MEMORANDUM FOR RECORD

SUBJECT: Questions and Answers for Solicitation # FA500022Q0023-Demo Building 8124

1. How are contractors to quantify asbestos and other hazardous materials without building survey information available prior to the bid effort?

Answer: The Government currently has no recent survey information for this building. It is assumed that 100% of the building may contain asbestos and/or other hazardous material which the contractor will be responsible for after award. After award, the contractor is required to complete hazardous materials and hazardous waste survey for building 8124, including testing, test reports and identification of all hazardous containing materials and lead containing materials that exist, as well as remove and properly dispose of all hazardous materials and hazardous waste, including but not limited to, asbestos and lead-containing materials, fluorescent bulbs, ballasts, glycol, thermostats and other reportable materials in accordance with the JBER SUPPLIMENTAL HAZ-MAT SPECS, local, state, and federal regulations. Offeror’s proposed pricing shall be inclusive of all asbestos and hazardous material testing, identification, removal, and disposal associated with this project.

Additionally, while not required, offerors are able to sample areas prior to submitting a proposal at their own expense and discretion. Prospective offerors were allowed to conduct sampling during the site visit held 9 March 2022. A subsequent opportunity for sampling will be held Tuesday, 22 March 2022 at 11:00 AM AKST. To attend, please provide notice of attendance to Jazmine McWilliams, at jazmine.mcwilliams@us.af.mil by no later than Monday, 21 March 2022 by 2:00 PM AKST.

2. Is it expected that each contractor complete a full hazardous material and hazardous waste survey, in order to properly prepare their bid? Will the cost to prepare this survey be reimbursed to each contractor, if the contractor is not the successful bidder?

Answer: There is no expectation that each offeror complete a full hazardous material and hazardous waste survey prior to contract award. The Government currently has no recent survey information for this building, and so it is assumed that 100% of the building may contain asbestos and/or other hazardous material which the contractor will be responsible for after award. The ability to sample the site is available to contractors at their own expense and discretion, and is not a requirement of the government to submit an offer in response to this solicitation. Any costs associated with preparing response to the solicitation will not be reimbursed to offerors including costs of sampling and/or testing.

3. Has a hazardous materials and hazardous waste survey already been completed for this building? If so, can this be provided to prospective bidders?

Answer: There has not been a recent survey done for this building. Any historical testing and analysis has been included within the attachments for solicitation FA500022Q0023 Amendment 0001.

4. Would the Government consider adding unit rate pricing for the hazardous material quantities?

Answer: We are not looking to add unit rate pricing for hazardous material quantities for this contract.

5. Did you have piping documentation for the crawl area?

Answer: Yes, you will find piping documentation provided within the attachments for solicitation FA500022Q0023 Amendment 0001.

6. The “As-Builts” provided with the RFP, only show schematics of utilities outside of the building perimeter without details regarding the infrastructure, i.e. – water or sewer line size and type. QUESTION: Will structural, mechanical, or electrical as-builts be provided, which include the foundation/crawlspace?

Answer: As-builts from 1953 are provided within the attachments for solicitation FA500022Q0023 Amendment 0001.

7. Please provide curb detail and quantity.

Answer: Approximately 140ft of type 2 (MOA) curbing to match curbing on either side of the parking lot: https://www.muni.org/departments/project_management/pages/mass.aspx

8. Will the building be vacated for destructive sampling of suspected hazardous materials?

Answer: Yes, the building will be vacated NLT 10 days post NTP.

9. Please provide information on when the building will be unoccupied.

Answer: The building will be vacated NLT 10 days post NTP.

10. Will there be an additional site visit to allow all contractors access to attic and crawl areas?

Answer: A subsequent opportunity for sampling and access to the site will be held Tuesday, 22 March 2022 at 11:00 AM AKST. To attend, please provide notice of attendance to Jazmine McWilliams, at jazmine.mcwilliams@us.af.mil by no later than Monday, 21 March 2022 by 2:00

11. Will the Government consider accepting Previously Completed PPQ’s or CPARS for use in section 4. PART IV- PAST PERFORMANCE?

Answer: We ask that submissions align with the instructions indicated in FAR 52.212-1 Instructions to Offerors--Commercial Products and Commercial Services (Nov 2021) ADDENDA Section B. Specific Instructions, 4. PART IV- PAST PERFORMANCE. The PPQ and Past Performance Cover Letter are included within the attachments of the solicitation. The PPQ is to be completed by the POC for each project and returned from the POC who completed the PPQ to the government. PPQs are not to be returned by the offeror. Evaluation ratings in the Federal Past Performance Information Retrieval System (PPIRS), if available, and any data independently obtained by the government such as CPARS may also be evaluated.
