About this file
This document contains questions and answers regarding a sewer pipe repair project at Arctic Oasis for the Department of the Air Force Pacific Air Forces. The project involves non-invasive repairs to cast iron drain lines ranging in size from 2 to 4 inches in diameter through the use of lining pulled through existing cleanouts and floor drains. Bidders are advised that building plans are missing details of half the plumbing layout but edits show fixture and drain locations. The work can be completed during normal business hours as other areas will be out of service and water to the left side of the building is separate. Prevailing wage rates do not apply as this is considered maintenance and repair.

Text version
1. Are there building blueprints or drawing that could be posted for reference on the layout of the piping needing repairs? To better estimate we hope to reference plans for this project.
The building plans we have access to are missing half of the plumbing layout, see attachment. I made edits showing the location of fixtures and floor drains, but it does not show pipe size or how the pipes run. There are 4-inch, 3-ich, and 2-inch cast iron drain lines.
1. How will we be able to complete the work during normal business hours, will the other users of the building be cut off from water as we are working as our repair will require 0 water down the line during the installation process.
Majority the areas they will be working in are out of service and not occupied, so users will not be cut off from water. There is another restroom and source of water on the left side of the building that does not tie into the damaged drain line. There might be a chance of working after hours if need be. The repairs should be done by non-invasive means, by pulling through the liner through existing clean-outs and floor drains, then inflated for curing in place 6-7 hours.
1. Are prevailing wage rates included within this contract?
No, this contract does not contain the service contract age wage rates as it is a maintenance and repair requirement and thus has been deemed to be exempt from the prevailing rates.
