About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation FA489726QA018 regarding grease trap cleaning services.

The solicitation covers grease trap and interceptor cleaning services with a base performance period from June 20, 2026 through June 19, 2027, followed by four one-year option periods extending through June 19, 2031. Grease traps are generally accessible with standard vacuum trucks, with the exception of two 40-gallon units located in Buildings 2606 and 6200 that require specialized equipment. All waste material removed during pumping and cleaning must be disposed of at regulatory-approved off-site facilities, as no on-site disposal is available. The incumbent contractor is JHL Support Services LLC, which held contract FA489721P0048 valued at $230,535.00. Sampling and laboratory analysis must be performed in accordance with applicable conditions, procedures, and commercial practices to ensure compliance with Idaho Department of Environmental Quality (IDEQ) regulatory requirements, though specific testing frequency and parameters are not prescribed. The contractor's post-pumping inspection responsibilities are limited to identifying and reporting deficiencies to the Contracting Officer; subsequent repairs to internal fittings and fixtures fall outside the contract scope. The bid schedule includes CLINs for scheduled semiannual and monthly cleanings with firm-fixed pricing, plus an unpriced and unfunded emergency CLIN for out-of-cycle service calls requiring 24-hour response, for which the contractor will provide quotes at the time of service. Post-award deliverables include a Work Schedule, Quality Control Plan, Contingency Plan, base access forms, and Safety Data Sheets, with any additional requirements to be issued by the Contracting Officer.

FA489726QA018 – Grease Trap Cleanings Q&A

Will a site visit be scheduled for this solicitation?

No

Is sampling and laboratory analysis required at every scheduled service visit, only at specific intervals, or when required by regulation/IDEQ?

PWS 4.1 shall perform appropriate sampling and laboratory analysis to ensure compliance with all regulatory requirements and complete all required coordination and documentation to obtain Idaho Department of Environmental Quality (IDEQ) approvals.

Tests shall be accomplished IAW applicable conditions, procedures, and commercial practices.

Are the grease traps accessible with a standard vacuum truck? Is any specialized equipment necessary to access/service them?

Yes, with exception of the 2 small 40 gallon units Bld. 2606 and Bld. 6200.

Is there an incumbent contractor for this service? If so, what’s their name?

Yes, JHL Support Services LLC.

Is there a dumping facility on site that can be used for the waste?

No, PWS 2.3 Waste Removal. All solids and liquid material removed from the unit during pumping and cleaning of the grease trap/interceptor shall be disposed of off the installation at a regulatory approved disposal facility.

Field research has indicated a 1,000-gallon exterior interceptor on Bldg. 2606, what is the confirmed tank size?

No, per attached photo, square box under counter would not hold 1,000 gallons and is in the food service area inside the building 2606.

The RFQ's Performance Period indicates the Base Year ends on 19 June 2027, but Option Year 1 does not begin until 20 July 2027. Can the Government confirm if this one-month gap in service is intentional, or if Option Year 1 should commence on 20 June 2027?

Period of performance will be -

Base Year: 20 June 2026 – 19 June 2027

Option Year 1: 20 June 2027 – 19 June 2028

Option Year 2: 20 June 2028 – 19 June 2029

Option Year 3: 20 June 2029 – 19 June 2030

Option Year 4: 20 June 2030 – 19 June 2031

PWS Section 3.1 requires a 24-hour response for out-of-cycle, unscheduled service calls.

However, the provided Bid Schedule/CLIN structure only includes line items for scheduled Semiannual and Monthly cleanings. Will the Government establish a separate CLIN to price unscheduled emergency service calls, or should Offerors burden the financial risk of an unknown number of emergency calls into their firm-fixed-price scheduled CLINs?

An unpriced and unfunded emergency CLIN will be in the contract. Contractor will provide a quote at the time of the service

PWS Section 4.1 requires the Contractor to perform appropriate sampling and laboratory analysis to satisfy Idaho Department of Environmental Quality (IDEQ) approvals and include all fees in the proposal. To ensure accurate and equitable pricing across all offerors, can the Government define the required frequency of this sampling (e.g., every pump-out event, quarterly, annually) and the specific testing parameters expected?

PWS 4.1 shall perform appropriate sampling and laboratory analysis to ensure compliance with all regulatory requirements and complete all required coordination and documentation to obtain Idaho Department of Environmental Quality (IDEQ) approvals.

Tests shall be accomplished IAW applicable conditions, procedures, and commercial practices.

PWS Section 2.4 states that post-pumping inspection deficiencies must be noted and provided to the COR. Can the Government confirm that the Contractor's responsibility is strictly limited to inspecting and reporting these deficiencies, and that any subsequent repairs to internal fittings and fixtures would be handled outside the scope of this firm-fixed-price contract?

Correct.

Can the Government confirm if there is an incumbent contractor currently performing these services? If there is an incumbent, could you please provide us with the incumbent's name, the Purchase Order/Contract number, and the total historical contract value?

Yes, JHL Support Services LLC / FA489721P0048 / $230,535.00

While PWS Sections 5 and 6 outline several post-award deliverables (including the Work Schedule, QCP, Contingency Plan, base access forms, and SDS sheets), are there any additional post-award submittals or recurring reporting requirements that Offerors should be aware of prior to submitting our quote?

Only that requested in the PWS, and anything requested by the CO.
