About this file
This document is a Questions and Answers (Q&A) record for federal contract FA489726QC045 addressing clarifications on equipment requirements and service levels.
The contract involves the provision and maintenance of construction equipment including excavators, water trucks, scissor lifts, telescopic booms, and sheepsfoot rollers. Key clarifications confirm that replacement equipment meeting or exceeding minimum specifications is acceptable; a vibratory padfoot roller equivalent to or exceeding a CAT CP12 is acceptable; and a DOT-compliant 4,000-gallon water truck with tank, chassis, and spray system meets requirements without specific chassis mandates. Regarding hours of operation, the Government specified single-shift usage with monthly operating hour assumptions: excavators at 100 hours, water trucks at 160 hours, scissor lifts at 160 hours, telescopic booms at 160 hours, and sheepsfoot rollers at 100 hours per unit. Preventative maintenance will be performed during normal working hours (0700-1700) coordinated with Government personnel. Service level requirements establish a 24-hour response time for maintenance and service calls, with replacement equipment required within 24 hours of the initial service call if repairs cannot be completed. The Government confirmed that equal or greater capacity equipment is acceptable for all replacement situations, provided functional requirements are maintained.

FA489726QC045 – Questions and Answers
1. Replacement Equipment Requirements:
In the event of equipment failure, the SOW requires replacement within 24 hours if repairs cannot be completed. Can the Government confirm that “equal or greater” equipment is acceptable for replacement units?
a. Equal or greater is acceptable.
2. Preventative Maintenance Scheduling:
Should contractors assume maintenance will be performed during normal working hours coordinated with Government personnel, or are there any restrictions on maintenance timing?
a. Maintenance will be performed during normal work hours (0700-1700).
3. Hours of Operation / Usage Assumption:
While pricing is firm fixed, is the Government able to provide an estimated/expected range of operating hours per week per equipment, and whether usage is expected to align with single-shift (0–8 hrs/day), double-shift (8–16 hrs/day), or triple-shift (16–24 hrs/day) operations?
a. Excavator: 100 hrs per unit per month (single shift)
b. Water Truck: 160 hrs per unit per month (single shift)
c. Scissor Lift: 160 hours per unit per month (single shift)
d. Telescopic Boom: 160 hours per unit per month (single shift)
e. Sheepsfoot Roller: 100 hrs per unit per month (single shift)
4. Roller Capacity:
The specification references a vibratory padfoot roller equivalent to a CAT CP12. Would equipment exceeding the minimum size (e.g., higher operating weight or compaction capacity) be considered acceptable, provided all other functional requirements are met?
a. That would be acceptable.
5. Water Truck Configuration:
For the 4,000-gallon water truck requirement, please confirm that a fully operational, DOT-compliant water truck (tank mounted on a suitable chassis with spray system) is acceptable, and whether there are any specific chassis or configuration requirements beyond capacity and spray functionality.
a. DOT Compliant is acceptable.
6. Maintenance and Replacement Requirements:
We understand the requirement for maintenance response and equipment replacement timelines. Please confirm the following:
- Required response time for maintenance/service calls
- Required timeframe for replacement equipment, if necessary
a. Maintenance/Service Calls: 24 hours
b. Replacement Equipment: 24 hours after service call
