DEPARTMENT OF THE AIR FORCE

HEADQUARTERS, 673D AIR BASE WING

JOINT BASE ELMENDORF-RICHARDSON, ALASKA

3 SEP 2020

MEMORANDUM FOR 673 CONS/PKA

FROM: 673 CONS/PKA

SUBJECT: Questions and Answers for Solicitation #FA500020R0057, Earthquake Repair, Bldg 11551 & 8681

For Building 11551:

1. Expansion Joint Infill is not reflected on the plans. Will the Government be providing this information or amending the provided drawings package to show this information?

A: Expansion Joint Infill, presumably for the two CMU infilled openings on the west side exterior wall, is out of scope of work as condition of infill is not a resultant of the earthquake.

2. Please note that due to the age of the building and the type of paint used in many of the locations of repairs, there will be no way to match the new paint to the old paint. The repaired sections will be obvious. Please provide information as to what will be an acceptable level of quality considering there may be no match.

A: This concept is understood. Scope of Work language includes “painting to match” which is intended to mean a best match to the original color outside the area of repair. The AF 66 Schedule of Material Submittals, line 9 is requesting a “color selection” intending to mean a paint sample chip.

3. The RFP drawings show approximately 70 cracks; however, we note that there are at least 13 more cracks than what shown on the drawings. Will the government provide a final number of cracks to be addressed and costed, or will contractor price be based on the set number of cracks specified?

A: The Solicitation amended drawing set illustrates and notes the additional cracks to be repaired.

4. The Statement of Work states that lead paint was discovered; however, there are no quantities or details. Will the government provide all associated reporting with survey information concerning the presence of lead paint and/or asbestos containing materials (ACM)? If not, will the government confirm the contractor should assume lead paint and asbestos in every location where repairs need to be made to plan/price abatement?

A: The proposal should be based upon any testing/ information provided within the Statement of Work and supplemental documents. No additional testing is anticipated to occur prior to close of this solicitation. The proposal should account for any additional testing that the contractor deems necessary. An option CLIN will be added to the solicitation to account for an estimated sq.

footage of hazardous material and will only be exercised/ negotiated if needed to be exercised based upon additional findings of hazardous material. The Option CLIN will be included in consideration of Total Evaluated Price.

5. Ceiling tiles for the ACT have not been tested. Will it be addressed in the documents?

A: The proposal is to be submitted based upon the information provided within the statement of work, drawings, and other corresponding documents, including the testing results provided.

6. Is the second-floor corridor wall fire-rated for through penetrations, if so, please confirm the rating level to ensure any fire-proofing is provided to the same level.

A: Fire-proof to a 2 hour rating.

7. Is there any access/security clearance requirement to perform the required work at the intelligence oversite monitors area? Will the contractor be required to provide cleared personnel?

If not, will the government provide escorts during work activities?

A: The government will provide supervision/escorts for contractor personnel as needed if work is to be completed in an area where access/security clearance is required. Contractor personnel who is cleared with a pass to access the base, is able to be escorted within the areas of this requirement.

8. The RFP stated that contractors are responsible for moving furniture; however, during the site walk, the CES and the building facility managers stated that furniture and equipment will be moved by the Government. Please confirm this assertion.

A: Based upon the facility manager’s agreement, any of the furniture or equipment maintained by the facility will be moved away from work area if possible.

For Building 8681:

1. The specifications say the contractor is responsible for moving equipment; however, the Maintenance Sergeant stated during the site visit that all furniture and equipment would be relocated by the facility per contractor request. Please confirm or direct for costing under the proposal.

A: Based upon the facility manager’s agreement, any of the furniture or equipment maintained by the facility will be moved away from work area if possible.

2. Please confirm that work will not be permitted during aircraft maintenance activities. Will there be any advance notice for work stoppage in consideration to the maintenance activity?

A: Work will not be permitted during aircraft maintenance activities as deemed by the facility manager. There may be short notice of work stoppage due to unexpected aircraft maintenance requirements. There will be sufficient time from notification for the contractor to secure and clean the area.

How should the proposal schedule reflect this potential and the corresponding budgeting account for cost due to the work stoppage?

A: The proposal pricing should reflect the pricing of the project based upon the work indicated within the statement of work and corresponding documents. This is a firm-fixed price contract, and any additional costs not accounted for in the initial proposal is not anticipated to be accounted for as an additional cost to the contract after award. Please provide pricing that accounts for all anticipated costs. The evaluation of pricing will be based upon Total Evaluated Price of the project, as a fixed price of the contract award.

3. Can the contractor use gas powered man-lifts or will electric be required.

A: Per the site visit, the Facility Manager stated that the bay area has its own ventilation system and that gas-powered or electric equipment is suitable to operate in the area.

4. During the site walk it was discussed that the solicitation due date of 9/4/2020 by I 0:00 am would possibly be extended due to all the pending questions. Please confirm if the date will be extended.

A: Based upon the changes within the statement of work, drawings, and clarification of questions, it would be in the best interest of the government and interested to extend the solicitation. Please see the solicitation and/or corresponding amendments for details.
