CARPET REPLACEMENT
AT
BUILDING 9549 SIJAN AVE JBER, AK 99506
PERFORMANCE-BASED WORK STATEMENT

2 GENERAL INFORMATION
1. DESCRIPTION OF SERVICES: The contractor shall provide all management, tools, supplies, equipment, and labor necessary to operate and maintain.
1.1 PERIOD OF PERFORMANCE: Performance period for this contract will start no later than 30 Sep 24 and will run continuously until completion of all carpet replacement as specified by this document.
1.2 SPECIFIC REQUIREMENTS:
CLIN 0001 - Carpet and cove base replacement for building 9549, in the following areas:
1st Floor Rooms (7,347 square feet): 7, 9, 13, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54 and 123A
CLIN 0002 - Carpet and cove base replacement for building 9549, in the following areas:
2nd Floor Rooms (7,772 square feet): hallway, 206, 208, 209, 209A, 209B, 210A, 210B, 215, 217, 219, 220, 222A, 222B, 223, 225, 226A, 226B, 227, 228A, 228B, 229, 231A, and 231B
CLIN 0003 - Carpet and cove base replacement for building 9549, in the following areas:
1st Floor Southend Rooms (3,982 square feet): hallways, 14, 29, 30, 31, 32, 33, 34, 35, 36, 37, and 38

Work must be completed in phases to allow for continuity of operations. Phases of work are as follows:
1. CLIN 0001 - 1st Floor Rooms
2. CLIN 0002 - 2nd Floor Rooms
3. CLIN 0003 - Southend Rooms
Replacement carpet must be commercial grade, high traffic carpet and be blue in color no lighter that the current carpet in the building. Cove base from all walls will be removed and replaced. The contractor will be responsible for removing furniture in the designated areas, removing approximately two hundred (200) lockers in Room 14, and removing approximately one hundred sixty-two (162) theatre seats in Room 7 prior to installation. All computers and personal items will be removed. Furniture must be returned to offices in the original configuration. Lockers and theatre seating must be re-installed upon completion of re-carpeting in the original configuration. Disposal of all demolition debris shall be in accordance with state and federal guidelines.
1.2.1 Remove furniture (to include approximately two hundred (200) lockers in room 14, approximately one hundred and sixty-two (162) theatre seats on Room 7) prior to carpet removal. All furniture, theater seats and lockers will be replaced to their original configuration upon replacement of carpet.
1.2.2 Remove and dispose of existing carpet as necessary to complete the work described in this document. Disposal of all demolition debris shall be in accordance with state and federal guidelines.
1.2.3 Work in Building 9549 cannot be completed during federal holidays. Installation timeline will be coordinated with the facility manager and will require a minimum of 14 day notice to allow for preparation and removal of personal items. Work conducted in secure processing areas will require a military escort appointed by the Security Manager.
Due to ongoing operations the following areas will be unavailable for work:
1. CLIN 0001 - 1st Floor Rooms Unavailable: 13-30 August 2024 4-7 November 2024 9-13 December 2024
1.2.4 Provide a smooth, true, level plane for surface preparation of the carpeting as required, except where indicated as sloped.
1.2.5 Protect all existing furnishings, equipment, and finishes that are not scheduled for removal. Return all existing finishes to pre-construction conditions. Patch and repaint walls damaged during flooring removal/installation. Reinstall any removed door transition strips.
1.3 FINISHES
1.3.1 Provide and install new cove base to match new carpet. Height shall be 6” minimum or higher if required to cover existing glue area. The Government reserves the right to approve all cove base styles and colors prior to ordering.
1.3.2 Replacement carpet must be commercial grade, high traffic carpet and be blue in color no lighter that the current carpet in the building. Carpet must be rolled carpet.
Tiled carpet is not acceptable. See carpet sample photo on page 6 of this document for reference. The Government reserves the right to approve all carpet styles and colors prior to ordering.
1.3.3 Provide adhesives for flooring, cove base and accessories as recommended by the manufacturer and comply with local indoor air quality standards.
2 . GENERAL INFORMATION:
2.1 HOURS OF OPERATION: Contractor Personnel may work Monday-Friday 0800- 1630. Work outside of these hours may be authorized with prior arrangement and government approval. Work conducted in secure processing areas will require a military escort appointed by the Security Manager. Concessions are made for religious holidays, at the discretion of the US government, when it does not interfere with operations.
2.1.1 Emergency Services: On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours described above.
2.2 Removing objects from refuse for personal use is unauthorized. Contractor Personnel may request items through unit designee. Violations are grounds for termination.
2.3 At no time, without authorization, will a Contractor Personnel purchase any items from the local economy for any US Personnel.
2.4 Standards of Conduct: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander.
2.5 Security Requirements: Contractor shall adhere to current installation security policies. Work conducted in secure processing areas will require a military escort appointed by the Security Manager. All work in rooms 209, 209A, and 209B must be completed by United States citizens. No transmitting electronic devices are authorized in these areas.
3 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic life-saving and life support measures will be provided during the emergency.
