1. Is there existing carpet to be removed? If removed, will it be replaced under this contract?
ANSWER: Yes, in the aisles, carpet is in very poor condiiton (see photos attached to amendment 0001)
2. What is the finish material on the ceiling?
ANSWER: Painted gypsum board
3. Existing seating to be removed: Is the manufacturer known? Are there any cut sheets or installation details?
ANSWER: No, seats are bolted to the floor with 4 bolts per chair
4. Are there any known embedded mechanical or electrical items in the existing seating area floor?
ANSWER: No
5. Other than the Seating Area and the Cry Room, are any other areas of this building included in the Scope of this project?
6. Section 01020 Paragraph 1.5.0 directs the contractor to make a site visit. Will site visits be allow? How do we schedule a site visit?
7. Item 1.36.1.b – What is the seating requirements for the Crying Room?
ANSWER: Leave seating as it is
8. Item 1.3.3.a – “Remove and dispose of existing light fixtures.” Ceiling fixtures only?
Just the fixtures in the seating area or the fixtures over the stage also?
ANSWER: Seating area only
9. Item 1.3.3.b – Will the new conduit and wiring be concealed behind finishes, or will surface mount be acceptable?
ANSWER: It will be concealed
10. Item 1.3.3.e – Is the existing ceiling currently painted?
ANSWER: Yes
11. Is there any existing base that needs to be removed? New base to be installed?
ANSWER: As necessary to support carpet replacement and present a professional appearance
12. Are any portions of the parking lot not available for contractor lay down areas?
13. Section 01010-2 1.3.3.b. Install new light fixtures, including conduit, fittings and wiring, in accordance with latest National Electrical Code (NEC). Light Fixtures shall be approved by the Government. Are we to assume that all of the existing wiring for the existing theater lights is not code compliant and that we may not utilize existing wiring if new lighting layout allow?
ANSWER: Existing is to code
14. Is the electrical scope of work limited to the Theater Lighting, dimming and exit lighting inside the Theater as noted on the SOW or is the work in the lobby as noted on the as-builts to be included in this work?
ANSWER: Theater only
15. Section 01020, Scope of Work applies to the Theater and Cry Room only. No work is to be done to the stage, back stage, main entry facilities, and second floor areas. Please confirm.
ANSWER: This is correct
16. New seating is to be provided at the Cry room but are the finishes for floor, walls, ceiling to be upgraded and new lighting fixtures installed?
ANSWER: No
17. It is our understanding that walls at the theater area are not being refinished at this time. Please advise.
ANSWER: This is correct
18. Based on photos provided in addendum #1 dated 10/15/10, carpet appears to be in poor condition. Is the contractor expected to clean or replace damaged carpets?
ANSWER: Carpet is in very poor condition. This is to be determined by the designer
19. Could you please clarify why the SOW includes shot blasting equipped with HEPA vacuum if HAZMAT is not present? The amendment also allows for the use of a planetary floor grinder with HEPA vacuum. If floor prep is required and no HAZMAT is present than a floor prep machine with a vacuum collection system should satisfy this requirement. Please clarify.
ANSWER: For this model project we have not involved HAZMAT; however, shot blasting equipped with HEPA vacuum or planetary floor grinder with HEPA vacuum is required
20. Plan page 3 of 12 shows detail for a heater sheet. Are we to furnish these? If so please provide location and quantity. Also, please indicate whether seats are constructed in place or pre-fabricated.
ANSWER: No. The seats are pr-fabricated
21. Plan page 5 of 12 has notes for mechanical work which is not shown in the model project scope of work. Are we to figure the mechanical work in our cost proposal?
ANSWER: No
22. The theater slide show sent out in Amendment #1 contains photos of the stage. Is refinishing of the stage to be considered part of our cost proposal?
ANSWER: No
23. Plan page 5 of 12 notes show work outside of the theater. For example note #3 shows replacing ceiling diffusers and extending ducts in the lobby area. These areas are not shown in the model project scope of work.
Should we consider these areas in our cost proposal?
24. What is the composition of the theater ceiling? It appears to be GWB from the slide show photos?
ANSWER: Painted gypsum board
25. Is the theater lift accessible, or is scaffold required?
ANSWER: Scaffolding is required
26. Is space available in theater building to set up temporary on site office with phone/internet connection? Or should a modular office be figured.
ANSWER: No
27. Please confirm that a laydown area will be provided and that temp fence is required around laydown area.
ANSWER: A laydown area will be provided on base with fencing requirements
28. Please provide a detail showing the anchoring system used for the existing theater seating.
ANSWER: There is no existing detail. The seats are bolted to the floor with 4 bolts per chair.
29. Please confirm that aisle carpet in theater is not to be demoed and replaced.
ANSWER: Aisle carpet is in very poor condition. This is to be determined by the designer.
30. Is there existing seating in the cry room?
ANSWER: Leave seating as is in the cry room
31. Is the cry room floor to be refinished and ceiling painted?
ANSWER: No
32. Section L 2.3.5, Organizational Structure Change History, requests a roadmap describing the organizational changes to the company. Would you like us to include the history of our proposed Subcontractors as well?
