ADEC notifications this could push the execution into the late fall / early winter season. Would a 30-day proposal validity period be considered to ensure the contractor has reasonable time to plan, schedule and execute during the 2024 season?

The proposal validity period will remain 60 days.

With an unknown NTP date please confirm that paving and hydro seeding may occur in 2025?

If weather interferes with completion of the work within the period of performance, the contractor shall notifiy the Contracting Officer IAW FAR 52.249-10.

The execution of the project is to be completed in 2024 season. It is highly preferred that the paving is completed right away after the demolition in 2024. If paving is pushed to 2025 due to weather, temporary asphalt is still required in excavated areas to allow snow removal operations and to prevent FOD. The temporary fencing/security requirements will also apply in 2025 if the contractor has to return to complete work outlined in SOW. Temporary asphalt must be removed prior to final asphalt/concrete placement in 2025.

3 Can the USAF advise of the thickness of the existing UST ballast slab The thickness of existing UST ballast slab is unknown.

SOW Para 3.5.4 Please confirm that the government wants conduits removed all the way back to the electrical and control panels rather than abandoned in place below existing paving and concrete.

No underground conduit, or underground apparatus associated with the UST systems, fueling island, light pole, monitoring equipment can be abandoned in place. They must be removed back to source at electrical and control panels.

SOW 3.5.4 – Assuming the government requires the existing conduits to be removed back to B9565. Can the existing concrete thickness be provided for the existing concrete apron to the west of building 9565?

The exact thickness of concrete is unknown. Estimated between 6”-10” inches based on surrounding concrete pavements.

SOW Para 1.4 states “excavation to not exceed approximately 72 inches in depth”.

Please confirm that the contractor is only to excavate what is necessary to remove the tanks and associated underground apparatus. Additional excavating that may include chasing possible contamination is outside the current project scope.

Only excavate what is absolutely required to remove UST systems and associated underground apparatus. Statement "Excavation to not exceed 72 inches in depth." has been removed, see revised SOW. Use approximately 150 cubic yards of soil to be excavated for estimating purposes. Contractor must follow ABW Wing Form 3 requirements for excavating.

SOW Para 4.10 and 4.11 – Please confirm that the contractor is only responsible for transportation and disposal of Petroleum Contaminated Soil (PCS) generated from excavating as necessary to remove the tanks which is Estimated at 150 Cubic Yards per para 4.10.

The actual volume determined once soil is removed. Use approximately 150 cubic yards of soil for estimating purposes. Interested parties should use information provided by government and site visit to estimate total volume expected to be removed to accomplish SOW.
