Statement of Work (SOW)
Asphalt Requirements
Government Pickup: Asphalt supplier shall be responsible for loading the HMA (Hot Mix Asphalt) into government supplied dump trucks. The government will provide 24 hour notice prior to picking up CLIN 1, 2, 5, 6, 7 or 8, Monday through Saturday. The government will provide 48 hour notice prior to picking up CLIN 3 and 4. The government will give 48 hour notice for any Sunday pick up requirements.
Pickup Hours: Standard government operating hours are 7:00 A.M. through 5:00 P.M. Monday through Friday. During summer construction season (generally May- September) the government may arrange for delivery of HMA after 5:00 p.m. pending status of Asphalt Suppliers HMA plant operations. The government will give 72 hour notice for any asphalt delivery required after 9:00 P.M. Upon receipt of any material, weight tickets shall be provided for each load to the government representative receiving such material.
Standards: Asphalt suppliers will produce all mix designs within standard specification outlined within each attached CLIN. All material and batch testing will be IAW industry ASTM standards. Temperature of batched HMA will be within specification of PG graded asphalt binders. Re-heating will not be permitted.
Quality Control Test Reports: Asphalt Supplier shall provide quality control test results of all materials in accordance with the specifications for each mixture type upon request of the Heavy Repair Shop, 773d Civil Engineer Squadron.
Hot Mix Asphalt (HMA) Mix Designs
CLIN 0001 - Hot Mix Asphalt, MOA Class D The Hot Mix Asphalt MOA Class D Mix supplied is in accordance with the current "Municipal Standard Specifications 2009, STANDARD SPECIFICATIONS FOR ASPHALT SURFACING DIVISION 40.00 "Section 40.02, Article 1.1 to 1.6, Section
40.06 ASPHALT CONCRETE PAVEMENT, Article 6.1 through 6.3, Class D Mix.
Hot Mix Asphalt City Class D Mix is a (50-blow) asphalt mix design. The Liquid Asphalt is PG 52-28 type product. The anti-stripping agent is 1/4 of one percent per ton of Liquid Asphalt Cement.
The aggregates for HMA Muni Class D shall be blended to meet the design range indicated in Table 1 as follows:

CLIN 0002- Hot Mix Asphalt, MOA Class D (With RAP)
The Hot Mix Asphalt City Class D Mix supplied is in accordance with the current "Municipal Standard Specifications 2015, STANDARD SPECIFICATIONS FOR ASPHALT SURFACING DIVISION 40" Section 40.01, Article 1.1 to 1.6, Section
40.06 ASPHALT CONCRETE PAVEMENT, Article 6.1 through 6.3, Class D Mix.
Hot Mix Asphalt City Class D Mix is a (50-blow) asphalt mix design. The Liquid Asphalt is PG 52-28 type product. The anti-stripping agent is 1/4 of one percent per ton of Liquid Asphalt Cement. Up to 20% RAP is allowed.
The aggregates for HMA Muni Class D shall be blended to meet the design range indicated in Table 2 as follows:

CLIN 0003- Hot Mix Asphalt, Aviation State Type IIA (Modified AC Binder)
The Hot Mix Asphalt State Mix Designs supplied are in accordance with the “Alaska Department of Transportation and Public Facilities Standard Specifications for Highway Construction 2017 Edition, Division 400---Asphalt Pavements and Surface Treatments Section,” Section 401, Articles 2.01, 2.02, 2.07, 2.08, 2.09; Division 700--- Materials, Section 702, Article 2.01 and Section 703, Article 2.04. The Liquid Asphalt is PG 58-34 type product. The anti-stripping agent is 1/4 of one percent per ton of Liquid Asphalt Cement. Up to 25% RAP is allowed.
HMA Aviation State Type IIA shall be blended to meet the design range indicated in Table 3 as follows:

40.06 ASPHALT CONCRETE PAVEMENT, Article 6.1 through 6.3, Class A Mix.
Hot Mix Asphalt City Class A Mix is a (50-blow) asphalt mix designs. The Liquid Asphalt is PG 58-34 type product. The anti-stripping agent is 1/4 of one percent per ton of Liquid Asphalt Cement. Up to 15% RAP is allowed.
The aggregates for HMA Muni Class A shall be blended to meet the design range indicated in Table 4 as follows:

CLIN 0007- Hot Mix Asphalt, 3/8” Driveway Mix The Hot Mix Asphalt, 3/8” Driveway Mix supplied are in accordance with the Alaska Department of Transportation and Public Facilities Standard. Specifications for Highway Construction 2004 Edition, Division 400---Asphalt Pavements and Surface Treatments Section 401 through 401-501 and Section 703-2.04 Aggregate for Asphalt Concrete Pavement, Table 703-3 Broad Band Gradations for Asphalt Concrete Pavement Aggregate. The Liquid Asphalt is PG 52-28 type product. The anti-stripping agent 1/4 is one percent per ton of Liquid Asphalt Cement.
HMA 3/8” Driveway Mix shall be blended to meet the design range indicated in Table 7 as follows:
