FXSB 17-2815 Repair Install Arctic Package Generator Bldg. 7079, JBER, AK
Questions / Answers (with attachments):
Q1. SOW 3.3.1 Calls for a slab on grade with steel reinforcing. Is steel mesh acceptable for reinforcement? What is the desired slab thickness?
A1. No, steel mesh is not acceptable for reinforcement, steel reinforcement shall be #5 rebar @ 12” O.C. each way at top and bottom. The slab thickness shall be no less than 12” in thickness.
Q2. SOW 3.4.1 States contractor must relocate all conductors and utilities in this location if deemed necessary. What utilities will the contractor be responsible to move?
A2. After locates, you may prefer to relocate the head bolt heater outlets, or demolish them, we will approve accordingly.
Q3. SOW 3.4.25 Requires the contractor to support the lift station with power during all power outages. Is the contractor required to provide a backup generator in case of utility outages throughout the project duration?
A3. Yes, the Contractor shall provide a backup generator during power outages; the lift station is only 1000 gallons and fills up fast and floods the dorms rather quickly.
Q4. SOW 3.4.26 Calls for a ION 8650 smart meter to be installed on the lift station. Is it acceptable to attach the new meter to the back of the existing equipment rack?
A4. Yes, where it is visible and not hidden.
Q5. SOW 3.4.14, States to use a 3rd party Commissioning person. Is it acceptable to have the generator supplier do the commissioning? This may be a manufactures warranty requirement.
A5. The generator supplier can do the testing and warranty confirmation work, but they have to hire a third party to do the final commissioning. We just did this on Fire Station #1 (FS1).
Q6. Contractors and sub-contractors are in the thick of the bidding season, with multiple projects bidding all at the same time. Please consider a two week extension for this one. This will allow for more competitive and complete proposals to the Government.
A6. The proposal due date will be extended. Proposals will be due no later than 06 July 2021 at 12:00 PM (AKST).
Q7. Can the Generator Building be located in front of the existing lift station location in the parking lot? How many parking sites can be utilized for the new arctic package generator?
A7. After locate clears the area, yes in the parking spaces and not in the road. The enclosure size will dictate how many parking spaces will be required, we anticipate a minimum of two but will approve more if needed. A recent example of an arctic package generator installation on Base is at Fire Station 1 which contains an 80 kW gen set, since the gen set required at this location is 20kW in size, the enclosure will most likely be slightly smaller.
Q8. SOW 1.3 for this design build the only drawings contractor is required to provide and submit are the 100% design drawings and specifications? Please clarify.
A8. Yes, 100% design with PE stamp. If the Contractor modifies the AF Form 66 and submits the design at 65% and 100% we will accommodate.
Q9. SOW 3.4.2 only a 100% design and specifications need to be provided with a stamp from an electrical engineer PE stamp?

FXSB 17-2815 Repair Install Arctic Package Generator Near Bldg. 7079 Lift Station Attachment 2 – Questions and Answers (with attachments)
A9. Yes, this is a small design, if Contractor modifies the AF Form 66 to 65% and 100% design submittal we will accommodate.
Q10. SOW 3.4.4 contractor power study of the exterior lift station feeder service. Is this just the feeder service built for the lift station equipment or does this include building 7079 service? Because of the feeder from existing Panel Mech in Dorm that feeds the lift station?
A10. The study is for the load of the entire lift station. See attached Government load study. The Contractors shall do their own study per the Statement of Work (SOW).
Q11. SOW 3.4.4 it was stated at the site visit that contracting has already preformed a power study to confirm the 20KW generator size. Is it the intent to have the contractor preform one more power study for confirmation on the 20KW generator per SOW 3.4.12 generator sizing calculations?
A11. Yes, the Contractor is to perform one more power study.
Q12. SOW 3.4.8 says complete tracing of all circuits. Does this mean all branch, feeder, or just the feeder circuits contractors are modifying at the lift station from existing Panel Mech in Dorm?
A12. Just the lift station feeder circuits Contractors are modifying. You are supporting the entire lift station electrical panel. See attached pictures.
Q13. Is the 72-hour day tank the only fuel tank needed or is another external tank needed also?
A13. Yes, the 72-hour day tank is the only fuel tank needed; all designs received on JBER have become 72-hour belly tanks.
Q14. Section 3.4.11 and 3.4.16 list some features of the new walk-in arctic diesel generator enclosure and references UFC and AFI requirements but does not appear to address enclosure features specific to walk-in arctic rated modules. Is there a UFGS specification which addresses the arctic modules envelope insulation requirements, exterior painting specs/color, automatic louver, snow hoods for enclosure air intake and air exhaust openings, engine exhaust thimble and other features to meet the government’s expectations of the “walk-in arctic” requirement?
A14. Such enclosures have been made for some time now, and have been delivered on JBER as recent as June 2021 recently Fire Station #1 (FS1), they fit the generator like a glove, and the local USA generator companies have such information for our local environment. The features you mentioned in your question are part of the enclosure yes. This is part of your design build that you submit for Government approval.
If it is necessary for the Contractor to do a site visit to FS1 and see a similar final product, we will arrange it through the Fire Chief and the Contracting Office. Please do not try to enter or walk near FS1 generator without permission, you may drive by and look at it only.
Q15. SOW 3.4.11 tells us to install a 20-kw generator. Are load test items 3.4.4 and 3.4.12 necessary if we already have the generator size?
A15. Yes, the Contractor expert load-study is appreciated and welcomed; if it does not match the Governments’; we will then have a meeting and discuss the differences, etc.
Q16. SOW 3.4.13 network monitoring of the EMCS to communicate with the JBER EMCS server a fiber optic connection will be needed for transmission.
• Please identify what location contracting would like contractor to establish this fiber optic connection?
• Is the equipment already provided for this connection in the existing communication vault/room to support the EMCS fiber connections and CAT 6 connections?

A16. We really have no preference where the fiber tie-in be made, however, please see the attached excerpt regarding the current communication line routing on the lift station site. There are comms (green line) that run almost right over the lift station site (indicated by dashed box) with comm racks in 7079 being the closest facility.
Q17. SOW 3.4.13 Generator and transfer switch must be capable of network monitoring for EMCS. What does the existing control panel require for connection to the new generator and transfer switch, Mode Bus, RS-485, ethernet, point to point, etc.?
A17. Per SOW-3.4.13 . . .
The connection point is two-wire Modbus RTU for both the switch and generator. The manufacturer shall provide binding points upon initial installation. Contractor shall connect to the JBER EMCS server accomplished by Meridian Systems Inc. Via RS-485 Ports, gateways and fiber optic transmission. Contractor shall provide/program a list of point to monitor “See attached Generator Points screen shot 4 sheets”.
Q18. SOW 3.4.16 addresses some of the arctic enclosure requirements and concrete foundation scope. Please provide what design requirements for R-Value, Structural, Minimum and Maximum Sizes?
A18. This is a 35% design you are to complete the rest including any additional UFC specs required, size has to fit the generator and ATS and have enough safe working space room per code. In addition, must meet OSHA requirements per the specs you received. This is the standard type enclosure that the Contractor has provided on JBER before similar to
DWG E 501.
Q19. SOW 3.4.16 calls out to reroute access road and re-grade site to drain away from structure. Is the intent to build an access road to the arctic enclosure and slope away from arctic enclosure so that water will drain into parking lot drain area?
A19. The intent is not to build an access road to the arctic enclosure but is to slope the surrounding surfaces away from the arctic enclosure so that water will drain into the parking lot drain area.
Q20. SOW 3.4.18 enclosures and all apparatuses in project shall be compatible to withstand Seismic Zone 5 Areas. Is seismic design required by a seismic design engineer?
• Is this for the concrete foundation and the new generator enclosure?
A20. The design of this enclosure is for Anchorage, Alaska; usually have had a seismic Engineer approve it. The walk-in enclosure cannot fall apart if we get another 7.0 earthquake, because if it does fall apart, then this will be noted as latent design deficiency. Yes, this is for both the concrete foundation and the new generator enclosure.
