CHANGE OF OCCUPANCY MAINTENANCE SERVICES – RFQ QUESTIONS

1. Per the CLIN 003 for interior painting. Is the square footage listed based on the square footage of the facilities or on the actual wall space to be painted?

Wall space

2. Per the CLIN 003 for interior painting. Does the government anticipate a change of color schemes in the rooms during the life of the contract?

No

3. Per the PWS Section 2 COM, use of supplied government parts. For replacement of switches etc., How much notice will be needed to de‐energize the system before the work can be performed?

There is no requirement to replace switches only cover plates so there should be no need to de‐ energize system.

4. Spec Item 1.2: If the contractor is not responsible to replace carpets or blinds or respond to service calls, how will possible coordination work with whoever is performing those functions?

This will be internal coordination that will happen outside of and separate from the contract.

5. Spec Item 1.2 & 1.3: If total downtime is not to exceed 6 calendar days, does that account for possible delays caused by other components of a COM such as carpet replacement or other repairs outside of this scope?

Any downtime from anything outside of the contract will be separate. Any work outside of the contract that needs to be done will be coordinated internally and completed before or after the contracted work starts or finishes.

6. Spec Item 2.0: Does cleaning of rooms include blinds?

Yes

7. Spec Item 2.0: Do all COMs include both painting and cleaning?

Yes and No. While all COM task orders will include cleaning and painting CLINS, not all rooms included in the task order will require paint. IAW section 1.1 of the PWS, the Contractor will be provided with an AF Form 1219 that will annotate what COM services are required for each unit/room. When a unit/room requires painting, the Contractor will be issued a Paint Sheet

(Appendix D) stating what areas of the unit/room will be painted.

8. Spec Item 2.0: Does cleaning of bathroom and kitchen areas include small appliances in kitchens such as microwave oven interiors?

9. Spec Item 2.0: If a kitchen or bath cabinet/fixture needs repair, is this included within the scope of the contract?

10. Spec Item 2.0: What is the result if the contractor is not able to get stains out of the carpet using industry standard practices?

As long as it meets 2.3 CLEANING REQUIREMENTS, it will be on the Government to do anything further. Additionally, IAW section 1.1 of the PWS, the COM inspection sheet will detail all services required to be accomplished inside the dormitory units. The Contractor will be responsible for conducting a COM inspection to validate AF FORM 1219 requirements. If other deficiencies exist other than what is documented on the AF FORM 1219 the Contractor will notify the COR prior to performing services.

11. Spec Item 2.1: Does painting include bathroom and kitchen areas on all COMs?

Same requirements as 2.1 but will only be accomplished when identified by the Government

IAW section 1.1 of the PWS.

12. Spec Item 2.0: Is the responsibility for repair or replacement of appliances within the scope of this solicitation?

13. Spec Item 2.1: Are paint colors provided to the contractor for matching?

14. Spec Item 2.1: Are comparable paints to “Duron Pro Coat” allowed as the Duron company no longer exists?

15. Spec Item 2.1: What size hole is within scope for patching walls, nail holes? When is a hole incidental to the painting of the room and when would it be referred as a service call to be repaired outside the scope of this solicitation?

Pin/Nail Holes, anything larger would be repaired outside of and separate from contract.

16. Spec Item 2.3: Does drying time for carpets count against the contractor’s allowed 6 days for a

COM?

17. Spec Item 5.3: Is the contractor responsible for initial entry to rooms for COMs and responsible for maintaining security of rooms during the COM process?

Government will provide initial entry and then the Contractor will be responsible for securing rooms during COM process.

18. Spec Item 9: Are standard size vehicles allowed in the housing area to perform COMS? Is parking made available within close proximity to areas to be serviced?

Yes, facility managers will make arrangements for parking.

19. Appendix A item 2: Is the estimated annual quantity that is provided the total area of cleaning necessary for all COMs per year? Why is this dramatically less than painting square footage quantities?

This is the total number of units and not square footage. This is a typo in the PWS that will be corrected to annotate rooms instead of SF for this item.

20. General: Is the contractor provided a laydown area on base for storage, shop operations and management functions?

21. General: Is there an existing or previous contract for performance of these services? If not, were these performed by Government personnel?

No, there is not an existing or previous contract for these services. Yes, the Government performed these services.

22. General: Are sizes of bathrooms and fixture counts available where applicable?

Bathroom square footage provided in Appendix B, assume 1 towel, toothbrush, and toilet roll hanger per bathroom.

23. General: If the contractor intends to utilize electric vehicles such as golf carts, are charging areas provided on base as Government Furnished Facilities and utilities?

Must meet Section 9 requirements of PWS. Would need to know specific electrical requirements of vehicles.

24. General: Does the Government have on‐base facilities available for the disposal of paint?

Must be in accordance with the JBER Environmental Protection Specifications.

25. General: Is additional time allowed for COM completion in heavy periods such as June and

December when historical quantities increase by as much as 50‐60% above normal?

26. Attachment 1 CLIN Schedule: Are prices for line Items 1 & 2 to be inclusive of all services? If so, why is painting a separate line item (CLIN 0003)?

Painting is a separate CLIN because not all units/rooms will require painting. Reference response to question 7.

27. General: Were any of the dorms built before 1978?

Yes, all renovated after 1978.

28. General: Do any of the rooms have lead or asbestos in them?

Bldg. 55 will be remediated during current renovation project, otherwise none are known to have lead or asbestos. There is no requirement to remove or scrape existing paint in rooms.
