Solicitation Questions Section B
1. Will we need to create a separate technical volume for each Area of Interest? Or should these be combined into a single response using the same Technical Volume (i.e., responding to 2 areas on a single white paper/PowerPoint)?
Yes, a separate Technical Volume should be submitted for each Area of Interest.
2. Is a proof of concept (POC) or pilot solution eligible for award to demonstrate feasibility of a technology or solution in the field?
It depends, if the proof of concept or pilot program is a viable solution to the area of interest (AOI) and meets the evaluation and basis of award criteria outline in the CSO.
3. If we have a working solution that spans two Areas of Interest, would it be eligible for an award up to $300k (up to $150k per Area of Interest)?
The estimated cost should be submitted separately for each AOI. Award eligibility will be evaluated in accordance with the evaluation factors outlined in the CSO.
4. Is this CSO and subsequent award related to the Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) programs?
While the CSO leverages practices and processes similar to the SBIR and STTR programs they are not identical. The CSO is driven and authorized by Class Deviation 2022- O0007, which supersedes Class Deviation 2018-O0016 and Section 879 of The NDAA for
FY17.
