Q1: Do the limitations on subcontracting as outlined in FAR 19.1505 apply to this contract, despite not being explicitly mentioned in the solicitation?
A1: The limitations as listed in FAR 19.505 do apply to this solicitation. An amendment has be posted on SAM.GOV to add the FAR 52.219-14 (Limitations on Subcontracting).
Q2: If so, should we assume that FAR 52.219-14 (Limitations on Subcontracting) applies to this contract?
A2: An amendment has been posted on SAM.GOV to add the missing clause.
Q3: If these limitations do apply, could you please confirm whether the requirement is for the EDWOSB concern to perform at least 50 percent of the cost of contract performance incurred for personnel with its own employees?
A3: This requirement is advertised with a Supply NAICS Code. FAR 52.219-14(e)(2) will apply.
(e) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for—
(2) Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract;

Q7. Will exceptions for night and or weekend work be made?
A7: Work in regular areas can be completed nights and weekends with prior coordination.

Q8: Can a 6-inch base cove be used throughout the building instead of mixed sizes throughout.
A8: Yes, a 6-inch base cove throughout is acceptable. An amendment has been posted on
SAM.GOV.
Q9: Do you have a preference on Rolled vs tile carpet?
A9: The requirement has been updated to require rolled carpet only. Tiled carpet will be determined to not meet salient characteristics. An amendment has been posted on SAM.GOV.
