Attachment 4, Proposed Task Order Issuance Procedures

TASK ORDER ISSUANCE PROCEDURES

*The purpose of this document is to illustrate the proposed procedures for issuing task orders under the contract(s) awarded resulting from this solicitation. This is not a publication of a finalized process for task order issuance. The Government reserves the right to modify these procedures at any time; however, fair opportunity will continue to remain a priority when proposal requests are issued.

(a) Initial Awardable Task Order. Upon award of the IDIQ(s), the Government will award the initial task order(s) which may include all, some or none of the items priced by Offerors in solicitation Attachment 2, Price Reference Sheet.

(b) Subsequent Task Orders will be issued by the Contracting Officer to contract holders for the remainder of the 5-year ordering period under the IDIQ contract(s). Only those awarded an IDIQ contract as a result of this RFP may compete for subsequent task orders.

(1) A Task Order Proposal Request (TOPR) for each new requirement will be sent by email to the contract holder(s). Fair opportunity will be provided under each TOPR to the maximum extent practicable. The Government may request proposals with no assurance of funding and provide no assurance that task orders will be issued.

(2) Each contract holder will respond with a proposal that complies with the PWS and TOPR requirements within 10 calendar days or within the timeframe specified in the TORP.

Unless otherwise specified, the TOPR response will be due the first business day following the 10th calendar day. Pricing submitted in response to each TOPR shall be valid for 90 days after submission.

(3) Proposals will be reviewed for compliance with the requirements within the PWS and

TOPR.
