(1) Contracting Activity:

(2) Nature and/or description of the action being approved:

This is a new order for a firm-fixed price delivery order under the AFWAY/NETCENTS-IDIQ contract, using appropriated 3400 (Operations and Maintenance) funds in accordance with FAR 11.105(c) & FAR 16.505.

(3) Description of the supplies/services required to meet the agency's needs:

Three (3) high performance HP Z240 Mini-Tower Genetec client workstations:

Intel i7 (6th Gen) 6700 / 3.4GHz (4GHz) (Quad-Core) 8MB Cache

16GB DDR3 SDRAM

256GB HP Z TURBO DRIVE G2

DVD±RW (±R DL) / DVD-RAM

Sound card Gigabit Ethernet Network adapter Intel HD Graphics 530

GEFORCE GTX 1060 6GB GRAPHCS CARD

Microsoft Windows 10 Pro Additionally, will provide a 27" monitor with keyboard and mouse and install the Genetec Security Center client software prior to delivery. The above price must include shipping to Anchorage, AK (JBER) and a one year warranty.

One (1) Genetec Directory Server

The new server will be built to accommodate future expansion of the Genetec video system and will manage and store video for up to (20) LPR cameras and provide at least 120 days of archived video. The new server will come equipped with E5 processors, 24GB of RAM, 10TB of usage storage, Windows Server 2012, and full version of SQL. AFS will install the new server in the existing security equipment rack, program and configure the server with Genetec, and discover the existing LPR cameras.

Additionally, AFS will upgrade the server software and the existing client workstations running Genetec to Genetec's latest release, version 5.5 SR5. After installation AFS will ensure the system is communicating and operating as intended.

(4) Justification for restricting consideration to a brand-name item:

It is critical to 673 SFS mission accomplishment and success for the new LPR systems to be able to interface with the systems currently installed to provide effective, integrated security and law enforcement base-wide. The current system was acquired through contracts W912CZ-06-C-0018 and FA5000-16-P-0164 which are valued at $360,000.

In order to allow for the installation of a different LPR system, the current system would have to be removed/replaced, and all the personnel in the section would need to be retrained on the new system. This would incur unnecessary high costs for the government. Therefore, it would not be economically practicable or in the best interest of the government to expend extra funds and man hours to acquire a different brand's LPR system.

(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:

The determination of the anticipated cost to the Government being fair and reasonable will be conducted in accordance with FAR 15.404-1(a).

(6) Other facts supporting the justification:

None.

(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:

Market research will continue to provide the best solution to future purchases precluding name brand purchases.
