1. DESCRIPTION OF SERVICES: The contractor shall provide all management, tools, equipment, and labor necessary to clean and coat the interior of the waste drain pipes to repair the cracks and leaking pipe joints at building 9497.
1.1 PERIOD OF PERFORMANCE: The contractor will complete the installation on site in 10 days or less.
1.2 SPECIFIC REQUIREMENTS: Clean and install pull in-place epoxy-saturated felt liner with an internal bladder inside the existing drain line on the North Side of 9497 consisting of the HAWC, Beauty Salon, and Sandwich shop of 4” cast iron waste drain lines at 240'. Also, conduct water testing of all toilets, urinal, and sinks to assure the water discharge is flowing freely into the 4” cast iron waste drain line that was treated with the pull in-place epoxy-saturated felt liner. The contractor must possess the applicable licenses to install the pull in-place epoxy-saturated felt liner. The Contractor will provide all personnel, equipment, supplies, tools, materials, and transportation necessary to install the pull in-place epoxy-saturated felt liner.
2 GENERAL INFORMATION:
2.1 HOURS OF OPERATION: Contractor personnel will perform the installation within the shop’s normal duty hours of 0800-1700 Monday - Friday and will not interfere with operations. Contractor is not required to work on Federal holidays.
2.2 Standards of Conduct: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander.
2.3 Security Requirements: Contractor shall adhere to current installation security policies.
2.4 GOVERNING DESIGN AND DOCUMENTS: The contractor shall be responsible for adhering to government facility standards in accordance to Department of Defense specifications and criteria are located at https://wbdg.org/ffc/dod, Air Force specifications and criteria are located at https://wbdg.org/ffc/af-afcec, and JBER Installation Facilities Standards (IFS) located at https://www.wbdg.org/ffc/af-afcec/installation-facilities-standards-ifs/jber-elmendorf-ifs
2.5 HEALTH/SAFETY: The Contractor shall develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of occupants, government facilities, property, and to provide a safe work environment for contractor personnel. The Contractor shall be responsible for compliance with AF safety guidance, OSHA and Alaska Department of Labor (AKOSH) standards. The Contractor shall maintain a clean and debris free site at all times. The Contractor shall keep driveways and entrances into and around the worksite clear at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The https://wbdg.org/ffc/dod.

Contractor shall minimize storage of materials and equipment on site. Contractor staging area to be identified by the users. The contractor must control fugitive emissions (dust particles, aerosols, and gaseous by-products) from activities, processing, and preparation of materials at all times. Burning without the consent of the CO and Environmental Management is prohibited. Contractor must comply with the JBER Contractors Fire Safety Guide and contact the JBER Fire Prevention Office, 384-5555, prior to any hot work being conducted.
2.6 ENVIRONMENTAL CONTROL: The Contractor must comply, and assure that all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, policies and standards related to environmental matters. Where applicable, the Contractor must use environmentally safe products during completion of their project. The Contractor must maintain, in company vehicle on site, Safety Data Sheets (SDS) for all chemicals. A copy of all SDS will be provided to the CO/COR. The SDS data is subject to random checks by the government. Contractor must maintain, and provide on demand, an inventory of materials being brought on the Government facility.
The Contractor must complete, and provide on demand, monthly inventories of hazardous materials (HAZMAT) used, including but not limited to solvents, paints, degreasers, greases, refrigerants/coolants including ozone depleting substances, and oils brought on to the Government facility. If the Contractor spills or releases any HAZMAT or other substance contained in 40 CFR 302 into the environment, the Contractor must immediately call 911 and ask to be connected to JBER Fire and Emergency Services followed by a notification the CO/COR. The Contractor is responsible for all costs associated with clean-up and restoration, including any applicable fines and/or penalties. The Contractor must maintain a spill plan as required by federal, state, and local laws and regulations. The Contractor must maintain spill response equipment in company vehicles and other work site locations where there is potential for a HAZMAT spill.
2.7 SPECIAL QUALIFICATIONS: The Contractor will be licensed in which the work is conducted to provide the services specified in this contract.
3 SERVICES SUMMARY: The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

4 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment, fuel, personnel, utilities, or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
