About this file

This document is an attachment containing the salient characteristics for a Blue Force unmanned aerial system (UAS) required for a federal contract opportunity. The key details are:

The Blue Force UAS must meet the following minimum specifications: service ceiling of 3,000m AMSL with an operational ceiling of 400ft AGL; maximum horizontal speed of 30 mph and vertical speed of 3 mph; capable of operating in temperatures from -7°C to 40°C and winds up to 25 mph. It must have vertical takeoff and landing, hover, altitude hold, GPS loiter, autonomous flight and landing capabilities. The required flight time is 45 minutes or greater while utilizing the attached payload. The UAS must have a 6-channel control functionality, a handheld control platform with HD video and drone power monitoring, and payloads including an RGB 4K camera and thermal camera. The propulsion system must be electric or hybrid with real-time fuel flow sensing.

The related federal contract opportunity is for the 673 SFS Blue Force Drone, solicitation number FA500024Q0038, issued by the Department of the Air Force Pacific Air Forces. The purpose is to procure a small UAS with CCTV and thermal imaging capabilities to aid in search and recovery operations at JBER due to the challenging terrain. Responses must comply with NDAA security restrictions for the DIU Blue List.

Text version

Requesting Blue Force unmanned aerial system meeting the following minimum characteristics:

• Service Ceiling:

o Maximum Service Ceiling: 3,000m (9,843ft) AMSL Due to topography in the areas surrounding JBER reconnaissance may require the drone to operate at great altitudes, even if operating within the FAA 122m (400ft) AGL limit. In instances when surveillance is being conducted to locate an unauthorized drone, which may not observe the FAA flight ceiling limits, the blue force drone will need to achieve a greater altitude.

o Operational Service Ceiling: 122m (400ft) AGL (FAA Limit)

• Maximum Speed: Required to intercept unauthorized drones and quickly move to surveil austere incidents o Horizontal: 14m/s (30 mph) o Vertical: 1.4m/s (3mph)

• Operational Environmental Conditions:

o Temperature: -7 degrees C - 40 degrees C o Wind Speed: 11m/s (25mph) o Rated to operate in light rain

• Must be capable of the following flight capabilities:

o Vertical Takeoff and Landing (VTOL) o Hover o Altitude Hold o GPS Loiter o Autonomous Flight o Autonomous Takeoff and Landing

• Flight Time:

o 45 minutes or greater while utilizing attached payload

• 6 Channel Functionality: Permits greater control for flight modes and payloads

• Control Platform o Handheld o HD real-time video viewing o Touchscreen o Drone Power Cell Monitoring

• Payload(s):

o Quick Release Mounting Bracket System o RGB Camera: 4K/3840x2160/30fps/pan 360 degree/tilt -45 to +135 o Thermal Camera: 320x256/9fps/45 degree FOV/2x zoom/pan 360 degree/tilt -45 to

+135

• Powerplant:

o Electric or Hybrid (gas/electric) If hybrid must have real time fuel flow sensing o Must retain 80% Available Capacity in operating temperature range o Engine Mode Status

Stop Idle Run

• Propeller Construction: Carbon Fiber (or similar ruggedized material to prevent damage during low temperature operations)

• Training:

o Can be virtual or in-person o Must cover the following training items:

Drone assembly and disassembly Troubleshooting common drone malfunctions Troubleshooting common battery malfunctions Troubleshooting common control unit malfunctions
