Solicitation No: FA500024Q0030 Project: Local Telephone Service Subject: Amendment for Questions and Answers
Questions / Answers:
The purpose of this amendment is to clarify and answer the questions submitted by the contractors.
Q1: Please confirm if an additional circuit to replace 2 PRIs at Zeamer Ave listed on PWS dated June 4th is needed?
A1: If the question is referring to JBER’s transition to SIP trunking, only two SIP trunks are required, as the users supported from the current government telephone switch located at building 5955 Zeamer Ave will be transitioned and receive VoIP services via the 673d Communications Squadron’s VoIP network.
Q2: Are the only 2 locations required listed on PWS June 24th version, correct?
A2: Again, if this is referring to SIP trunking, there is a requirement only for two SIP trunks terminating as requested in the PWS dated 4 Jun 24.
Q3: Please confirm that the RFQ and "Attachment 1" is requesting pricing for services as-is currently provided (legacy services)?
A3: That is correct, pricing is requested for legacy services as those services are still a requirement for the new contract.
Q4: Please confirm if the awarded service provider is expected to transition from legacy PRI to SIP without changes to its pricing structure?
A4: The government cannot speak for the vendor on how they might accommodate the transition. The government feels that until the SIP circuits are installed, tested and commissioned with actual call validation, the government doesn’t expect to be charged.
Q5: Please confirm that the total number of DIDs for both locations is 40,100.
A5: Yes, these 40,100 DIDs are for both locations of Bldgs. 10488 & 652 of PWS dated 4 Jun 24
Q6: What is the average total monthly usage in minutes for all locations based on a call volume of 84,469?
A6: Below is a sample volume for the month of April 2024:

Q7: Please confirm whether this requirement is for 192 SIP paths total for both locations or its 192 SIP paths per location.
A7: The number of SIP paths per service address location (as stated in para 2.1.2 PWS 04 Jun 24) should equal the combined total of legacy PRI/DS-1 paths.
Q8: Do we follow both PWS or just the most recent one dated 6/24?
A8: Those are two different Squadrons so you would follow both, which has it broken down and listed in Appendix 1 of each respective PWS.
Q9: How many DMARC addresses do you want the circuit delivered to – 2 addresses or 3?
A9: Two addresses for SIP trunking (Bldgs. 10488/652). Three locations for legacy PRI/DS-1 circuits.
Q10: And if main 2 addresses, then are you extending the wiring to Zeamer?
A10: Zeamer users will be supported via the 673d Communications Squadron’s VoIP enterprise network once the transition to VoIP is completed.
