Cranes and Hoist Industry Questions and Answers
In the event we have to use water bags for load tests, will water, hoses, and drainage will be provided for all cranes 15ton and above?
The only thing provided by the government is a back flow preventer attached to the nearest hydrant.
Per PWS 1.10 “The contractor must utilize its own equipment and weights for all weight load testing.”
Paragraph 1.6 – Services - 1st sentence states that we must perform "repair". How are repairs being funded? At this time we don't know what repairs are needed, therefore costs are unknown for Labor and Parts.
This is a firm fixed price contract and should be bid accordingly.
Historically there have been an average of 10 repair work tasks per year on FT.
Richardson with an average cost of $2,500 per task including parts and labor.
Paragraph 1.12 – Repair - 1st sentence states that "contractor shall ensure cranes and hoists on Ft Richardson are repaired"... If we are responsible for all the repairs, who is performing the repairs. Are all cranes on Ft. Rich currently functioning and no repairs are needed? We just need clarification on that please.
The contractor is responsible for load testing and certification of Cranes and Hoists on Elmendorf AFB (JBER-E) 773 CES will preform repairs on cranes and hoists located on this side of the installation.

Will cranes over 7.5T, that do not pass the load test be repaired within 24 hours, so demobilization and remobilization of weights won't be necessary?
The repairs on FT Richardson will be completed by the contractor. Repairs within 24 hours are authorized as facility schedule allows.
The repairs on Elmendorf will be completed by 773 CES shops and can be expected to exceed 24 hours.
