PERFORMANCE WORK STATEMENT
FOR THE
QUARTERMASTER LAUNDRY FACILITY CHEMICALS AND SUPPLIES
(AUGUST 2019)
673 FSS/FSVA
JOINT BASE ELMENDORF-RICHARDSON, AK
1. BACKGROUND
The 673 FSS/FSVA Quartermaster Laundry Facility (QLF) operates an industrial sized laundry plant consisting of, but not limited to:
a) Milnor Continuous Batch Washer System (Model MDCBW Quantity: 1)
b) Milnor 8 Module Tunnel (Model: 76028L5F Quanity:1)
c) B&C Technologies Washer 475lbs (Model SA475 Quantity: 1)
d) Unimac 80 lb Washer (Model UWN080T3VQUD01 Quanity:1)
e) Unimac 75lb Washer (Model: UX75PVQU70001 Quanity:1)
f) Unimac 35lb Washer (Model: UW35PVQU80001 Quanity:1)
g) Unimac 45lb Washer (Model: UWN045T4VXU4D02 Quantity: 1)
h) Unimac 135lb Washer (Models: UX135PVQU700001/ 600001 Quantity 5)
The washers are located on the Wash Deck side of the plant and require a direct injection of the chemical wash formulas into the machines. The Government requires the Contractor to provide chemicals for operation of the 11 machines. The requirement is currently provided through one contractor-owned direct injection system. The chemical distribution system must be located in the Southwest corner of the plant in a secure area (already provided by the Government) to limit any access by untrained individuals. The Contractor shall install all equipment and parts from the room in the Southwest corner of the QLF to each of the washers listed above.
The Contractor shall own and maintain the distribution system. Preventative maintenance on the distribution system shall be in accordance with the manufacturer’s recommendations.
Purchase of and installation of replacement parts for the chemical distribution system shall be the responsibility of the Contractor. The Contractor shall respond within 45 minutes for work orders which prevents the government from continuing operations. In addition to supplying chemicals for the 11 washers, the Contractor shall provide additional chemical and laundry supplies in the minimum and maximum quantities listed on the Chemicals and Supplies Inventory spreadsheet.
The QLF processes and cleans approximately 4 million pounds of laundry items per year.
The QLF is the sole U.S. Government agency that provides laundry and dry cleaning service to all eligible Federal and Military entities in the State of Alaska.
2. OBJECTIVES
2.1. Coordinate removal of current chemical distribution system by the current contractor, including subsequent parts, and replace with a new system.
2.2. Old chemical distribution system and subsequent parts will be removed by the previous Contractor.
2.3. The Contractor will provide an automated chemical distribution system at the QLF to distribute chemicals in the current washing machines. The chemical dispensing systems must have a PC based data management system that can provide the government production, cost and laundry plant efficiency data and able to generate reports that can assist with government laundry plant operations and government employee management. The chemical dispensing systems must be able to develop customized wash cycles based on linen classifications. Examples of linen classifications unique to the Military are Multi- Camouflage (OCP) uniform, Combat organizational gear (TA-50), Chef Whites, curtains, OCP Tactical Vests, Hospital scrubs and bed linens, shop rags, coverall, hotel linens, Parkas, sleeping bags, duffel bags, Honor Guard Uniforms, and tactical backpacks.
2.4. Chemicals used by the chemical distribution system must be compatible so as to not void the manufacturer’s warranty.
2.5. The Contractor will own, repair and maintain the Data Management System and Laundry Chemical Distribution System. Scheduled maintenance shall be coordinated with the Laundry Manager and performed at the Contractors discretion. At least monthly the contractor will perform preventative maintenance, record and monitor chemical levels, calibrate chemical delivery to washing machines, and check for proper operation. The Contractor shall report all equipment issues to the management and maintenance personnel of the QLF.
2.6. The Contractor shall perform tests on all chemical distribution systems to ensure chemicals are properly and evenly distributed to the 11 machines.
2.7. The Contractor shall provide all necessary materials required, training and updates, provide extended warranty on equipment and parts installed.
2.8. All commercial laundry chemicals and supplies shall be stocked by the Contractor in Anchorage, Alaska so that when re-supply is needed, the chemicals and supplies are available for next day delivery. The Contractor shall also maintain JBER access credentials.
2.9. Please refer to the attached Chemical and Supplies Inventory for a complete listing of the chemicals and supplies that the Contractor shall provide.
3. CONSTRAINTS
3.1. Due to the nature of the QLF’s scope of responsibility and operational mission, the Contractor shall install the new chemical distribution system and subsequent parts over a weekend not to exceed 4 calendar days.
3.2. The Contractor shall have trained technicians available and able to respond within 45 minutes after contact with QLF concerning any problems with the chemical distribution system Monday- Friday from 0500hrs to 1600hrs (5:00AM to 4:00PM).