ANSWER: This is left up to the offerors.
33. Section L states that electronic copies shall be submitted using Microsoft Word. Will .pdf be acceptable?
ANSWER: Yes
34. Please see the attached text taken from Section 01400. The requirement for the standard border and title sheet needs to be clarified for Elmendorf.
4.4. Convertible CADD Drawings: In compliance with CADD requirements, the Government shall furnish copy of the drawing database in ‘AutoCAD’ (Version2000) format or most current version used by the Base. A copy of the AMC standard border and title sheet is available in AutoCAD format from the Engineering Technical Support Section by calling (253) 982-8666.
Do we use the AMC standard border and title sheet per para 4.4, or should we use a local contact @ EAFB? I called the number, and talked to Richard Pruss, and he was a little confused as to why we were using an AMC drawing instead of PACAF.
ANSWER: Local format is used
35. In regards to the drawings that are required as part of the design proposal for the model project, can you please clarify what size the drawings should be?
ANSWER: Half size drawings will suffice
36. In regards to Solicitation No. FA5000-10-R-0011, Factor 2 Past Performance, section 2.3.3 Relevant Contracts, can you clarify if the Air Force is looking for full IDIQ/MACC contracts or for task orders issued under IDIQ/MACC contracts? There seems to be some confusion based on the description provided in section 2.3.3. For example, section 2.3.3 refers to non-complex design/build experience with multiple projects, such as construction, renovation, alteration and repair which leads us to believe that the Air Force may be most interested in whole IDIQ/MACC contracts. However, section 2.3.3 also states projects should be similar in size, scope and complexity having a dollar value between $2,500 and $5,000,000 which leads us to believe that the Air Force may be more interested in individual task orders/projects performed under IDIQ/MACC contracts. Any clarification you can provide would be most appreciated.
ANSWER: The offeror may chose to provide past performance for a master contract or task order
37. Due to page limitations, can graphs and tables be 10 font?
ANSWER: No
38. Volume I – Mission Capability, Subfactor 1, requires submission of a price schedule and price breakdown by CSI division. Similarly, Volume III – Price and Contract Forms, 2.4.1 Price requires offers to provide a model project price schedule. Should the model project price schedule and breakdown be included in both Volume I and
III?
ANSWER: The price schedule (Attachment 5) is included in Volume III. Volume I includes a detailed price breakdown.
39. The proposal formatting instructions indicate that all typing (including that on charts, graphics and tables, etc) shall be no smaller than 12 pitch. Is it acceptable to use a font smaller than 12 in the header and footer for information such as proposal title, solicitation number, page number, disclosure statement and copyright?
ANSWER: No
40. The SF1442 indicates that a Bid Guarantee is not required for this proposal submission. However, RFP page 38- 39 include FAR 52.228-1 requiring a Bid Guarantee. Please clarify if a Bid Guarantee is required since this is a
MACC.
ANSWER: A bid guarantee is not required for the model project or the initial award. A bid guarantee will be required for each individual project.
41. Please clarify where Attachment 9 – Financial Data Form should be included in our proposal submission.
ANSWER: It would be in conjunction with the financial capability letter under Factor 3, Volume III, para 2.4.2.
42. #16 from Amendment 0001 stated that the government prefers that Attachment 6, Past Performance Information Sheet not be altered. After reviewing the attachment we noticed that it is in font size 10 and 11.
Should the form be revised to comply with the 12 pitch font requirement?
ANSWER: No
43. RFP page 16 of 73 paragraph 1.20 states that a Bid Bond is not required. Page 1 of 73 Box 13 item B indicates that a Bid Bond is not required. Page 3 of 73, item F states that a Bid Bond is required. Is there any order of precedence in these situatioNs? Please clarify if a bid bond is or is not required.
ANSWER: Page 16 clearly indicates that a bid bond is not required for the model project. Individual bid bonds are required for subsequent task orders.
44. Does the government intend on awarding the “Model project for construction?
ANSWER: No
45. RFP sheet 3 of 73 Item J references Section L. Which Section L is it referring to? Sectin L as attachment 6 or Sectin L, Instructions to Bidders?
ANSWER: Refers to Sections K, L, & M of the solicitation
46. Per Attachment 4, Section 01020: There is no mention of replacing the theater carpet in this Scope of Work. Is it your intent to have this carpet replaced or leave the existing carpet in place?
ANSWER: Carpet is in very poor condition. This is to be determined by the designer
47. Per Attachment 4, Section 01020, Scope of Work, 1.3.1b: This note quantifies the number of new seats required for this project to be 800, then states the Crying Room shall be included. Are some of the 800, new seats to be installed in the Crying Room, or are there additional seats that need to be provided? Is the Scope of Work for the Crying Room limited to new seating?
ANSWER: Leave seating as it is in the Crying Room
48. Will Volume II – Past Performance be evaluated in accordance with FAR 15.305 (a)(2)(iii)?
ANSWER: Past performance will be evaluated IAW Sections L & M of this solicitation
